BOARD OF PUBLIC WORKS & SAFETY OF THE
CITY OF RICHMOND, INDIANA, NOVEMBER 19, 1981
1 The Board of Public Works and Safety of the City of Richmond, Indiana, met
2 in regular session November 19, 1981 at the hour of 9:00 a.m. in the Municipal
3 Building. in said City. Mr. Meredith presided with Mr. Webb and Mr. Ryder
4 present. The following business was had, to-wit:

6 APPROVAL OF MINUTES OF NOVEMBER 12, 1981

8 Mr. Webb moved to approve the minutes of the previous meeting as prepared,
9 seconded by Mr. Ryder and on unanimous voice vote the motion was carried.

11 PRIVATE SEWER - Woodgate
12
13 City Controller Don Meredith said the sewer is on a City easement and is to be
14 known as the Woodgate Sanitary Sewer. Mr. Webb explained this is a private
15 contract between two (2) property owners and the Sanitary District and the civil
16 city. The two (2) people on Henley Road elected to build their private sewer to
17 protect their financial interest as provided by law. He recommended the Board
18 approve the private sewer. Mr. Meredith said the Sanitary District has approved
19 the request be accepted into their system, and the Board is to approve the use
20 of the City's easement to run the private sewer. The parties involved are
21 Donald L. Simkin and Lewis R. and Linda M. Watson.. The City Attorney has found the
22 :form insorder: , . Mr. Webb moved for approval of the said contract, seconded by
23 Mr. Ryder and on unanimous voice vote the motion was carried.

25 RELEASE OF MORTGAGE

27 Mr. Ryder explained the release was a result of the "Replacement Housing Program"
28 in operation in 1976 by the Community Development. The owner at 1203 Boyer St.
29 has met the terms of the mortgage. Mr. Ryder moved they approve the satisfaction
30 of mortgage for this property, seconded by Mr. Webb and on unanimous voice vote
31 the motion was carried.

III 33 POLICE DEPARTMENT - Promotion of Probationary Officer

35 Major Chestnut read the following letter:

40 Dear Board Members:

42 I recommend that Officer Kenneth Lester be advanced from the
43 rank of Probationary Patrolman to that of Patrolman on the
44 Richmond Police Department.
45
46 Officer Lester has successfully completed his probationary
47 period as required.

49 Request that this be effective November 17, 1981.

56 Mr. Ryder moved to approve the recommendation of Chief Chris to advance Officer
57 Kenneth Lester from the rank of Probationary Patolman to that of Patrolman on
III58 the Richmond Police Department, seconded by Mr. Webb and on unanimous voice vote
59 the motion was carried.

61 STREET LIGHTS - Garden Avenue

63 Mr. Meredith explained that at the time of the previous request for a street
64 light on Garden Avenue, they were unable to determine the source of the request.

1 Since that time, they have received a call from a resident with a formal
2 request for lighting. Mr. Ryder moved to approve the-location of a street
3 light on a pole that is already situated in the alley, seconded by Mr. Webb
4 and on unanimous voice vote the motion was carried.

6 REMINDER OF BOARD OF WORKS DATES

8 Mr. Meredith noted the Board had set a special meeting to receive bids for
9 the police cruisers and also the computer hardware and software which is
10 Monday, November 23 at 9:00. a.m. in the Board of Works room and that the
11 regular meeting would be held on Wednesday the 25th due to Thanksgiving.

13 REQUEST FOR "NO TRUCKS" SIGNS
14
15 Betty Wilson, 817 North "I", President of the Neighborhood Council, appeared
16 to request "No Truck" signs—be posted on certain streets on North 9th between
17 "G" and "F" where there is a playground, and they have some other steets in
18 mind, also.

20 Mr. Meredith noted that Mr. Ryder's survey on the area is complete, but the
21 Board is not ready to take final action. Mr. Glazer appealed the ruling of
22 the Plan Commission to the Board of Zoning Appeals. Following their ruling,
23 he has a period of time to appeal that ruling through the Court system. He
24 feels the Board cannot act at this time until a further determination is made.
25 At that time, it will be placed on the agenda and Mr. Ryder will notify Mrs.
26 Wilson and Mr. Glazer.
