BOARD OF PUBLIC WORKS AND SAFETY OF THE
CITY OF RICHMOND, INDIANA, NOVEMBER 5, 1981
1 The Board of Public Works and Safety of the City of Richmond, Indiana, met
2 in regular session November 5, 1981 at the hour of 9:00 a.m. in the Municipal
3 Building in said City. Mr. Webb presided with Mr. Ryder present. Absent:
4 Mr. Meredith. The following business was had, to-wit:

6 APPROVAL OF.MINUTES OF OCTOBER 29, 1981

8 Mr. Ryder moved to approve the minutes of October 29, seconded by Mr. Webb
9 and on unanimous voice vote the motion was carried.

11 PROMOTION OF THREE (3) PROBATIONARY POLICE OFFICERS Chief Chris
12
13 Police Chief Charles Chris recommended that Officers Terry Hopkins, Jacqueline
14 Moody and Emma Smith be advanced from the rank of Probationary Patrolmen to
15 that of Patrolman on the Richmond Police Department.

17 Mr. Ryder moved that Officers Terry Hopkins, Jacqueline Moody and Emma Smith
18 be advanced to Patrolmen on the Richmond Police Department, and that Officers
19 Hopkins and.Moody's advancement be effective November 3, 1981 and Officer
20 Smith's advancement be effective November 6, 1981, seconded by Mr. Webb and
21 on unanimous voice vote the motion was carried.

23 REQUEST TO REMOVE STOP SIGNS AT FOUR (4) LOCATIONS - Capt. Wogoman
24
25 Capt. Dan Wogoman recommended that the "STOP" signs be removed from the following
26 locations: North 7th & "C" St. for northbound traffic on 7th, North 13th & "H"
27 St. for north-south bound traffic on 13th, North 12th & "G" St. for north-south
28 bound traffic on 12th, South 4th & "P" St. for north-south bound traffic on 4th.
29 He stated that the 7th St. , 12th St. and 4th St. were not warranted now due to
30 the closing of schools in the area, and the N. 13th St. one is at a "T" inter-
31 section.

33 Mr. Ryder moved we approve the subject request, seconded by Mr. Webb and on
34 unanimous voice vote the motion was carried.

36 MONTHLY REPORT FROM BUREAU OF BUILDINGS Charles Roberts

38 Bureau of Buildings Commissioner Roberts presented his October report.

40 Mr. Ryder moved to approve and accept the October monthly report of the.
41 Bureau of Buildings, seconded by Mr. Webb and on unanimous voice vote the
42 motion was carried.

44 CONFIRMATORY RESOLUTION FOR ALLEY VACATION BETWEEN SOUTH 4th & 5th and
45 SOUTH "D" & "E" - Ed Anderson

47 City Attorney Ed Anderson presented the Confirmatory Resolution to the Board
48 for approval.

50 Mr. Ryder moved to approve the vacation as outlined in the Confirmatory
51 Resolution, seconded by Mr. Webb and on unanimous voice vote the motion was
52 carried.

54 STREET LIGHT REQUEST FOR MIKAN DRIVE

56 Mr. Ryder moved to approve the installation of the two (2) street lights on
57 Mikan°Drive as presented by the Street Light Committee, seconded by Mr. Webb
58 and on unanimous voice vote the motion was carried.

60 CHANGE DATE TO RECEIVE BIDS FOR POLICE CARS

' 62 Mr. Webb announced the date previously set to receive bids for police vehicles
63 must be changed due to a recent change in the State laws. He set the new bid
64 date for Monday, November 23 at 9:00 a.m. at a special meeting. Due to the

1 Thanksgiving holiday on the 26th, the regular Board of Works meeting will be
2 changed also, and will be held on Wednesday, November 25th.

4 SET DATE FOR POLICE AUCTION ,I

6 Mr. Webb set December 5 at 10:00 a.m. for the auction at the Police Garage.
7 Chief Chris announced the doors will be open to the public at 9:30 a.m.

9 SET DATE FOR UNSAFE BUILDING HEARING for 200 -- 20.4 North 8th
10
11 Mr. Webb set November 25 at 10:00 a.m. for the Unsafe Building Hearing in
12 the Board of Works Room.

14 SET DATE TO RECEIVE BIDS FOR COMPUTER HARDWARE AND SOFTWARE

16 Mr. Webb set Monday, November 23 at 9:00 a.m. to receive bids for the computer
17 to be held in conjunction with the special meeting to receive bids for police
18 vehicles.

20 SET DATE TO RECEIVE BIDS FOR REHABILITATION OF THREE (3) 1969 MOTORIZED FIRE
21 TRUCKS

23 Mr. Webb announced December 3 at 9:00 a.m. as the date to receive bids for
24 the rehabilitation of three (3) 1969 motorized fire trucks.

26 SET SPECIAL MEETING FOR NOVEMBER. 23, 1981

28 Mr. Webb called attention to the special meeting set for November 23 at 9:00 a.m.

30 DATE SET FOR NUISANCE HEARING

32 Mr. Webb set December 3, 1981 at 10:00 a.m. for a hearing on a nuisance at 1109
33 Parry St.

35 RADIO MAINTENANCE REPORT

37 Mr. Ryder moved to accept the monthly Radio Maintenance Report as submitted,
38 seconded by Mr. Webb and on unanimous voice vote the motion was carried.
