CITY OF RICHMOND, INDIANA, OCTOBER 29, 1981
1 The Board of PublicrWorks and Safety of the City of Richmond, Indiana, met
2 in regular session October 29, 1981 at the hour of 9:00 a.m. in the Municipal
3 Building of said City. Mr. Meredith presided with Mr. Ryder and Mr. Webb
4 present. The following business was had, to-wit:

6 APPROVAL OF MINUTES. OF OCTOBER 22, 1981

8 Mr. Webb moved to approve the minutes of the previous meeting as prepared,
9 seconded by Mr. Ryder and on unanimous voice vote the motion was carried.

11 FINAL APPROVAL OF OAKS SUBDIVISION - Tom Winemiller
12
13 Mr. Winemiller presented the plat for approval, stating that this is a two (2)
14 lot subdivision on University Boulevard just off Chester. Everything is already
15 developed there. Due to a new State law, they were required to plat this. City
16 Engineer Webb stated that the street has certainly existed more than three (3)
17 years and we would probably be taking it in this fall. Mr. Ryder moved to
18 grant final approval to- 'Oaks Subdivision as presented, seconded by Mr. Webb and
19 on unanimous voice vote the motion was carried.

21 STREET LIGHT REQUEST - Garden Avenue

23 Mr. Meredith stated this was taken under advisement last week. Mr. Ryder
24 stated he had investigated the area and did not see a pressing need for lights.
25 Mr. Webb said it would serve only two to three residents and would serve more
26 as a personal security light. Mr. Webb moved to deny the request, seconded
27 by Mr. Ryder and on unanimous voice vote the motion was carried.

29 STREET LIGHT REQUEST - Mikan Drive

31 Mr. Webb said the request from the Street Light Committee through RP&L re-
32 commended two (2) 250 watt pendant lights on existing wood poles on the drive
33 between Idlewild Drive and Capri Lane and between Capri Lane and Keyser Lane.
34 Mr. Ryder checked the area and until underground facilities. can be put in, it
35 is probably_a desirable way to go. Mr. Ryder stated there are a number of
36 houses in the area and it would be an access drive to the Capri and Idlewild
37 area. There are a lot of children there. Capt. Wogoman would like to have the
38 requestee's name in the future. Mr. Meredith stated he would continue this
39 under advisement and requested the Clerk get a copy of that petition to
40 Capt. Wogoman.

42 ALLEY VACATION - Between So. "D" & "E", 4th & 5th

44 Dan Dooley reported the Plan Commission had held a public hearing October 27th,
45 and moved to grant the-request by seven (7) to zero (0) . He said the Sanitary
46 District, RP&L, the Fire Department and the Traffic Division had checked and
47 see no problem. Mr. Ryder moved that we adopt a Confirmatory Resolution for
48 the vacation of the alley between So. "D" & "E", 4th & 5th. The motion died
49 for lack of a second. Mr. Meredith stated there are three (3) alleys in this
50 particular block, two east-west alleys and one north-south alley. Mr. Webb
51 moved that the City Attorney prepare a Confirmatory Resolution vacating cer-
52 tain alleys running east and west between 4th and 5th Street and between "D''
53 and "E" Street - said alley being between lot 95 and 100 and the alley between
54 lot 96 and 99 in the John Smith subdivision, seconded by Mr. Ryder. Discus-
55 sion on the motion showed the alley to be the south east-west alley. On
56 unanimous voice vote the motion was carried.

58 DEDICATION - N. W. "L"

60 City Engineer Webb stated that in conjunction with the Signal Project, it
61 was discovered there are certain right-of-ways on N. W. "L" Street which
62 have not been formally dedicated as a. requirement of the Federal Highway
63 Administration. The UAW has signed the formal dedication for the right-of-
64 way for the north side of "L" Street and N. W. 5th Street. The City Attorney

1 has examined the dedication and finds it in order.

3 Mr. Webb moved the dedication of N. W. "L" Street at the north-east corner of
4 N. W.' 5th be accepted by the Board of Public Works and Safety, seconded by Mr.
5 Ryder. Mr. Webb pointed out that this is at no cost to the City, and would like
6 to thank the UAW for their fine cooperation shown the City of Richmond. On
7 unanimous voice vote the motion was carried.

9 POLICE DEPARTMENT - Chief Chris
10 Promotions to Permanent Rank

12 Chief Chris recommended that Probationary Officers Martin Hurst, Kris Wolski
13 and James Rice be advanced from the rank of Probation Officers to that of
14 Patrolmen, and requests this be effective as of October 27, 1981.

16 Mr. Ryder moved to advance Officers Wolski, Rice and Hurst from Probationary
17 Patrolmen to that of Patrolmen on the. Richmond Police Department effective
18 October 27th, seconded by Mr. Webb and on unanimous voice vote the motion was
19 carried.

21 Set Date to Receive Bids ,£or ,Fourteen (14) Police Cars
22 _
23 Chief Chris presented specs for eleven (11) police cars to be used by the Patrol
24 Division which required the police package for heavy duty equipment, and for
25 three (3) standard production automobiles for adminstrative and special divisions.

27 Mr. Meredith set November 12 at 9:30 to receive bids.

29 WEIGHTS & MEASURES REPORT

31 Mr. Ryder moved to accept and approve the monthly report, seconded by Mr. Webb
32 and on unanimous voice vote the motion was carried. Mr. Meredith mentioned the
33 report showed 47 oil tank meters approved and 5 condemmed. This is a new piece
34 of equipment he has to meter oil trucks that make home deliveries.

36 LETTER RECEIVED ON NATIONAL ROAD RUN

38 The Clerk read a letter addressed to Don Meredith, City Controller, from Al Cook
39 . expressing their appreciation for the cooperation received on this year's Nation-
40 al Road Run.

42 REPORT ON STREET CLOSINGS - Capt. Wogoman

44 Capt. Dan Wogoman stated he has been advised that probably Monday morning the
45 intersection at S. 8th & "A" and the intersection. at S. 8th & "C" will be blocked
46 due to the sewer project. They will be doing both intersections at once. The
47 State has set up a detour which will be for all through traffic on No. 8th & "A"
48 to go west on "A" to 5th, south on 5th to S. "E", and east on S. "E" to S. 8th.
49 . Hopefully it will be done in two days.
