BOARD OF PUBLIC WORKS AND SAFETY OF THE
CITY OF RICHMOND, INDIANA, OCTOBER 22, 1981
1 The Board of Public Works and Safety of the City of Richmond, Indiana, met
2 in regular session October 22, 1981 at the hour of 9:00 a.m. in the Municipal
3 Building in said City. Mr. Meredith presided with Mr. Ryder and Mr. Webb
4 present. The following business was had, to-wit:

6 APPROVAL OF MINUTES OF OCTOBER 15, 1981

8 Mr. Webb moved to approve the minutes of the previous meeting as prepared,
9 seconded by Mr. Ryder and on unanimous voice vote the motion was carried.

11 FIRE DEPARTMENT PROMOTION AND REQUEST FOR SCHOOL

13 Chief Paul Mullin recommended David Stout be advanced to the rank of fire-
14 fighter effective October 25, 1981 as he will complete his one (1) year
15 probationary period with the Richmond Fire Department.

17 Mr. Webb so moved, seconded by Mr. Ryder and on unanimous voice vote the
18 motion was carried.

20 Chief Mullin requested permission to send Fire Marshal William Smith and Deputy
21 Fire Marshal David White to the Indiana Arson and Crime Association Seminar in
22 Indianapolis on October 23rd, 24th and 25th.

24 Mr. Ryder moved to grant permission to send Fire Marshal William Smith and
25 Deputy Fire Marshal David White to the Indiana Arson and Crime Association
26 Seminar in Indianapolis on October 23rd, 24th and 25th, seconded by Mr. Webb
27 and on unanimous voice vote the motion was carried.

29 REQUEST FOR DRIVEWAY PETITION - Mr. Webb

31 City Engineer George Webb presented a driveway petition from Mr. Richard
32 Elstro, 726 Peacock Road, for a residential driveway cut at the rear of his
33 residence for a garage on South 2nd Street. This request has been reviewed
34 by Traffic, Engineering and Plan Departments and all recommend approval.

36 Mr. Ryder moved to grant the driveway petition, seconded by Mr. Webb and
37 on unanimous voice vote the motion was carried.

39 REQUEST FOR STREET LIGHTS

41 City Engineer George Webb presented a recommendation from RP&L through the
42 Street Light Committee to:

44 Install one (1) 250 watt sodium light at
45 the corner of Garwood and Backmeyer Roads @ $6.69/mo.
46
47 Install one (1) 250 watt mercury light on
48 Garden Avenue, south of "E" @ $6.69/mo.
49
50 This will increase the City billing by $13.38 per month.

52 Traffic Capt. Dan Wogoman stated he talked with Mrs. Shepard and the Browns
53 on Garden and neither requested the light but would like to have it. He
54 stated it would be of no advantage for the police garage as they have three
55 (3) lights on their property and there have been no reports of vandalism in
56 the area. Capt. Wogoman agreed with the light on Backmeyer and Garwood.

58 Mr. Ryder moved to approve the street light at Backmeyer and Garwood and take
59 under advisement the one on Garden Avenue until they find out why it was
60 proposed, seconded by Mr. Webb and on unanimous voice vote the motion was carried.

62 REQUEST FOR WAIVER OF BUILDING PERMIT FEE

64 Mr. Carlton C. Wilson, architect for Wayne County Jail, appearing as a citizen
65 of Richmond and Wayne County, asked if there is a possibility through Board
66 of Works authority to exclude the Wayne County Jail from paying a building
67 permit fee. He feels it is ridiculous that one group of citizens tax another

1 group of citizens and adds to the cost of the building, which could be used for
2 something else. He stated he was surprised to see that the Building Commissioner's
3 rules have been changed to require political subdivisions to pay building per-
4 mits. Mr. Meredith asked City Attorney Ed Anderson if he was familiar with the
5 Ordinance. Mr. Anderson stated he would review it and asked Mr. Wilson if he
6 had an opinion from the County Attorney as to why one political subdivision
7 should be excluded. Mr. Wilson stated he was there only as a citizen and
8 the fee just adds to the cost of the building which the taxpayer would be
9 paying. The amount of the permit would be $3,000 to $4,000.

11 Mr. Anderson will study the request. Mr. Meredith noted that the Board has no
12 authority to violate an Ordinance and this would take Council action. .

14 REQUEST FROM SANITARY DISTRICT FOR LETTER OF AUTHORIZATION TO PIERCE CONSTRUC-
15 TION COMPANY

17 Mr. Meredith noted that at the recent Council meeting there was a line item
18 passed in the Board of Works budget which would cover raising the manholes
19 in the sewer separation construction area. As this is under the Board of
20 Works budget, the Sanitary District is asking for a letter from the Board to
21 Pierce Construction Company requesting they be authorized to proceed with the
22 raising of the manholes. This would be subject to approval of the Ordinance
23 by the State Board of Tax Commissioners. The note from Gordon Moore at the
24 Sanitary District states the amount is not to exceed $90.00 per manhole, which
25 would be for materials to bring them up to grade and paving.

27 Mr. Ryder moved to authorize the President of the Board to write a letter
28 to Pierce Construction authorizing them to proceed with the raising of the
29 manholes as outlined, subject to the State Board of Tax Commissioners approval,
30 seconded by Mr. Webb and on unanimous voice vote the motion was carried.

32 TRICK OR TREAT NIGHT

34 ' The Board of Works established October 31 as Trick or Treat night. As we are
35 approaching that time, Mr. Meredith reminded citizens to keep proper safety in
36 mind and drive with extra care.

38 Major Ron Chesnut stated the Police Department will furnish additional manpower
39 for this night with the Reserve Unit.
