BOARD OF PUBLIC WORKS AND SAFETY OF THE
CITY OF RICHMOND, INDIANA, SEPTEMBER 10, 1981
1 The Board of Public Works and Safety of the City of Richmond, Indiana, met in
2 regular session September 10, 1981 at the hour of 9:00 a.m. in the Municipal
3 Building in said City. Mr. Meredith presided with Mr. Ryder and Mr. Webb _
4 present. The following business was had, to-wit:

6 APPROVAL OF MINUTES OF SEPTEMBER 3, 1981

8 Mr. Webb moved to approve the minutes of the previous meeting as prepared,
9 seconded by Mr. Ryder and on unanimous voice vote the motion was carried.

11 REPORT ON UNSAFE BUILDING LOCATED,AT 214 SOUTH 16th STREET - Charles Roberts •

13 Building Commissioner Charles Roberts reported Mr. Smith is working on his
14 property. He is in the process of painting the house, working on the roof and
15 gutters. Mr. Roberts stated he would like to see work progress more rapidly;
16 however, the permit is good for one (1) year. He will report back to the
17 Board on the progress.

19 NOTIFICATION OF BAGGING OF LIGHTS ON SOUTH "A" STREET - Capt. Dan Wogoman

21 Capt. Wogoman stated the sewer separation project is proceeding slowly on
22 South "A". They are now between 3rd and 4th and•-the foreman advised the Captain
23 it will be another week before they get to 4th Street and at least another week
25 to get to 5th. Capt. Wogoman contacted. Greenfield and they are looking into per-
26 mitting us to bag the traffic lights as they move east along South "A" Street.
27 The lights cannot be put on flash due to synchronization. There will be no
28 eastbound flow of traffic, so this would leave north-south free to move. If the
29 lights are not bagged, an officer will have to be available to control congestion
30 of traffic. He is now in a holding pattern waiting for State approval.

32 SALE OF REAL ESTATE LOCATED AT NORTH 3RD AND "D" ' •

34 This portion of real estate was advertised as a classified ad in the news-
35 paper, which was presented. The City Attorney found the ad in order. Mr. Webb
36 moved the ad be placed on file, seconded by Mr. Ryder and on unanimous voice
37 vote the motion was carried. As the ad states the Board -will receive sealed
38 bids prior to the 10:00 o'clock opening and these bids will be opened and those
39 having submitted bids prior to the sale will have the right to raise their
40 bids if they are present or represented. The Clerk presented the following
41 resolution to the Board:

45 A RESOLUTION APPROVING THE SALE OF CERTAIN UNIMPROVED REAL
46 ESTATE IN THE CITY OF RICHMOND, INDIANA.

48 WHEREAS, the Board' of Parks and Recreation of the City of Richmond,
49 Indiana owns three vacant lots located at the corner of North 3rd
50 and "D" Streets, Richmond, Indiana and more particularly described
51 ' as follows:

53 "1) North part South part 39 feet Northeast 20 feet Lot 51 Solomon
54 Sturgis Addition; 2) North part South part 35 feet except 1/2 vaca-
55 cated alley 39 feet Northeast 20 feet Lot 52 Solomon Sturgis Addi-
56 tion; 3) except 1/2 vacated alley Lot 4 Solomon Sturgis Addition.";and

ill58 WHEREAS, the Board of Parks and Recreation sees no present or foreseeable
59 use of said property for park and recreational purposes and therefore
60 it is in the best interest of the people of the City of Richmond,
61 Indiana to sell said land.

63 NOW THEREFORE, be it resolved by the Board of Parks and Recreation
64 of the City of Richmond, Indiana:

1 1. That it is in the best interest of the people of the
2 City of Richmond, Indiana that the unimproved real
3 property be sold according to terms to be establish-
4 ed by the Board of Public Works and Safety.

6 2. That a copy of this Resolution be presented to the
7 City Clerk for presentation to the Board of Public
8 Works and Safety of the City of Richmond, Indiana.

10 PASSED and ADOPTED by the Board of Parks and Recreation of the City of
11 Richmond, Indiana this 9th day of September, 1981.

26 City Attorney Ed Anderson found the resolution in order.

28 The following bid was received and recorded: Nixon Tool Co. , Inc. $1,050.
29 There were no other bids and no one was present representing Nixon Tool.

31 Mr. Webb moved the bid be taken under advisement. The motion died for lack
32 of a second.

34 Mr. Anderson stated he has the offer to purchase drawn which does require
35 10% of the bid price being deposited.

37 Mr. Ryder moved that we award the bid to Floyd Nixon subject to his signing
38 the offer to purchase which includes the placing of 10% of the purchase
39 price with the Clerk, seconded by Mr. Meredith.

41 Mr. Anderson noted that just because the bid was accepted there ..is no sale
42 until it is executed in writing. On unanimous voice vote the motion was
43 carried.

45 Mr. Meredith requested the City Attorney complete the offer to purchase and
46 fill in the blanks.

48 The Clerk will notify Mr. Nixon to come in today to post the 10% and signthe
49 offer to purchase.
