HomeMy Public PortalAbout09-03-1981 is7 BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, SEPTEMBER 3, 1981 1 City Controller Don Meredith announced that due to a change in Indiana 2 statute it was the opinion of the City Attorney that all Board members 3 must live within the City limits and no one serves on the Board of Works 4 by virtue of their office as they had in the past. This consisted of 5 the City Attorney, the City Engineer and the City Controller. Therefore, 6 there must be a reorganization of the Board. Since the oath taken for their 7 particular office no longer suffices, the new Board will be sworn in. II/ 8 Director of Community Development Tim Ryder has been named to replace City 9 Attorney Ed Anderson on the Board. as Mr. Anderson lives outside the City 10 limits. 11 12 City Clerk Jo Trimble administered the oath of office for Director of 13 Community Development Tim Ryder, City Controller Don Meredith and City 14 Engineer George Webb who are the newly appointed Board of Works and Safety. 15 16 Mayor Clifford Dickman congratulated the new Board and wished them the 17 best of luck. 18 19 The Board of Public Works and Safety of the City of Richmond, Indiana, met 20 in regular session September 3, 1981 at the hour of 9:00 a.m. in the Muni- 21 cipal Building in said City. Former President Don Meredith presided with 22 Mr. Webb andMr. Ryder present. The following business was had, to-wit: 23 24 ELECTION OF OFFICERS 25 26 Mr. Meredith noted the first order of business would be the election of 27 officers for the reorganization of the Board of Works. 28 29 Mr. Webb nominated Don Meredith as president, seconded by Mr. Ryder. Mr. 30 Webb moved the nominations be closed, seconded by Mr. Ryder and on unanimous 31 voice vote the motions were carried. 32 . 33 Mr. Ryder nominated Don Meredith to serve as the Board representative on 34 the Plan Commission, seconded by Mr. Webb. Mr. Webb moved the nominations 35 be closed, seconded by Mr. Ryder and on unanimous voice,vote the motions 36 were carried. 37 38 Ms. Trimbleā€¢.presented a gift to retiring Board member Ed Anderson and he 39 stated he had enjoyed being on the Board. 40 41 APPROVAL OF MINUTES OF AUGUST 27, 1981 42 43 Mr. Webb moved the minutes of the previous meeting be approved and placed 44 on file as prepared, seconded by Mr. Ryder and on unanimous voice vote the 45 motion was carried. 46 47 POLICE DEPARTMENT - Chief Charles Chris. 48 Retirement of Terrell L. LaFuze 49 50 Chief Chris recommended acceptance of Capt. LaFuze's resignation effective 51 September 18, 1981 as he has exceeded the minimum 20 years service by 52 serving 20 years, 7 months and 3 days. He further recommended he be placed 53 on the retired roll. 54 56 Mr. Webb moved the subject request be approved, seconded by Mr. Ryder and 57 on unanimous voice vote the motion was carried. 58 59 Request for Appointment of Special Officer for Earlham College 60 61 Chief Chris recommended the approval of the request of the Chief of Earlham 62 College Security Kenneth Christmon: to appoint Terrell EaFuze as a Special 63 Officer to serve with Earlham College Security effective September 19, 1981. 64 The officer will have police powers limited to the hours of assignment as. September 3, 1981 Page 2 1 approved by Earlham Security and limited to those properties owned and/or 2 controlled by Earlham. 3 4 Mr. Webb moved that the subject appointment be approved, seconded by Mr. 5 Ryder and on unanimous voice vote the motion was carried. 6 7 REQUEST TO SET "TRICK OR TREAT" NIGHT 8 . 9 Chief Chris stated the Police Department recommends "Trick or Treat" be 10 celebrated on Halloween Day which is Saturday, October 31. He further re- 11 commended the hours of 6:00 to 9:00 p.m. 12 13 Mr. Ryder moved to set October 31 as "Trick or Treat" night with the hours 14 of 6:00 to 9:00 p.m. being designated hours for that activity, seconded by 15 Mr. Webb and on unanimous voice vote the motion was carried. Chief Chris 16 noted the use of a porch light has been the symbol that children are wel- 17 come. He recommended children travel with an adult or older companion and 18 hopes the news media will release safety precautions prior to that time. 19 20 REQUEST FOR CHANGE OF PARADE ROUTE FOR RHS HOMECOMING PARADE - Phil Dickman 21 22 Mr. Dickman stated he reported to the Hi-Y cabinet and they did not want to 23 leave the parade route contingent on progress of the sewer construction. 24 They are requesting staging the parade in the City Building parking lot, 25 going south on 4th to Main, west on Main to S. W. 1st and south to the High 26 School to the student parking lot for their bonfire. They have the per- 27 mission of school officials for this function. Capt. Wogoman has no prob- 28 lem with this route. This will be the Richmond High School Homecoming 29 Parade sponsored by the Hi-Y on October 1 at 6:00 p.m. Ms. Hillman is 30 checking the insurance and should be furnishing this for the City. 31 32 Mr. Ryder moved to accept the parade route starting on South 4th and using 33 our parking lot as a staging area, down Main Street to the High School with 34 proper insurance, seconded by Mr. Webb and on unanimous voice vote the 35 motion was carried. 36 37 SURETY ACCEPTANCE FOR DILLON DRIVE - George Webb 38 39 Mr. Webb read a letter from Messrs. Frank Otto and Alvin Dillon requesting 40 acceptance of Dillon Drive into the city street system. Enclosed was a 41 letter of surety from the Second National Bank. Mr. Webb stated the City 42 Attorney has checked the letter of surety and finds it in order. 43 44 Mr. Webb moved that the surety be accepted and that Dillon Drive be taken 45 into the City street system, seconded by Mr. Ryder and on unanimous voice 46 vote the motion was carried. 47 48 MONTHLY REPORT OF BUREAU OF BUILDINGS 49 50 The Board received the report from the Bureau., of Buildings for August, 1981. 51 52 Mr. Webb moved the report of the Bureau of Buildings be accepted and placed 53 on file, seconded by Mr. Ryder and on unanimous voice vote the motion was 54 carried. 55 56 MONTHLY REPORT OF WEIGHTS & MEASURES 57 58 The Board received the report from the Department of Weights and Measures 59 for the month of July 1981. 60 61 Mr. Webb moved the report of the Department of Weights & Measures be ac- 62 cepted and placed on file, seconded by Mr. Ryder and on unanimous voice 63 vote the motion was carried.
