HomeMy Public PortalAbout07-30-1981 /3 BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, JULY 30, 1981 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met 2 in regular session July 30, 1981 at the hour of 9 :00 a.m. in the Municipal 3 Building of said City. Mr. Meredith presided with Mr. Anderson and Mr. 4 Webb present. The following business was had, to-wit: 5 6 APPROVAL OF MINUTES OF JULY 23, 1981 7 8 Mr. Anderson moved to approve the minutes of the previous meeting as received, 9 seconded by Mr. Meredith and on unanimous voice vote the motion was carried. 10 11 ALLEY VACATION - BETWEEN SOUTH 3rd AND 4th AND "C" and "D" 12 13 City Plan Director Bob Goodwin stated a meeting was held by the Plan Com- 14 mission last Tuesday at which time they conducted a public hearing for the 15 above vacation. No one spoke in opposition; however, a letter was received 16 from Mr. Joseph Hale, but his objections do not speak to the issues enumerated 17 in Burns 18.5-10-45 as legal grounds for objection. Mr. Goodwin recommended 18 easements be retained for present and future utilities. 19 20 Mr. Anderson moved to adopt a confirmatory resolution to confirm the vacation 21 of this east-west alley between South 3rd & 4th Sts and "C" & "D" Sts. , said 22 petitioners Harold Stoops, Vera Stoops, Joseph Longstreth and Garnet Bussen 23 having petitioned the Board of Works and Safety for the vacation of this 24 alley apparently located between lots 70 and 77 in the John Smith's Addition 25 to the City of Richmond and, whereas, we have sent this petition to the Rich- 26 mond Plan Commission for their recommendation and, whereas, the Richmond Plan 27 Commission apparently has conducted a public hearing on this matter of the 28 alley as described and recited and after holding such a public hearing on 29 the 28th day of July, 1981, and I assume notice of which meeting of such meeting 30 was duly advertised. Now, therefore, I move that it be resolved that the 31 Board of Public Works and Safety ratify and confirm the vacation of the alley 32 as described and that it does now vacate said alley but that it reserve unto 33 the City of Richmond all present and future utility easements of said area 34 being vacated, seconded by Mr. Webb. 35 36 Mr. Anderson moved to amend his motion that the exact legal description in 37 said resolution read: That portion of a certain ten (10) foot alley which 38 runs east and west between Lots 70 and 77 in the John Smith's Addition to 39 the City of Richmond, and that portion of a certain ten (10) foot alley 40 which runs east and west between Lots 171 and 172 in the John Smith's Ad- 41 dition to the City of Richmond, seconded by Mr. Webb. Mr. Anderson question- 42 ed if the cited Burns did in any way affect the legality of this vacation. 43 Mr. Goodwin recited the law noting there are three (3) ways a person can ob- 44 ject to a petition. On unanimous voice vote the motion was carried. 45 46 NATIONAL ROAD RUN - Al Cook 47 c 48 Mr. Cook requested use of City streets and traffic control for a road run on 49 Saturday, September 19 at 9:00 a.m. He expects 150 to 200 runners. The race 50 will start on South 10th south of the Promenade, north to No. "E" then to the 51 park, through the park to Glen Hills, back to the park to the sidewalk on U.S. 52 40 and back into the park. This is sponsored by the Wayne County Health Fair. 53 Mr. Anderson requested a copy of liability insurance. 54 55 Mr. Anderson moved to authorize the use of the streets as outlined on the map 56 for the Wayne County Health Fair National Road Run on Saturday, September 19 111 57 commencing at 9:00 a.m. and that said group provide the City with a memoranda 58 or copy of the certificate of liability insurance for said run, seconded by 59 Mr. Meredith and on unanimous voice vote the motion was carried. 60 61 REQUEST FOR SANITARY SEWER - PORTERFIELD ADDITION - Charles Conkle 62 63 Mr. Charles Conkle, 513 Hillcrest Avenue, and Mr. Johnnie See,. 507 Hillcrest 64 Avenue, requested estimated costs of a sanitary sewer to serve four (4) families. Board of Public Works Mintues Cont'd. July 30, 1981 Page 2 1 in the Porterfield Addition. Mr. Webb estimated the cost to be $10,000. Dis- 2 cussion was held as to a private sewer and Barrett Law usage. 3 4 Mr. Meredith requested they meet with Mr. Webb after he gets his research com- 5 pleted and, if it is necessary at that time for Board action, it will come back 6 on the agenda. 7 8 AWARD BIDS FOR FUEL AND MATERIALS - Jerry Haynes 9 EMULSION AND HOT ASPHALT 10 11 Mr. Haynes recommended under Emulsion and Hot Asphalt that Magaw Construction 12 be the primary supplier and Stone Valley Paving Corp. be the secondary supplier 13 for the two (2) items they bid. It was noted Stone Valley had the lowest price 14 on hot asphaltic concrete fob plant; however, Stone Valley is approximately two 15 (2) miles further than Magaw. 16 17 Mr. Anderson moved that the bid be awarded to Magaw Construction as primary on 18 hot concrete laid fob plant and other materials as bid on and that Stone Valley 19 be secondary on the two (2) items they bid on, seconded by Mr. Webb and on unani- 20 mous voice vote the motion was carried. 21 22 SECTION #3 STONE AND GRAVEL 23 24 Mr. Haynes recommended the following : American Aggregates be awarded #12; 25 Middleboro Stone #1, #7, #9C, #11C, #2SCR, Flat Stone and Rip Rap; Cain's Lake 26 #2, #4, #5C, #8, #12Rd,#73 and #53. 27 28 Mr. Webb moved the recommendation for award on Section #3 be approved, seconded 29 by Mr. Anderson and on unanimous voice vote the motion was carried. 30 31 SECTION #4 WASHED GRAVEL 32 33 Mr. Haynes recommended the following: American Aggregate be awarded Fill Sand 34 and Pea Gravel; Cain's Lakes #9, #11 and #7C. 35 36 Mr. Webb moved the recommendation on Section #4 Washed Gravel be approved, 37 seconded by Mr. Anderson and on unanimous voice vote the motion was carried. 38 39 SECTION #5 SAND 40 41 Mr. Haynes recommended the following: American Aggregates be awarded Fill Sand 42 and a secondary award on Shot Sand and Concrete Sand; Cain's Lake Shot Sand and 43 Concrete Sand as primary. American Aggregates primary on Mason Sand. 44 45 Mr. Webb moved that the recommendation be approved on Section #5 Sand, seconded 46 by Mr. Anderson and on unanimous voice vote the motion was carried. 47 48 Mr. Anderson left the meeting for a court appearance. 49 50 READY-MIX CONCRETE 51 52 Mr. Haynes recommended the following: Class "A" and "B" FOB Plant be awarded to 53 Richmond Concrete as the only bidder. Class "A" and "B" delivered to Richmond 54 Concrete as primary and Cain's Lake as secondary due to minimum requirements 55 of Cain's Lake. 56 57 Mr. Webb so moved, seconded by Mr. Meredith and on unanimous voice vote the 58 motion was carried. 59 60 GASOLINE, DIESEL FUEL & FUEL OIL 61 62 Mr. Haynes recommended the following: Marshall-Herdrich Oil Prem. Grade 63 Diesel #1, Prem. Grade Diesel #2, Regular Grade Diesel #1 and Regular Grade 64 Diesel #2; Warfield Oil All Regular Gasoline and All No Lead Gasoline; y/ Board of Works Minutes Cont'd. July 30, 1981 Page 3 1 Marshall-Herdrich Oil #2 Heating Oil; Warfield Oil #1 Heating Oil. 2 3 All the bids had escalation clauses and all met specifications. 4 5 Mr. Meredith moved to accept the recommendation, seconded by Mr. Webb and 6 on unanimous voice vote the motion was carried. 7 8 DRIVEWAY PETITION FOR 2700 NATIONAL ROAD WEST 111 9 10 Mr. Webb stated he received word from Mr. Franklin that he would like to with- 11 draw his petition for a driveway. 12 13 Mr. Webb moved the driveway petition be stricken, seconded by Mr. Meredith 14 and on unanimous voice vote the motion was carried. 15 16 CITY-STATE AGREEMENT ON INDUSTRIES ROAD 17 18 Mr. Webb read the following letter: 19 20 Honorable Clifford J. Dickman July 16, 1981 21 Mayor, City of Richmond 22 City Hall 23 50 North 5th Street 24 Richmond, Indiana 47374 25 26 Subject: City-State Agreement 27 Industries Road Improvement 28 Project: M-R165(1) 29 30 Dear Mayor Dickman: 31 , 32 Attached are three (3) copies of a proposed agreement between the Indiana 33 Department of Highways and the City providing for cooperation in the pre- "' 34 liminary engineering on the subject project. 35 36 Please have the proper signatures affixed on pages 5 and 6. Two (2) 37 original signed documents should be returned to this office for further 38 development. 39 40 We will provide you with a fully executed agreement after the returned 41 agreements have been signed by our Director of Highways, and approved as 42 to legality and form by the Attorney General. At that time, we will also 43 authorize you to notify your consultant to proceed with the preliminary 44 engineering. 45 46 Very truly yours, 47 48 Donald 0. Hallock 52 Director of Highways 53 54 This is a routine agreement between the City and State wherein the State 55 administers the project as it is 75% reimbursible by the Federal Highway 56 Administration. The City's share of the preliminary engineering would be 57 $27,300 to design Industries Road from Union Pike to U.S. 27. 58 59 Mr. Webb moved for approval of the subject contract, seconded by Mr. Meredith 60 and on unanimous voice vote the motion was carried. 61 62 It was noted Mr. Anderson reviewed the agreement and found it to be in order. 63 64 ADJOURNMENT Board of Works Minutes Cont'd.
