BOARD OF PUBLIC WORKS AND SAFETY OF THE
CITY OF RICHMOND, INDIANA, JUNE 25, 1981
1 The Board of Public Works and Safety of the City of Richmond, Indiana, met
2 in regular session June 25, 1981 at the hour of 9:00 a.m. in the Municipal
3 Building in said City. Mr. Meredith presided with Mr. Anderson and Mr.
4 Webb present. The following business was had, to-wit:

6 APPROVAL OF MINUTES OF JUNE 18, 1981

11/ 8 Mr. Webb moved to approve the minutes of the previous meeting as prepared,
9 seconded by Mr. Anderson and on unanimous voice vote the motion was carried.

11 ENERGY CONSERVATION PROGRAM - Joseph Frank
12
13 Mr. Joseph Frank, 1306 South 8th, stated he can convert cardboard, paper,
14 grass and leaves into an organic material. There are no chemicals added
15 and the material is non burning. There is no charge to the City. He re-
16 quested a spot on City property to convert this. He suggested this could
17 revert to the City after a five (5) year period when it is established. He
18 requested the City work with him in informing the citizens of the program
19 which he feels would save landfill life, save tax dollars and put a material
20 going into a waste site to good use. There would be a service card for pick-
21 ing up the raw materials @ $2.00 per year or $10.00 for the five years
22 charged the customer. At the conversion site there is a charge of 3Q a
23 pound or $3.00 a hundred for the organic material. Anyone with a 30x30
24 garden should use 200 pounds. Mr. Anderson suggested a meeting between Mr.
25 Frank, the Mayor, Street Department, Energy Department and Park Department.
26 Mr. Meredith encouraged Mr. Frank to continue to work with the City and
27 stated the Board will cooperate.

29 REQUEST FOR REMOVAL OF SPEED BUMP IN ALLEY - Paul Valiquette

31 Mr. Paul Valiquette, 527 South 8th, area representative for Domino's
32 Pizza, requested removal or reduction of a speed bump located in the
II 33 alley behind Dominos at 5th and National Road West. Mr. Valiquette stated
34 the bump is too high for most cars to clear without dragging the bottom of
35 the car. Mr. Meredith stated he has checked with other members of the Board,
36 the Street Department and the Traffic Captain and no one is aware of how the
37 speed bump got there. The City does not put in speed bumps. This is a dedi-
38 cated alley and does belong to the City of Richmond. Mr. Meredith stated
39 for the City to remove the bump, the procedure would be to find out who put
40 the bump there and request them to remove it. Dominos stated they would
41 remove the bump. If Dominos wants to go ahead and remove it, the City has
42 no objection to this. He pointed out the alley should not be damaged in
43 the process. He requested if Dominos removes it, they notify the Board so
44 they do not start their investigation. Mr. Meredith requested Dominos work
45 with Capt. Wogoman in the Police Traffic Division.

47 REQUEST TO CLOSE CURB CUT ON NORTH 8TH STREET - Bob Goodwin

49 Mr. Goodwin stated this request is relative to former Teeple Truck Co. property •
50 on North 8th Street currently owned by Glazer being lots #50 and #51 of the
51 Sarah Sanders Addition in the City of Richmond. The property is zoned R-3
52 one-to-eight family residential. He requested the existing curb cuts be
53 closed by the installation of new curbs and gutters with the.understanding
54 that access to these lots would be permitted for a use consistent with the
55 zoning classification of these building lots if the need arises in the
56 future and conditions of such future use permit. Some of these lots are
57 being utilized in a manner inconsistent with the zoning. The closing of
58 these curb cuts would preclude truck traffic from adjacent industrial uses
59 exiting on to the new residential streets under construction by the City.

61 Attorney Andrew Cecere, 101 South 10th Street, representing Glazer's, stated
62 he had been in contact with Tim Ryder on this matter. He stated by closing
63 this curb cut, the use of the property would be blocked. He stated the lots
64 are being used to park trucks. Discussion was held as to whether the land

1 is being used as a nonconforming use. Mr. Goodwin noted the previous use was
2 a trucking terminal, with the secondary use being the parking of vehicles.
3 The current use is a primary use of a parking lot. Discussion was held as
4 to the legality of the existing cut. Mr. Meredith noted there is a connection
5 between this issue and the next one on the agenda and requested Mr. Ryder
6 present the next issue.

8 CHANGE IN CONSTRUCTION FOR NORTH RICHMOND PROJECT - Tim Ryder

10 Mr. Ryder stated this proposed change includes the extension of. a curb and
11 sidewalk from the original construction point at lot 51 down to the end of
12 lot 50 which is almost to the south line of the alley between North "H" and
13 North "G" on 8th; also, the construction of a curve from the south line of
14 the alley on North "H" to match the newly constructed curb on the west side
15 of North 8th. This blocks off through traffic on North 8th at the alley.
16 - The purpose of the street program is to separate activities of the scrap
17 operation from the activities of the neighborhood residential area. This
18 will keep trucks off "H" and "I". Mr. Ryder noted considerations had been
19 given to various points for blocking of 8th Street and he recommends blocking
20 at the alley. He noted the City owns the majority of property between 8th
21 and 9th on North "G" and can control what goes into these vacant properties.

23 Mr. Cecere pointed out there are industries other than Glazers who use these
24 streets and he feels they are not aware this blockage is being considered.
25 Messrs. Bert & Price Glazer were also present.

27 Mr. Meredith requested, before the Board take action, that (1) the owners of
28 businesses that may be using these streets be contacted (2) Mr. Goodwin and
29 the City Attorney investigate if there is an illegal use (3) give Mr. Cecere
30 time for research.

32 Mr. Anderson moved that items 5 and 6 be continued under advisement, seconded
33 by Mr. Webb and on unanimous voice vote the motion was carried.

35 DRIVEWAY PETITIONS - George Webb

37 Mr. Webb presented a driveway petition from Carl & Rebekah Rogers for a
38 residential cut at 22 North 36th Street. Engineering, Planning and Traffic
39 all recommend approval. Mr. Webb moved that the subject driveway be approved,
40 seconded by Mr. Anderson and on unanimous voice vote the motion was carried.

42 Mr. Webb presented a driveway petition from Mr. Dan Stamper for a warehouse
43 in the 600 block of Indiana Avenue. Engineering, Planning and Traffic all
44 recommend approval. Mr. Webb moved that the driveway be approved, seconded
45 by Mr. Anderson and on unanimous voice vote the motion was carried.

47 REPORT ON ROSE CITY GRAND PRIX - Dan Wogoman

49 Capt. Wogoman complimented the Jaycees and Ohio Valley Carting Association
50 ' for their performance in hosting and clean-up of the Rose City Grand Prix.
51 He noted three of four of the City's major streets were blocked for fifteen
52 (15) hours and he has had no complaints. They had all the hay bales and
53 debris cleaned by Monday morning. No one was injured which is a compliment
54 to the drivers and public. Mr. Merdith requested the Clerk write a letter
55 of appreciation to the Jaycees relaying the City's gratitude.

15 REQUEST FOR STREET SIGN AT BETHEL AME CHURCH

17 Mr. Merdith noted this is a request from Bethel AME Church to put a
18 reserved sign for their pastor in front of the Church.

20 Capt. Wogoman stated he has talked with people in reference to this and
21 those individuals are not in favor of it. He has not been contacted by
22 anyone who is in favor of this. He feels this should be handled through
23 the congregation instead of the City by their voluntarily not parking in
24 the space in question.

26 Mr. Anderson moved the request be denied, seconded by Mr. Webb and on
27 unanimous voice vote the motion was carried.
