BOARD OF PUBLIC WORKS AND SAFETY OF THE
CITY OF RICHMOND, INDIANA, MAY 14, 1981
1 The Board of Public Works and Safety of the City of Richmond, Indiana, met
2 in regular session May14, 1981 at the hour of 9:00 a.m. in the Municipal
3 Building in said City. Mr. Anderson presided with Mr. Webb present. Mr.
4 Meredith was out of town. The following business was had, to-wit:

6 APPROVAL OF MINUTES OF MAY 7 , 1981

8 Mr. Webb moved the minutes of May 7th be approved, seconded by Mr. Anderson
9 and on unanimous voice vote the motion was carried. Mr. Anderson noted the
III 10 fiscal plan is still under advisement for the Henley Hills annexation. Mr.
11 Anderson further moved the Radio Maintenance Report, which had been under
12 advisement, be received, seconded by Mr. Webb and on unanimous voice vote
13 the motion was carried.

15 TRAFFIC DEPARTMENT
16 Request to use both sides of College Avenue for parking for May Day
17 Celebration at Earlham from "D" Street south - Ken Christmon
18
19 Mr. Christmon requested that parking for May Day at Earlham College be
20 allowed on both sides of "D" Street south. They would request the per-
21 mission to park on both sides of College Avenue from "D" Street south
22 from 12:00 p.m. to possibly 5:00 p.m. this coming Saturday.

24 Capt. Wogoman stated that parking is now allowed on the east side of College
25 Avenue, but he sees no problem with the request.

27 Mr. Anderson moved to approve parking on the west side of College Avenue
28 for the May Day Celebration being Saturday, May 16th,between the hours of
29 12:00 and 5:00 from "D" Street south on said College Avenue, seconded by
30 Mr. Webb and on unanimous voice vote the motion was carried.

32 Request for "loading zone" yellow curb at 1014 No. "D" Street
III33 _ Economy Plumbing -„Bill Petitt

35 Mr. Bill Petitt, Economy Plumbing, requested sixty feet (60') of yellow
36 curb be installed and a loading sign in front of his business at 1014
37 North "D" Street. He stated he has difficulty loading and receiving
38 merchandise and would like to have the area checked. ,

40 Mr. Anderson moved the request be taken under advisement and instructed
41 Capt. Wogoman to check the area, seconded by Mr. Webb and on unanimous
42 voice vote the motion was carried.

44 CONTRACT FOR SOUTH "L" STREET RAILROAD CROSSING - George Webb

46 George Webb, City Engineer, stated that he recently received word that the
47 Railroad has signed a contract with the State to improve the crossing and
48 signals on South "L" and read the following letter from Virgil Bell:

60 Transmitted herewith are three (3) copies of an agreement for the above
61 referenced project. Please have the Board of Public Works sign, attest,
62 and Chief Counsel, approve the agreement on page 7 of 7. A Notary must
63 prepare and apply a seal to the blank acknowledgment sheet.

1 The above must be completed on all copies and returned to this office for
2 further processing. One fully executed agreement will be returned to the
3 City at a later date.

10 Mr. Webb reported that the project has been in the mill for five years and
11 due to limited Federal Aid funds available, he feels the City is fortunate
12 to receive this improvement at this time. It constitutes $163,000. which
13 should improve the area between 5th and 7th on South "L".

15 Mr. Webb moved to approve the agreement, seconded by Mr. Anderson- and on
16 unanimous voice vote the motion was carried.

18 REQUEST TO PUT SIGNS ON LIGHT POLES FOR ROSE FESTIVAL - Dana Weigle
19
20 Mr. Dana Weigle stated that on behalf of McDonalds, they wish to furnish the
21 signs for the Rose Festival on an annual basis. There are approximately
22 seventy (70) of the signs. They have permission of RP&L to put them on
23 their poles, primarily on the parade route area from 22nd to 10th Street on
24 North "A" and at 16th, and on Main Street to 22nd Street and plan to install
25 three (3) of the signs at the intersections of '9th and Main and at 8th and
26 Main. The poles are set back about a foot and a half, and the signs are re-
27 quired to be fourteen feet (14') off the pavement. They want to put them up
28 June 1st to remain until after the Rose Festival. Also on the light poles
29 will be an American flag atoa ninety degree (90°) angle and a Rose Festival
30 flag at a ninety degree (90 ) angle the other direction. He displayed a
31 sample of the sign to the Board.

33 Mr. Anderson moved that we exercise our discretion as authorized by the
34 Ordinance and allow signs showing Welcome Area Rose Festival be placed on
35 certain light poles as stipulated for the purpose of the Rose Festival from
36 the period of June 1, 1981 to June 29, 1981, seconded by Mr. Webb and. on
37 unanimous voice vote the motion was carried.

39 TRAFFIC DEPARTMENT
40 Request to have Automobile Dealers' Salathon - Bill Quigg

42 Mr. Quigg appeared on behalf of the New Car Dealers Association who are
43 requesting to have a repeat of a sale they had last year on the old Wayne
44 Dairy lot, which was a tent sale lasting about a week. The dates this
45 year will be June 10th through the 13th. The request is to have the street
46 closed between 5th and 6th between that lot and the 2nd National Bank Branch
47 lot and from June 9th through the 13th at 6:00 p.m. The other parking they
48 would request would be from the Branch Bank to the corner south to :South "A"
49 on 6th ,on the west side. He said they have Redevelopment Commission approval,
50 and will put barriers between the sidewalk and the lot on 6th to prevent
51 parking on the sidewalk.

53 Mr. Anderson moved to approve the temporary closing of the service drive
54 between 5th and 6th and approve the use of the land, subject to the approval
55 of the Redevelopment Commission on the dates of June 10th through June 13th
56 for a New Car Dealers Salathon and permission that parking be allowed on
57 South 6th between the service drive and South "A" on the west side. Also
58 the request of the City that they furnish the City a save harmless clause,
59 seconded by Mr. Webb and on unanimous voice vote the motion was carried.

61 REQUEST TO SET BID DATE FOR CONSTRUCTION - Community Development

63 Mr. Webb noted that work on the specifications for Project 6-81-1-1 had
64 been completed for construction in the area of North 9th, 8th, North "G",

1 "H" and "I" Streets. Mr. Webb moved to approve the plans and specifications
2 for the project, seconded by Mr. Anderson.

4 Barbara Barnhizer, representing the Community Development Commission, recom-
5 mended a bid date of May 28, 1981 be set for reconstruction and renovation
6 of these deterioted areas in the north end of Richmond.

8 There being no further discussion, on unanimous voice vote the motion was
9 carried. Mr. Anderson set the bid date for May 28, 1981.

11 RETRACT VACATION PERMIT FOR COMMONS - Goodwin

13 Bob Goodwin, Planning Director, stated that on April 28th they received a
14 request from Russ Commons of Commons Lumber Co. to vacate portions of North
15 30th Street. The Board of Works passed a Declaratory Resolution forwarding
16 that to his office and the Plan Commission. Mr. Goodwin read the following
17 letter:

30 After re-evaluating all of the options available to us, we find
31 that there is a better way to solve our problem and we wish to
32 withdraw our request for vacating the two segments of North 30th
33 Street adjacent to lot one of Parkwood Estates, as per our letter
III 34 dated April 27, 1981.

42 Mr. Goodwin recommends that the Board rescind the Resolution.

44 Mr. Anderson moved that the Board rescind the Declaratory Resolution as of
45 April 30, 1981 regarding vacation of the north end of North 30th Street
46 right-of-way, seconded by Mr. Webb and on unanimous voice vote the motion
47 was carried.
