HomeMy Public PortalAbout04-30-1981 BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, APRIL 30, 1981 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met 2 in regular session April 30, 1981 at the hour of 9:00 a.m. in the Municipal 3 Building in said City, Mr. Meredith presided with Mr. Anderson and Mr. 4 Webb present. The following business was had, to-wit: 5 6 APPROVAL OF MINUTES OF APRIL 23, 1980 7 8 Mr. Webb moved to approve the minutes of the previous meeting as prepared, 9 seconded by Mr. Anderson and on unanimous voice vote the motion was carried. 10 11 STREET DEDICATION - Southeast Corner of North 5th and "D" 12 13 Mr. Webb presented a street dedication for a small southeast corner of North 14 5th and "D" consisting of .006 acres to enable the City to make a larger turn 15 radius to correspond to the southwest corner. The property was appraised and 16 the owner signed the release and street dedication. The owners, Lawrence and 17 Sarah Cox, donated the property to the City. 18 19 Mr. Webb moved that this dedication of right-of-way be accepted, seconded by 20 Mr. Anderson and on unanimous voice vote the motion was carried. 21 22 STREET VACATION - North End of North 30th Street Right-of-Way 23 24 Mr. Webb noted the north end of 30th Street has never been improved and the 25 only property it serves is the park. In order to develop the land to the east 26 the owner has requested the vacation of sixty feet (60') on the east and one 27 hundred feet (100') on the west, which would revert to Glen Miller Park, to 28 enable the development of one (1) lot. At the end of the improved street the 29 grade drops off twenty (20) or thirty (30) feet and at this time no development 30 of this street can be foreseen. Mr. Russell Commons has petitioned to have the 31 area vacated. Mr. Webb presented a legal description and plat along with a 32 Declaratory Resolution prepared by City Attorney Ed Anderson. 33 34 Mr. Anderson moved to adopt the Declaratory Resolution, seconded by Mr. Webb 35 and on unanimous voice vote the motion was carried. 36 37 DRIVEWAY PETITION REQUEST - North 9th Street - First Federal Savings & Loan 38 39 Mr. Webb presented a driveway request from First Federal Savings & Loan off of 40 9th Street to serve a drive-up window. The petition has been reviewed by En- 41 gineering, Planning and Traffic Departments and all recommend approval. 42 43 Mr. Webb moved for approval of the subject driveway petition, seconded by Mr. 44 Anderson and on unanimous voice vote the motion was carried. 45 46 POLICE DEPARTMENT - Hiring of two (2) Probationary Officers 47 48 Police Chief Charles Chris recommended hiring Janice Passmore and Ronnie Crane 49 for the positions of Probationary Police Officers effective May 4, 1981. These 50 applicants have been approved by the Police Merit Commission. 51 52 Mr. Anderson moved to accept the recommendation of the Chief, seconded by Mr. 53 Webb and on unanimous voice vote the motion was carried. 54 55 POLICE DEPARTMENT - Promotion to Position of Investigator 111 56 57 Chief Chris stated in the 1981 budget there were a number of investigator 58 positions created, one of them being dedicated to the traffic division as an 59 investigator of homicide vehicular death. Officer Michael Chambers, by the ' 60 Merit Commission ranking, has now completed the required training for this 61 position. The Chief recommended the promotion of Officer Chambers to the 62 position of Investigator for a probationary period of 90 days effective May 63 4, 1981.
