HomeMy Public PortalAbout04-23-1981 97 BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND , INDIANA, APRIL 23 , 1981 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met 2 in regular session April 23, 1981 at the hour of 9:00 a.m. in the Municipal 3 Building in said City. Mr. Meredith presided with Mr. Anderson and Mr. Webb 4 present. The following business was had, to-wit: 5 6 APPROVAL OF MINUTES OF APRIL 16, 1981 7 8 Mr. Webb moved to approve the minutes of the previous meeting as prepared, 9 seconded by Mr. Anderson and on unanimous voice vote the motion was carried. 10 11 REQUEST TO HOLD MARCH FOR CHILDREN OF ATLANTA - Vicki Perkins 12 13 The Clerk read a letter from the Committee of the Atlanta Vigil requesting a 14 march and program from Freedom Fountain at the City Building to Roosevelt Hill 15 in Glen Miller Park on Saturday, May 16, 1981 at 6:00 p.m. They requested 16 use of the south side of the street, from the middle of the street to the 17 sidewalk with a police escort and the Fire Department on hand. They further 18 requested permission to set up donation booths downtown the day of the march. 19 They will have a service at the park including lighting of candles. Ms. 20 Perkins was told she would need Park Board approval for the use of the Park 21 and placing collection booths on the Promenade. 22 23 Traffic Capt. Dan Wogoman suggested a route be used through the Promenade 24 from 5th to 10th to eliminate any traffic problems on South "A" Street and, 25 once through the Promenade, they use the south side of Main Street with one 26 lane east bound being left open to maintain traffic. He further requested 27 the traffic on 8th and 9th at the Promenade not be interrupted for any length 28 of time. The Traffic Department will block the traffic at Main and 22nd for 29 the march to cross the street. 30 31 Ms. Perkins stated the donations will be sent to help the families and what 32 needs they have as far as investigation. 33 34 Mr. Anderson moved to authorize the Committee of the Atlanta Vigil to hold a 35 march on May 16, 1981 at 6:00 p.m. from the Freedom Fountain at the City 36 Building on the route through the Promenade as approved by the Park Board, 37 up Main Street on the south side, restricting themselves if possible to the 38 sidewalks of said street and to adjourn at the Roosevelt Hill in Glen Miller 39 Park for the purpose of an Atlanta Prayer Vigil, seconded by Mr. Webb. Mr. 40 Anderson amended his motion restricting themselves to the sidewalks of said 41 south side of Main Street but if such event is impossible to use only the 42 south lane of said east-bound lane, seconded by Mr. Webb and on unanimous 43 voice vote the motion was carried. 44 45 Mr. Anderson moved to encourage and urge and request the Richmond Fire 46 Department have the necessary staff and forces available to assist in said 47 Atlanta Prayer Vigil at Roosevelt Hill on May 16, 1981, seconded by Mr. Webb 48 and on unanimous voice vote the motion was carried. 49 50 REQUEST TO SET BID DATE TO SELL COMMUNITY DEVELOPMENT REAL ESTATE - Tim Ryder 51 (Lots 41 & 42 Jesse Iden Addition - North 5th and "D") 52 53 Mr. Ryder stated about four (4) years ago the City authorized the Community 54 Development Department to purchase the old Homestead Tavern for the recon- 55 struction of the intersection. The ground was cleared and the intersection 56 has been improved. They now wish to sell the remaining ground which is 57 approximately 6,000 square feet zoned M-1 light industrial. A 45x50' build- 58 ing could be constructed on this land without having any variance. There 59 will be no curb cuts permitted off of 5th Street with the entrance being 60 off of "D". It was noted restrictions can be placed on the deed. 61 62 Mr. Anderson moved to authorize the sale of property owned by the City of 63 Richmond Community Development Department being lots 41 and 42 in Jesse Iden 64 Addition of the City of Richmond commonly known and located at 419 North "D" Board of Works Minutes Cont'd. April 23, 1981 Page 2 1 seconded by Mr. Webb and on unanimous voice vote the motion was carried. 2 3 Mr. Meredith set Thursday, May 28 at 10:00 a.m. to receive bids. 4 5 REPORT ON DILLEY-STIKELEATHER NUISANCE AT 1109 PARRY STREET 6 7 Mr. Meredith stated he has checked with the Complaintant and received a 8 picture in which the nuisance has been cleaned up. A nuisance no longer 9 exists so the City will not cause it to be removed. 10 11 CITY-WIDE CLEAN UP WEEK 12 . .___ .. . . 13 Mayor Clifford J. Dickman appealed to the citizens to make April 22 to May 2 14 special clean up week in the City. The land fill will be open from 8:00 a.m. 15 - :t6 '4 GO 'p.m. It is hoped the citizens will properly bundle their trash to 16 expedite pick-up. There will be three (3) crews of City Building Administra- 17 tive employees helping in the pick-up. 18 19 NOTICE OF STATE HIGHWAY STARTING CONSTRUCTION ON BRIDGE ON NATIONAL ROAD WEST 20 AT CLEAR CREEK - George Webb 21 22 City Engineer George Webb reported to the Board that he has received word from 23 the State Highway Department they will start construction of a new bridge 24 across Clear Creek on National Road West. The contractor has received notice 25 to proceed effective May 1 and the work is to be completed by November 1. 26 During construction two lanes of traffic will be maintained; however, S. W. 27 13th and the entrance to the park may be closed at times. 28 29 REPORT FROM THE MAYOR ON THE STATE LEGISLATURE 30 31 Mayor Dickman reported he just heard that the gasoline tax bill in the 32 legislature is moving along and they are also meeting on the option tax. 33 Mr. Meredith stated that since we are an adopting county, the Senate version 34 of the bill will not help Richmond; however, the House version will. 35 36 ADJOURNMENT 37 38 There being no further business the meeting was adjourned. 39 40.
