CITY OF RICHMOND, INDIANA, APRIL 2, 1981
1 The Board of Public Works and Safety of the City of Richmond, Indiana, met in
2 regular session April 2, 1981 at the hour of 9:00 a.m. in the Municipal Building
3 in said City. Mr. Meredith presided with Mr. Anderson and Mr. Webb present.
4 The following business was had, to-wit :

6 APPROVAL OF MINUTES OF MARCH 26, 1981

8 Mr. Webb moved to approve the minutes of the previous meeting as prepared,
9 seconded by Mr. Anderson and on unanimous voice vote the motion was carried.

11 REQUEST TO USE CITY PARKING LOT FOR FARMERS' MARKET - Charles Springer
12
13 Mr. Springer requested use of the City parking lot between North 6th & 7th
14 from 7:00 a.m. until 12:00 noon June 27 through October, 1981. The farmers'
15 market will operate the same as last year with home grown produce and hand made,
16 items. He presented a chart denoting the growth in this project. Mr. Meredith
17 noted the project has been very successful and the citizens enjoy both selling
18 and buying. Participants will be required to sign a hold harmless waiver.

20 Mr. Anderson moved to authorize the farmers' market from the dates of June 27
21 to October from the hours of 7 :00 to 12:00 by the use of the City parking lot
22 between 6th & 7th and the north end of said lot, seconded by Mr. Webb and on
23 unanimous voice vote the motion was carried.

25 REQUEST TO HOLD MARCH FOR EASTER (THE WAY OF THE CROSS) - Rev. Russell Morgan
26 and Rev. Francis Daniels

28 Rev. Morgan stated he has been appointed by the Richmond Ministerial Association
29 to coordinate this year's Good Friday community service. He would like to have
30 a procession beginning on the lawn of the City Building at 12:00 noon with a
31 fifteen foot (15') cross and proceed through the Promenade to culminate on the
32 lawn of Central Methodist Church. He is not requesting any traffic control as
III 33 the procession will be on the sidewalks. The purpose is the observance of Good
34 Friday on a community ecumenical basis. Rev. Daniels noted this is a unique
35 display of the meaning of Easter and urged the community be made aware of this.

37 Mr. Anderson moved to authorize the Richmond Ministerial Association to hold a
38 procession of the cross on April 17 beginning at the hour of 12:00 o'clock
39 commencing on a route from the City Building through the Promenade to Central
40 Methodist Church, seconded by Mr. Webb and on unanimous voice vote the motion
41 was carried.

43 REQUEST TO MOVE A HOUSE FROM N. W. 1st & RICHMOND AVENUE TO 107 RANDOLPH -
44 B. C. Emmonds

46 Mr. Emmonds stated he has checked with the Bureau of Buildings and the Plan
47 Department. His intentions are to move the house sometime within the next
48 two (2) weeks. The movers will be Anderson House Movers. There are no utility
49 lines involved with the exception of Cable TV. Capt. Wogoman stated he sees
50 no problem and requested to be informed of the date when it is established.
51 Building Commissioner Charles Roberts noted a permit will be needed after a
52 bond has been filed in the Clerk's office.

54 Mr. Anderson moved to authorize the moving of a house from N. W. 1st & Richmond
55 Avenue to 107 Randolph subject to the supervision control of the Building
56 Commissioner in accordance with the moving and wrecking procedures, seconded by
57 Mr. Webb and on unanimous voice vote the motion was carried.

59 FIRE DEPARTMENT RETIREMENT, HIRING, REQUEST TO REMOVE 38 STREET BOXES & REQUEST
60 FOR EASTER EGG HUNT - Chief Paul Mullin

62 Chief Mullin stated Lt. Elmer Wilmot has submitted his letter of retirement and
63 has requested being placed on the pension rolls effective March 27, 1981. He
64 recommended this request be accepted.

1 Mr. Anderson moved to accept the recommendation of the Chief, seconded by Mr.
2 Webb and on unanimous voice vote the motion was carried.

4 Cheif Mullin recommended the appointment of Timothy A. Clark to the department
5 as a probationary firefighter effective April 2, 1981. The Chief noted Mr.
6 Clark is a third generation firefighter.

8 Mr. Anderson moved to accept the recommendation of the Chief for this appoint-
9 ment, seconded by Mr. Webb and on unanimous voice vote the motion was carried.
10 Mr. Meredith noted Mr. Clark's grandfather was hired on the Fire Department
11 thirty-nine (39) years ago today.

13 Chief Mullin recommended the removal of thirty-eight street alarm boxes.
14 Chief Mullin read a portion of a letter from the Insurance Service Office stating
15 removal of the fire alarm street boxes would have no significant adverse effect
16 on our class 4 public fire prevention rating. The NSPA doesn't recognize the
17 type alarm box we have. Maintenance costs per year are approximately $22,000.
18 The boxes at the schools are being moved inside the schools. There is a dif-
19 ferent type box which lets the one reporting the fire know that the message
20 has been received by the Department. Maintenance Technician Gary Hardwick
21 stated they each have a $30.00 battery which lasts approximately 1 1/2 years.
22 Each box must be serviced every 60 days. Mr. Meredith stated he is holding
23 this request on the agenda to permit any citizen input.

25 Engineer Marshall Kern, Chairman of Local 1408's Easter Egg Hunt, requested
26 permission to use a fire truck to carry the "Easter Bunny" to the park and
27 assistance from the Police Traffic Division for traffic control for their annual
28 children's Easter Egg Hunt. This event will be held April 19 at 1:00 p.m'.

30 Mr. Anderson moved to authorize the Richmond Professional Firefighters Local
31 1408 to use a fire truck for this occasion subject to the clearance with the
32 Traffic Division of the Police Department on the use of police facilities,
33 seconded by Mr. Webb and on unanimous voice vote the motion was carried.
34 Chief Mullin acknowledged a check from the FOP and thanked them for their
35 help in this project.

37 REQUEST TO PARK V.A. VAN ON CITY LOT - Capt. Dan Wogoman

39 Capt. Wogoman is in receipt of a letter from V. A. Administrator Dale Leas
40 requesting parking a V.A. van on the Municipal Lot on April 24 from 10:00 a.m.
41 to 6:00 p.m. for assistance and information to local veterans.

43 Mr. Anderson moved to grant the request to Capt. Wogoman, seconded by Mr.
44 Webb and on unanimous voice vote the motion was carried.

46 RADIO MAINTENANCE REPORT FOR MARCH, 1981 - Gary Hardwick

48 City Technician Gary Hardwick presented his report for March, 1981

50 Mr. Anderson moved to accept the report, seconded by Mr. Webb and on unanimous
51 voice vote the motion was carried.

53 BUREAU OF BUILDINGS REPORT FOR MARCH, 1981 - Charles Roberts

55 Building Commissioner Charles Roberts presented his report for March, 1981.

57 Mr. Webb moved the report be accepted, seconded by Mr. Anderson and on unanimous
58 voice vote the motion was carried.

60 ANNOUNCE SPRING CLEAN UP WEEK

62 President Don Meredith announced the week of April 27 will be City wide clean
63 up week. Special trucks will be run this week to pick up excessive brush and
64 debris. The City would appreciate tieing and bagging of this debris.
