BOARD OF PUBLIC WORKS AND SAFETY OF THE
CITY OF RICHMOND, INDIANA, NOVEMBER 26, 1980
1 The Board of Public Works and Safety of the City of Richmond, Indiana, met
2 in regular session November 26, 1980 at the hour of 9:00 a.m. in the Municipal
3 Building in said City. Mr. Meredith presided with Mr. Webb present. Mr.
4 Anderson was absent. The following business was had, to-wit:

8 Mr. Webb moved to approve the minutes of the previous meeting as prepared,
9 seconded by Mr. Meredith and on unanimous voice vote the motion was carried.

11 REQUEST BY JAYCEES FOR ROSE CITY GRAN PRIX

13 Messrs. Mike Downing, 8 Melody Lane and Mike Kofski, 14 Bon Aire Lane,
14 appeared representing the Jaycees. Mr. Downing stated he is working as
15 a member in organizing a street go cart race just before the Rose Festival
16 on Sunday, June 21. The streets to be used would not be major thoroughfares.
17 These City streets are No. 4th, 5th and 6th, a portion of East Main and the
18 service drives between No. and So. "A" Streets. He anticipates this drawing
19 between 400 and 500 cars, with ages from 8 to 60. The race will be run in
20 classes, such as juniors and weights and there will be approximately twelve
21 (12) races. There could be 45 to 50 in a class and on the track at a time.
22 They would like the streets closed at 9:00 or 9:30 a.m. to set up for practice
23 sessions to begin at 10:00 and the races starting at noon. Each race will
24 run fifteen (15) minutes. The races should finish around 5:30 p.m. Mr.
25 Downing stated he has participated in many races in other cities. The Jay-
26 cees have County approval to use their drive. If a rain date is needed,
27 it will be on a Sunday.

29 Mr. Kofski, President of the Jaycees, stated the Jaycees are looking for
30 a major project to replace the loss of the skydivers. He has appointed
31 a committee of six (6) people which includes people skilled in organizing
32 projects and people knowledgable in go cart racing. The Jaycees will
33 have stand-by emergency, such as ambulances, and flagmen and radiomen.
34 Mr. Kofski stated unless the committee gets it put together properly,
35 it will not go. They need to get their promotion started by the first
36 of January. The race will be evaluated to see if it is feasible to make
37 it an annual event.

39 In response to a question by Mr. Meredith concerning vendors, Mr. Kofski
40 stated the Jaycees would like to control this; however, it is difficult
41 to police. This race is not officially tied into the Rose Festival.
42 Crowd control will be by Jaycees. If the Fire Department would need
43 to use 5th Street, Mr. Downing stated it would be easy to stop the race.

45 Mr. Meredith moved for approval of the Rose City Gran Prix to be held
46 on June 21, 1981 between the hours of 9:00 a.m. and 6:00 p.m. subject
47 to a certificate of insurance naming the City as co-insured and a hold
48 harmless certificate being prepared and presented by the Jaycees to
49 the City and yielding right-of-way to emergency vehicles, seconded by
50 Mr. Webb and on unanimous voice vote the motion was carried.
