CITY OF RICHMOND, INDIANA, NOVEMBER 6, 1980
1 The Board of Public Works and Safety of the City of Richmond, Indiana,
2 met in regular session November 6, 1980 at the hour of 9:00 a.m. in the
3 Municipal Building in said City. Mr. Meredith presided with Mr. Anderson
4 and Mr. Webb present. The following business was had, to-wit:

6 APPROVAL OF MINUTES

8 Mr. Anderson moved to approve the minutes of the previous meeting as
9 received, seconded by Mr. Webb and on unanimous voice vote the motion
10 was carried.

12 REQUEST FOR GUARDRAIL - Timberview Drive
13
14 Mr. & Mrs. Charles Wolfe, Jr. , 4040 Timberview Drive requested consideration
15 for speed signs, noise signs or a guardrail on the curve on South "A" which
16 is the rear of their property. They noted excessive speeding and damage to
17 their property and a manhole from speeders jumping the curb on the curve.
18 City Engineer George Webb noted these streets have been accepted. Traffic
19 Captain Dan Wogoman_stated_speed limits were posted yesterday and recommen-
20 ed installation of a squiggle sign denoting the "S" curve. Mr. Anderson
21 recommended waiting a week or so to see if the signs slow down traffic. Mr.
22 Meredith recommended the Police Department observe the area and check
23 accident records.

25 Mr. Anderson moved to keep this matter under advisement, seconded by Mr.
26 Webb.

28 Mr. Meredith stated guardrails are extremely expensive and are usually used
29 when automobiles could go off the road into a culvert. This is not the type
30 area where a guardrail would be used.

III 32 On unanimous voice vote the motion was carried.

34 PETITION FROM RESIDENTS OF RIVER COURT FOR PROPERTY OWNERS TO REMOVE
35 FENCES FROM RIGHT-OF-WAY

37 Mr. Meredith presented a petition given to the Board by Councilman Marion
38 Williams. The main concern at this time seems to be the snow removal. The
39 Board is waiting for an opinion from the City Attorney as to whether this
40 is a City street and City right of way. This matter is deferred.

42 STREET LIGHT REQUEST

44 The following requests were heard:

46 1. Install 15 - 175 watt post top street lights in the Meadowbrook Subdivision.

48 Mr. Webb moved that the subject request be approved, seconded by Mr. Anderson
49 and on unanimous voice vote the motion was carried.

51 2. Install 2 - 250 watt mercury vapor lights on wood poles on Hibberd Drive,
52 south of South "0" Street; remove 1 - 250 watt light and pole.

54 Mr. Meredith recommended one (1) light is not warranted. He recommended the
55 one closest to South "0" be allowed.

57 Mr. Anderson moved to approve 1 - 250 watt mercury vapor light being placed
58 nearest South "0" and the other light near South 10th Street not be allowed
59 and that the 1 light be removed, seconded by Mr. Webb and on unanimous voice
.60 vote the motion was carried.

62 3. Install 2 - 250 watt mercury vapor lights on S. W. 19th Street between
63 National Road and Western Drive.

1 Mr. Meredith recommended approval.

3 Mr. Anderson moved to approve lights on S. W. 19th between National Road
4 and Western Drive, seconded by Mr. Webb and on unanimous voice vote the
5 motion was carried.

7 4. Install 4 - 400 watt mercury vapor street lights on wood poles and
8 remove 4 - 400 watt mercury vapor lights on aluminum poles on N. W.
9 18th between N. W. "C" and Peacock Road.

11 Mr. Anderson moved this be approved, seconded by Mr. Webb and on unanimous
12 voice vote the motion was carried.

14 SET DATE FOR POLICE AUCTION
15
16 Police Chief Charles Chris requested December 6, 1980 at 10:00 a.m. be set
17 for the auctioning of confiscated and lost property at the Police Garage on
18 Garden Avenue. The doors will be open at 9:00. Mr. Meredith set the time
19 and date requested by the Chief.

21 MONTHLY REPORT OF BUREAU OF BUILDINGS FOR OCTOBER

23 Building Commissioner Charles Roberts presented his monthly report.

25 Mr. Webb moved the report be accepted and placed on file, seconded by Mr.
26 Anderson and on unanimous voice vote the motion was carried.

28 NUISANCE HEARINGS - 310 N. 9th St. , 209 S. W. 19th St.

30 Zoning Enforcement Officer Dennis Bronston stated the properties have both
31 been cleared of inoperable vehicles and recommended the complaints be
32 dismissed.

34 Mr. Webb so moved, seconded by Mr. Meredith and on unanimous voice vote
35 the motion was carried.
