HomeMy Public PortalAbout10-30-1980 -2/ BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, OCTOBER 30, 1980 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met in 2 regular session October 30, 1980 at the hour of 9:00 a.m. in the Municipal • 3 Building in said City. Mr. Meredith presided with Mr. Anderson and Mr. Webb 4 present. The following business was had, to-wit: 5 6 APPROVAL OF MINUTES 7 11/ 8 Mr. Webb moved to approve the minutes of October 23, 1980 as prepared, 9 seconded by Mr. Anderson and on unanimous voice vote the motion was carried. 10 11 TRICK OR TREAT NIGHT 12 13 Mr. Meredith noted this is "Trick or Treat" night and care should be taken in 14 driving as there will be a number of children out and we want to have a safe 15 "Begger's Night". 16 17 HOUSE MOVING REQUEST 18 19 Mr. Ivan Foust requested moving a house from 1304 N. W. 5th to lot 60 at 1444 20 Ratliff Street. The house is 24 x 30 and he is going to remove the roof making 21 it 8 feet high so it will not be necessary to move wires. He plans to move the 22 house within the next month. Capt. Wogoman of the Traffic Department approves. 23 City Attorney Ed Anderson noted a bond will be required. Mr. Foust noted the 24 route will be N. W. 5th to Sheridan and down Sheridan to "N" and Ratliff. The 25 estimated value of the house is $20,000. 26 27 Mr. Anderson moved to approve the moving of this house from 1304 N. W. 5th to 28 1444 Ratliff Street subject to the moving and wrecking procedures, seconded 29 by Mr. Webb and on unanimous voice vote the motion was carried. 30 31 WEST RICHMOND FRIENDS VIGIL 32 III33 Mr. Francis Hall, 345 S. W. 2nd, member of Ministry Team of West Richmond 34 Friends Meeting requested a silent vigil to be held November 3 from 12:00 34 to 1:,00 on the curbing along the Promenade at So. 8th by Birck's Hardware. 35 They have become concerned to witness for a spiritual approach to the prob- 36 lems of the times and endeavor to call the City to a time of prayer for the 37 anniversary of the taking of the hostages in Iran. There will be eight to 39 twelve persons holding posters and handing out pamphlets. 40 41 The Clerk read the following: 42 43 VIGIL OF HOPE 44 45 A great many people feel a deep sense of despair these days. It is a 46 feeling that the strongholds of our culture are breaking down--integrity, 47 respect for persons and property, moral responsibility in business and 48 government and religious foundations. 49 50 We of West Richmond Friends Meeting (Church) are aware of the increasing 51 evidence of this erosion. However, we believe that people can change, 52 attitudes can be reversed and the trends of society altered. Right- 53 eousness can return to nations and peoples. Wars do not have to be. 54 56 There is light for the darkness and a way for those who stumble. The 57 light of God is unchanging and leads us aright in any age. Faith in 58 God gives stability and a reason to have faith in people who turn to 59 the values of the Kingdom of God. 60 61 Our vigil today is one of hope and a call to all concerned people to 62 join us in prayer that we may be a power for changing the moral dir- 63 ection of the time. October 30, 1980 Page 2 1 Our vigil is a prayer for the safety and return of the hostages 2 held in Iran and for their families as they suffer the agony of 3 this prolonged imprisonment. 4 5 Our vigil is for peace in the Middle East and specifically for 6 the United States to make every effort to avoid military action 7 in Iran. 8 9 You are welcome to join us in this vigil to demonstrate and call 10 forth a people dedicated to moral renewal in our own society and 11 peace among all peoples. 12 13 West Richmond Friends Meeting 14 609 West Main Street 15 Richmond, Indiana 16 17 Mr. Anderson moved to grant permission for the West Richmond Friends to have 18 a silent vigil for the purpose of witnessing and expressing their concern for 19 the approaching anniversary of American hostages being held in Iran and for 20 the safety and return of said hostages by being located for such vigil south 21 of the 8th Street Promenade along the curbing located near Birck's Hardware, 22 seconded by Mr. Webb and on unanimous voice vote the motion was carried. 23 24 HIGH SCHOOL PARKING 25 26 Mr. Ron Maze, Jacob-Maze and Associates, acting as agent for the School 27 Administration, requested parking be allowed for thirty (30) days in front 28 of Joseph Moore School on the west side of 1st Street between "D" and "E". 29 With construction of the new parking lot and sewers on the existing parking 30 facilities they have no place to park construction vehicles. Capt. Wogoman, 31 Traffic Department, recommends approval. 32 33 Mr. Anderson moved to grant permission for parking on the west side of 34 S. W. 1st Street between "D" and "E" for a thirty (30) day period, seconded 35 by Mr. Webb and on unanimous voice vote the motion was carried. 36 37 ROOF BID AWARDED 38 39 Mr. Webb stated the roof bids have been reviewed. He recommended a tentative 40 award to Chomel & Sons for the lowest and best bid of $52,060.39. He also 41 recommended that we enter into a contract with Chomel & Sons upon receipt of 42 proof of insurance, performance bond, payment bond and sample of warranty. 43 44 Mr. Anderson moved for a tentative award, seconded by Mr. Webb and on 45 unanimous voice vote the motion was carried. 46 47 MONTHLY REPORT OF RADIO TECHNICIAN 48 49 The monthly report for radio repair for September, 1980 was given to the 50 Board members. 51 52 Mr. Anderson moved to accept the report, seconded by Mr. Webb and on 53 unanimous voice vote the motion was carried. 54 55 POLICE DEPARTMENT - Hiring 56 57 Chief of Police Charles Chris recommended hiring the following applicants 58 for the positions of Probationary Police Officers with the Richmond Police 59 Department effective November 3, 1980: Terry Hopkins, Emma Smith and 60 Jacqueline Moody. 61 62 Mr. Anderson moved to accept the recommendation of the Chief of Police, 63 seconded by Mr. Webb and on unanimous voice vote the motion was carried. a3 Board of Works Minutes Cont'd. October 30, 1980 Page 3 1 HORSESHOE COURT - Lois Bennett 2 3 Mr. Dennis Bronston of the Plan Department submitted pictures taken 4 yesterday afternoon showing the nuisance does still exist on the Horseshoe 5 Court premises owned by Lois Bennett. The Charger was ordered to be re- 6 moved by October 2 and the '73 Chevrolet to be removed by October 30. 7 The Charger had been ordered removed by the City and Mr. Bronston reported II/ 8 the Street Department wrecker was out of service. 9 10 Mr. Anderson moved the Board's order of October 2 regarding the inoperable 11 Charger located on property on Horseshoe Court be enforced and that the 12 thirty (30) day period having expired on the 1973 Chevrolet and evidence 13 showing that it still is there that the Board order it removed at the 14 same time by the zoning enforcement officer, seconded by Mr. Webb and on 15 unanimous voice vote the motion was carried. 16 17 NUISANCE HEARING - 400 North 9th Street 18 19 Mr. Meredith turned the chair over to Mr. Anderson to conduct the hearing. 20 21 Mr. Anderson announced this is the hearing on William Bishop and Connie 22 Toole for two (2) inoperable vehicles located at 400 North 9th. Mr. 23 Bronston stated he received a complaint several months ago and sent a 24 letter to the residence at the above address in August. He filed a 25 complaint on the two (2) inoperable vehicles on October 2 and since 26 that time has talked with Mr. Bishop who is the owner of record of the 27 property as recently as yesterday and he expressed a desire for an ex- .28 tension of time to do the removal. Mr. Bishop is employed at Alcoa and 29 did not want to take off work to attend this hearing. Mr. Bronston noted 30 the vehicles are unlicensed and have been ih the same position for a long 31 period of time. They have been in the same location since August of this 32 year. The vehicles belong to Mrs. Toole. She is supposedly in the process 11/ 33 of getting them licensed or removed. 34 35 Mr. Meredith moved that a nuisance does exist at 400 North 9th and that 36 the two (2) vehicles either be removed or licensed within the next thirty 37 (30) days, seconded by Mr. Webb and on unanimous voice vote the motion 38 was carried. 39 40 ADJOURNMENT 41 42 There being no further business the meeting was adjourned. 42 44 Donald E.
