HomeMy Public PortalAbout10-09-1980 // BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, OCTOBER 9, 1980 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met 2 in regular session October 9, 1980 at the hour of 9:00 a.m. in the Municipal 3 Building in said City. Mr. Meredith presided with Mr. Anderson and Mr. Webb 4 present. The following business was had, to-wit: 5 6 APPROVAL OF MINUTES 7 8 Mr. Webb moved to approve the minutes of the previous meeting as prepared, 9 seconded by Mr. Anderson and on unanimous voice vote the motion was carried. 10 11 PARKING RESTRICTIONS - Joseph Moore School 12 13 Lena Mathews, President of the Joseph Moore School PTO, presented a petition 14 to the Board expressing concern of the parents about the parking situation 15 on South West "E" Street between First and Second Streets. 16 17 Larry Hamilton, Construction Supervisor representing Richmond Community 18 Schools, stated they will have parking back in the big lots in about 4 to 19 5 weeks. He said at that time there will be room for construction equipment 20 storage as well as parking. 21 22 Dick Gaddis, 1001 S.W. 1st St. , a PTO member, stated that the few available 23 spaces are being used by high school students which poses a problem when 24 dropping off students at school. He suggested that ten (10) spots be 25 alloted for Joseph Moore parking on the south side of Joseph Moore and the 26 north side of "E". 27 28 Capt. Wogoman recommended putting the restrictions back on the north side 29 of the street. 30 31 Mr. Anderson moved to authorize the replacement or re-establishment of the 32 no parking restrictions on S. W. ':'E'.' Streets between 1st and 2nd on the III 33 north side, seconded by Mr. Webb. The motion passed with Mr. Meredith 34 voting no. 35 36 REQUEST FOR "PAPER CHASE" RUN 37 38 Chuck McCracken, YMCA, appeared on behalf of the Palladium-Item for a 39 "Paper Chase" run to be held on Ocotber 18th at 10:00 a.m. He presented 40 a copy of the entrance blank. He said this is the second year for the race 41 and they expect about 100 runners in the event. They request permission to 42 run on the city streets. Permission to run on the county roads has been 43 taken through the Sheriff's office. The race will begin at Runyon Drive at 44 Earlham College, out on S. W. "G" Street to Abington Pike at which point they 45 turn right and go out into the country. They turn around on Abington Pike 46 and come back in to Test Road to Liberty Ave. , then across the "G" Street 47 Bridge and back to the college. They are requesting assistance from the 48 Department at the start of the race at Abington Pike and "G" St. Last year 49- they were able to borrow orange jackets and volunteers provide directional 50 activities and watch for traffic at the finish of the race. Arrangements 51 have been made for an ambulance to follow up at the finish of the race. The 52 Sheriff's Dept. is taking care of controlling traffic on the county roads. 53 54 Mr. Anderson moved to approve the Paper Chase run, seconded by Mr. Webb and 55 on unanimous voice vote the motion was carried. 56 57 AWARD BID ON RADIOS III 58 59 Mr. Meredith announced the awarding of the bids would be deferred until next 60 week. 61 62 REVIEW OF CONTRACT ON UNSAFE BUILDING AT 1803 EAST MAIN 63 64 Mr. Meredith announced he has received a proposal from Mike DeLucio & Son / - Board of Works Minutes Cont'd. October 9, 1980 Page 2 1 for the wrecking of the house to begin in approximately thirty days and the 2 job to be completely finished by December 1, 1980. It is signed by Nick 3 DeLucio and also the owners of the property as acceptance of the petition. 4 Last week, under the hearing, this was extended to this week to receive. the 5 proposal so there is no action to be taken other than to enter into the 6 minutes that the proposal was received. We will review this December 1st 7 to see if the work has been completed, and if not, we will take the approp- 8 riate action at that time. 9 10 SET DATE FOR NUISANCE HEARINGS 11 12 Mr. Meredith set November 6, 1980 at 10:00, for the hearings on nuisances 13 at 310 North 9th Street and 309 South West 19th Street. 14 15 OPEN BURNING PERMIT FOR LEAVES 16 17 Mayor Dickman informed the Board that he is requesting an open burning 18 permit in accordance with the City Ordinance. He read the following letter 19 to the Board: 20 21 Mr. Clifford J. Dickman, Mayor October 9, 1980 22 City of Richmond 23 Municipal Building 24 Richmond, Indiana 47374 Re: Request for open burning per- 25 mit in accordance with Richmond 26 Ordinance No. 2432-1969, 27 Section 5.3 (A) 28 Dear Mayor Dickman: 29 30 You are hereby notified that the Richmond Sanitary Commission and the 31 Richmond Fire Department have approved your request for the open burning 32 of leaves within the corporate limits of the City of Richmond. This 33 emergency request for a permit for the open burning of leaves by the 34 residents of the City of Richmond is granted subject to the following 35 conditions: 36 37 1. That the period for burning is limited to 9 weeks (October 11, 38 1980, to December 14, 1980. Extensions may be requested if 39 unavoidable conditions arise. 40 41 2. That the. burning shall_.be conducted between the hours of 8:00 42 AM and 8:00 PM only. 43 44 3. That the burning shall not be conducted during unfavorable 45 weather conditions such as high winds, rain, etc. 46 47 4. That the leaves shall be dry and burned in small piles. The 48 leaves should be ignited at the top of the piles. 49 50 5. That the burning is restricted to leaves only. No other materials 51 or chemicals such as oil, gasoline, paper, etc. shall be used to 52 start or sustain the fire. 53 54 6. That an adult be in attendance at all times that the leaves are 55 burning or smoldering and shall. be present until the fire is 56 completely out. 57 58 7. That the burning shall not be permitted in any alley nor within 59 25 feet of any structure or vehicle. 60 61 8. That this permit may be terminated at any time if the stated 62 conditions are not being complied with. 63 64 This letter shall serve as your permit but shall not apply in areas /3 Board of Works Minutes Cont'd.
