HomeMy Public PortalAbout09-11-1980 i87 BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, SEPTEMBER 11, 1980 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met 2 in regular session September 11, 1980 at the hour of 9:00 a.m. in the 3 Municipal Building of said City. Mr. Meredith presided with Mr. Anderson 4 and Mr. Webb present. The following business was had, to-wit: 5 6 APPROVAL OF MINUTES 7 8 Mr. Webb moved to approve the minutes of the previous meeting as prepared, 9 seconded by Mr. Anderson and on unanimous voice vote the motion was carried. III 10 11 AWARD OF BID FOR TREE REMOVAL 12 13 Park Superintendent Don McBride recommended the award be given to Miracle 14 Tree. After checking trees, Mr. McBride stated at $10 per inch he could 15 not find trees that wouldn't cost $150 to $200. From an economical stand- 16 point the City can get more for their money at $65 per tree. He stipulated 17 that the trees to be removed must come from the list compiled in his office. 18 The specs say that the trees to be cut should be designated. Mr. Webb 19 moved the tree removal contract be awarded to Miracle, seconded by Mr. 20 Anderson and on unanimous voice vote the motion was carried. Mr. Meredith 21 noted the work cannot be started until January 1. 22 23 SET BID DATE FOR POLICE RADIOS 24 25 Chief Chris requested the Board set a date for the purchase of fifty-three 26 (53) portable radios, two (2) mobiles and forty (40) individual chargers. 27 This will bring up to department personnel a radio for each officer. This 28 will improve communications. Mr. Meredith set October 2 at 9:00 a.m. to 29 receive bids on police radios. 30 31 PETITION FOR PARTIAL VACATION OF TWO (2) ALLEYS 32 33 Community Development Director Tim Ryder presented a petition through the III 34 Richmond Redevelopment Commission to vacate two (2) alleys between North 35 "J" and "H" and between North 13th and 14th. The petition is for those 36 alleys that abut North "H". The purpose of the vacation is to enable the 37 Commission to sell this one parcel as one piece. Subject to Board approval, 38 the Commission will advertise for the sale of this property. The vacation 39 would be subject to existing utility easements and a structure will not be 40 allowed to be built on an easement for utilities. In response to Mr. 41 Meredith's question concerning the present use of the alley, Mr. Ryder 42 stated it is being used as access to apartments parking areas. 43 44 Mr. Anderson moved that the Board adopt a Declaratory Resolution as follows 45 and refer the matter to the Plan Commission, seconded by Mr. Webb. 46 47 DECLARATORY RESOLUTION TO VACATE ALLEY 48 49 Be it resolved by the Board of Public Works and Safety with 50 approval of the Plan Commission of the City of Richmond, in the 51 State of Indiana, that it is a matter of public convenience and 52 deemed necessary to vacate the following described public alleys 53 situated in the Northwest Quarter of Section 33, Township 14 North, 54 Range 1 West in Richmond, Wayne County, Indiana and running north 55 from North "H" Street in said city, the alleys which it is requested 56 be vacated being more particularly described as follows, to-wit: 57 58 Beginning at the southwest corner of Lot Number 25 of the 59 Perry Addition to the City of Richmond laid out by Elijah 60 Coffin; thence from said beginning point north, along the 61 west lines of Lots Number 25, 26 and 29 in said addition 62 and the east line of a public alley twenty (20) foot wide, 63 one hundre ten (110) feet to a point; thence west twenty 64 (20) feet across said alley to the northeast corner of Board of Works Minutes Cont'd. September 11, 1980 Page 2 1 Official Map Tract Number 437 of the City of Richmond; 2 thence south, one hundred ten (110;) feet along the east 3 line of said Official Map Tract Number 437 to the north 4 line of North "H" Street in said City; thence east, across 5 said alley, twenty (20) feet to the place of beginning. 6 7 AND ALSO: Beginning at the southeast corner of Lot Number 8 24 in Eunice Moffitt Moore's Addition to the City of 9 Richmond; thence from said beginning point north along the 10 east lines of Lots Number 24, 23 and 22 in said addition 11 and the west line of a twelve (12) foot public alley, one 12 hundred ten (110) feet to a point; thence east across said 13 public alley, twelve (12) feet to the northwest corner of 14 Official Map Tract Number 437 of the City of Richmond, 15 Indiana; thence south along the west line of Official Map 16 Tract Number 437 and the east line of said public alley, 17 one hundred ten (110) feet to the north line of North "H" 18 Street; thence west twelve (12) feet to the place of be- 19 ginning. 20 21 That the real estate above described is more fully depicted on the 22 plat attached hereto, made a part hereof and marked Exhibit "A". 23 24 That the vacating of said alleys is not detrimental to the health, 25 safety, morals or welfare of the citizens of the City of Richmond, 26 27 That said vacation is subject to the perpetual easement of private 28 and public utilities over, along, under and across said parcel of 29 real estate being vacated. 30 31 PASSED this filth day of September, 1980. 32 33 34 /s/ Edward N. Anderson 35 ATTEST: /s/ JoEllen Trimble /s/ George Webb 36 37 The motion carried with Mr. Meredith voting no. 38 39 REQUEST FOR BLOCK PARTY IN 900 and 1000 BLOCK OF N. W. "D". 40 41 Ms. Jan Jennings, 1005 N. W. "D", requested closing of N. W. ':'D'' between 42 9th and 11th for a block party on Saturday, September 13 from 3:00 to 7 :00 43 p.m. Capt. Wogoman recommends approval. Mr. Anderson having heard the 44 recommendation of the Traffic Division of the Police Department and being 45 duly advised in the premises, moved to grant the request for the block 46 party, seconded by Mr. Webb and on unanimous voice vote the motion was 47 carried. 48 49 AGREEMENT FOR DESIGN OF INDUSTRIES ROAD BETWEEN U.S. 27 AND UNION PIKE 50 51 Mr. Anderson stated he has reviewed the agreement and finds it in order. 52 Mr. Webb stated this is for approximately one (1) mile and is 75% funded 53 by the Federal Highway Administration. It will take approximately two 54 (2) years to complete the design and there will be public hearings on the 55 design before construction starts. The total dollar amount is around 56 $70,000 for the design and the City's share would be 25% of that. The 57 funds are available for this project. This agreement is subject to State 58 and Federal Highway Administration approval. Mr. Anderson said there is 59 a bridge to be built in this project and Mr. Webb stated hopefully the 60 County will participate in that. Mr. Meredith stated he feels the County 61 should have been contacted on the design of the bridge. 62 63 Mr. Anderson stated since there seems to be some doubt and one (1) week 64 doesn't delay it he would move the matter be taken under advisement, 65 seconded by Mr. Webb and on unanimous voice vote the motion was carried. September 11, 1980 Page 3 1 DRIVEWAY PETITION REQUEST FOR INTERFAITH APARTMENTS 2 3 Mr. Webb presented a driveway petition request for Interfaith Apartments 4 located at N. W. 5th and West Main. The request is for a driveway off 5 West Main. Engineering, Traffic and Plan Departments all recommend 6 approval. Mr. Anderson moved to approve the driveway petition, seconded 7 by Mr. Webb and on unanimous voice vote the motion was carried. 8 9 ADJOURNMENT III 10 11 There being no further business the meeting was adjourned. 12 13 Donald E.
