HomeMy Public PortalAbout08-28-1980 /77' BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, AUGUST 28, 1980 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met 2 in regular session August 28, 1980 at the hour of 9:00 a.m. in the Municipal 3 Building in said City. Mr. Meredith presided with Mr. Anderson and Mr. Webb 4 present. The following business was had, to-wit : 5 6 APPROVAL OF MINUTES 7 8 Mr. Webb moved to approve the minutes of the previous meeting as prepared, 9 seconded by Mr. Anderson and on unanimous voice vote the motion was carried. 10 11 RECEIVE BIDS FOR TREE REMOVAL 12 13 City Attorney Anderson examined proof of publication for tree removal from 14 the right-of-way of the City of Richmond from time of award of the contract 15 through the calendar year 1981 and found it to be in order. Mr. Anderson 16 moved it be accepted, seconded by Mr. Webb and on unanimous voice vote the 17 motion was carried. 18 19 The following bids for tree removal were received and recorded: 20 21 Mid-West Tree Company - $10.00. per inch in diameter. Chipping stump 22 1.25 per inch. 23 Miracle Tree Service - $65.00 per tree 24 25 Mr. Webb moved the bids be taken under advisement, seconded by Mr. Anderson 26 and on unanimous voice vote the motion was carried. 27 28 HIGH SCHOOL: HOMECOMING PARADE 29 30 Mr. John Maley, representing the Hi Y Club of Richmond Senior High School, 31 presented a proposed route for the Homecoming Parade to be held on October 32 2, 1980 at 6:00 p.m. The request is for staging area on North and South 10th 33 Street with the route being from 10th to 16th on East Main Street. There 34 would be a bonfire in Glen Miller Park following the parade. Staging will 35 begin at 5:30 p.m. Traffic Capt. Dan Wogoman recommended the parade proceed 36 all the way to Glen Miller Park instead of stopping at 16th Street. 37 38 Mr. Anderson moved to authorize the request of the Hi Y for the Richmond 39 High School Homecoming Parade on October 2 from the hours of 5:30 p.m. until 40 terminated in the route as prescribed from 10th Street to 22nd Street to Glen 41 Miller Park, seconded by Mr. Webb and on unanimous voice vote the motion was 42 carried. Mr. Webb noted this will need State Highway approval. In response 43 to Mr. Anderson's question concerning insurance, Mr. Meredith noted this is 44 covered under the school's blanket policy. 45 46 JAYCEE BUCKET BRIGADE - FOR MUSCULAR DYSTROPHY 47, 48 Mike Kofski requested permission for the Jaycees to have a bucket brigade 49 on Saturday, August 30 from ,11:00 a.m. to 5:00 p.m. at the intersection of 50 East Main and 18th Street. The solicitors will all be Jaycees or wives. 51 They have insurance to cover this project. The first $1,000 will go to 52 Muscular Dystrophy and the remainder will go to the Jaycees charitable 53 account. 54 56 Mr. Anderson moved to authorize the Jaycees to have a bucket brigade for 57 Muscular Dystrophy and other charitable purposes on August 30 at 18th and 58 East Main between the hours of 11:00 and 5:00 for the purpose of soliciting 59 funds, seconded by Mr. Webb and on unanimous voice vote the motion was carried. 60 61 REQUEST FOR TEMPORARY PARKING - Richmond Community Schools 62 63 Mr. Garvey was unable to attend the meeting so Mr. Meredith presented the 64 request. Richmond Community Schools is going to start construction which Board of Works Minutes Cont'd. August 28, 1980 Page 2 1 will require the closing of one parking lot which holds approximately 2 sixty-eight (68) cars. To help alleviate this parking problem, they request 3 the City temporarily remove two (2) hour parking restrictions on S. W. "D" 4 and S. W. "E" from 1st to 2nd Streets. They further request removal of some 5 of the yellow curb on the north end of' Whitewater Blvd. on both the east and 6 west sides. This request is until completion of the construction. 7 8 Mr. Anderson moved to authorize the removal of two (2) hour restrictions on 9 S. W. "D" and "E" between 1st and 2nd Streets and authorize the Traffic 10 Division or other departments of the City to remove signs and other deterring 11 things at the north end of Whitewater Blvd. both east and west side to 12 authorize temporary parking for Richmond Community Schools during their 13 period of construction or until such time other parking is arranged, 14 seconded by Mr. Webb and on unanimous voice vote the motion was carried. 15 16 STATUS OF UNSAFE BUILDING HEARING 17 18 Attorney Charles Livengood presented the following to the Board: 19 20 Mike DeLucio & Son 21 Excavating Contractors 22 Richmond, Indiana 47374 23 24 August 27, 1980 25 26 Sherman Fleming 27 Richmond, Indiana 47374 28 29 Job at 127 North 10th Street in Richmond, Indiana 30 We Mike DeLucio & Son will start demolition within the next 10 days. 31 32 Mike DeLucio & Son 33 By /s/ Nick Delucio Partner 34 • 35 Mr. Anderson stated it appears to him that there is compliance with the 36 Board's order of August 14th and requested the President enter it into 37 the minutes and let the minutes show compliance. Fred First Ford $23,714.50/ea. 2 4500 East Main Street 3 Richmond, Indiana, 47374 4 The Department of Transportation respectively recommends that the 5 low bid of Tom Brookbank Chevrolet, Inc. be accepted. The total 6 bid for 2 (two) trucks equipped to be $42,981.04. 7 8 All bids have met or exceeded listed specifications. 9 III 10 Respectively 11 12 DEPARTMENT OF TRANSPORTATION 13 14 /s/ Jerry R. Haynes 15 Director 16 17 Mr. Haynes further noted three bids had alternatives and they took the low to 18 give each the opportunity to be within the dollar value. The recommended bid 19 is under the appropriation. 20 21 Mr. Anderson moved to accept the recommendation of the Director of the Street 22 Department, seconded by Mr. Webb and on unanimous voice vote the motion was 23 carried. 24 25 AWARD OF BID FOR PARKING GARAGE RESURFACING 26 27 Mr. Webb stated the bids were reviewed and it was determined that Oberle and 28 Associates is the lowest and best bid at a price of $51 ,450.00. Mr. Webb 29 recommended entering into a contract with Oberle and Associates for resealing 30 of the City parking garage. 31 32 Mr. Anderson moved to accept the recommendation of the City Engineer, seconded 33 by Mr. Webb. In response to Mr. Meredith's questions in regard to the con- 34 siderable difference in the bids money-wise. Mr. Webb stated the treatment 35 was to be the same in all cases and the material is satisfactory as covered 36 by the specs. 37 38 REQUEST FOR SIGNS ON CITY PROPERTY 39 40 Mr. Gary Lowmaster, Assistant Superintendent of Richmond State Hospital, 41 requested permission to put a sign for information on N. W. 18th Street 42 south of Peacock Street. It is the desire of hospital officials to close the 43 entrance to the hospital on Northwest 18th Street from 6:30 p.m. until 5:30 44 a.m. daily due to traffic problems. Access to the hospital could be obtained 45 through the entrance at N. W. 13th Street and Indiana Avenue. It was noted 46 a sign should also be placed at Peacock and N. W. 13th Street noting an 47 entrance. Mr. Lowmaster stated the road through the hospital is state owned 48 and he is in the process of obtaining permission from the state to put a gate 49 across the road and also going to the County Commissioners for their approval. 50 51 Mr. Anderson moved the matter be taken under advisement, seconded by Mr. 52 Webb. Mr. Anderson stated he wanted the matter taken under advisement to be 53 advised later of the attitude of private owners in the area, County Com- 54 missioners and State Highway decisions and the nature of the signs. When 55 these things are cleared, Mr. Lowmaster should come back to seek final approval. 56 Mr. Anderson and Mr. Meredith noted they are opposed to closing this road; 57 however, they feel the citizens should have warning if it is done. 58 III59 NUISANCE HEARINGS 60 61 City Attorney Ed Anderson conducted two (2) nuisance hearings. 62 63 The Clerk read the complaint for an inoperable vehicle located at 1513 North 64 "C" on property owned by Orville Webb. The record does show that the complaint Board of Works Minutes Cont'd. August 28, 1980 Page 4 1 was sent to Orville Webb and he has responded. Mr. Dan Dooley represented the 2 complaintant and stated he inspected the premises this morning and the inoperable 3 vehicle has been removed. Mr. Anderson suggested the Board dismiss the complaint. 4 Mr. Webb so moved, seconded by Mr. Meredith and on unanimous voice vote the 5 motion was carried. 6 7 The Clerk read the complaint for four (4) inoperable vehicles located on Horse- 8 shoe Court on property owned by Lois Bennett. The record shows that a notice 9 of this hearing was sent to the defendant, Lois Bennett, and this was signed 10 for by Anna Lemoine whom Ms. Bennett stated is her daughter-in-law. Ms. Bennett 11 was present and acknowledged receiving notice. She was not represented by 12 counsel. Mr. Dooley presented photographs of the nuisance and stated one of 13 the four vehicles has been removed. The remaining vehicles are a Charger, Van 14 and 1973 Chevrolet. Ms. Bennett stated her son is rebuilding an engine for the 15 Charger, the van is to be taken by the individual who removed the other vehicle, 16 and the 1973 Chevrolet is in running condition, however, it is not plated. Ms. 17 Bennett stated she has been ill and not able to work since last February and does 18 not have money to plate the vehicle or put gas in it. Ms. Bennett stated she had 19 no place to park the vehicles at her place of residence, 2012 North "C", except 20 on the street. 21 22 Mr. Meredith moved that there is a nuisance existing on the premises located on 23 Horseshoe Court belonging to Lois Bennett os 2012 North "C" Street and the nuisance 24 consists of three (3) vehicles, that thirty (30) days be given to have the van re- 25 moved and the Charger removed and that sixty (60) days be given for the Chevrolet 26 to be licensed or moved to another location, seconded by Mr. Webb and on unanimous 27 voice vote the motion was carried. 28 29 There being no further business the meeting was adjourned. 30 31 Donald E.
