BOARD OF PUBLIC WORKS AND SAFETY OF THE
CITY OF RICHMOND, INDIANA, JUNE 27, 1980
1 The Board of Public Works and Safety of the City of Richmond, Indiana, met in
2 regular session June 27, 1980 at the hour of 9:00 a.m. in the Municipal Building
3 in said City. Mr. Meredith presided with Mr. Anderson and Mr. Webb present.
4 The following business was had, to-wit:

6 Mr. Webb moved to approve the minutes of the June 19 meeting as prepared, se-
7 conded by Mr. Anderson and on unanimous voice vote the motion was carried.

9 City Attorney Ed Anderson examined proof of publication for bids for the con-
10 struction of Industrial Parkway Extension and moved it be accepted, seconded
11 by Mr. Webb and on unanimous voice vote the motion was carried.

13 The following bids were received and recorded: Magaw Construction $163,174.80
14 with the option of under drains at $8.50 per lineal foot; Stone Valley Paving
15 $169,435.90 with the option of under drains at $12.50 per lineal foot. The
16 Engineer's estimate for the project is $209,469.30 with the option of under
17 drains at $10.00 per lineal foot. Mr. Anderson moved the bids be taken under
18 advisement, seconded by Mr. Webb and on unanimous voice vote the motion was
19 carried.

21 Ms. Bobbi Kuprewicz, 203 South 18th Street and Ms. Sherry Ogren, 1801 South
22 "B" Street requested permission to close South 18th Street between "B" and
23 Reeveston on July 4 from 2:00 to 8:00 p.m. for a block party. Sgt. Don Ponder
24 of Traffic stated he has checked the traffic in this area and it is one of the
25 main streets used and he recommended denial of the request. Mr. Anderson
26 moved the request be denied, seconded by Mr. Webb and on unanimous voice vote

27 the motion was carried. Ms. Ogren then requested -the time be changed to 2:00
28 to 6:00 p.m. Mr. Anderson moved the request be granted if strictly limited
29 from the hours of 2:00 to 6:00, seconded by Mr. Webb. The motion carried with
30 Mr. Meredith voting no.

32 Ms. Martha Kutche, R. R. I, Box 72, Fountain City, requested permission to
33 have a parade of approximately 100 persons dressed in pioneer clothing along
34 with 2 covered wagons and hand carts on July 26 at 10:30 a.m. The route would
35 be from the Madonna of the Trail in Glen Miller Park to North 11th and "A"
36 using only one of the traffic lanes. She noted she does have State approval
37 and the Mayor's .signature. This is to celebrate the Morman's arrival in Salt
38 Lake.

40 Mr. Anderson moved to approve the Morman Pioneer Day Parade as outlined, second-
41 ed by Mr. Webb. Sgt. Ponder recommended approval. On unanimous voice vote the
42 motion was carried.

44 Mr. Chuck Welling, 823 South Round Barn Road, President of the New Car Dealers,
45 requested permission to close the service drive between the Promenade and South
46 "A" and between 5th and 6th from July 15 through July 21 for an Automobile
47 Dealers Salathon. All dealers are participating with the exception of one and
48 all sales rooms will be shut. down. The Redevelopment Commission gave approval
49 to use the old Wayne Dairy lot. Jay Schultz, 7 Chestnut Drive, further re-
50 quested use for parking of the west side of South 6th and the east side of
51 South 5th. Chief Charles Chris recommended against using 5th Street. Sgt.
52 Ponder recommended approval without the use of South 5th. Mr. Anderson moved
53 to grant the request for temporary closing for the service drive located between
54 the Promenade and South "A" between 5th and 6th for the period of July 15
55 through 21; in addition thereto, remove the time limit and parking on 6th
56 Street in those areas where parking now is permitted on a restricted time basis
57 and that the Dealer's Association provide the City with a save harmless agree-
"' ment or insurance to the satisfaction of the City. Mr. Webb seconded and on
59 unanimous voice vote the motion was carried.

61 Chief of Police Charles Chris recommended that Officer Larry Walton be advanced
62 from the rank of Probationary Patrolman to that of Patrolman Technician on the
63 Richmond Police Department effective July 1, 1980 as he has successfully com-
64 pleted his probationary period. Mr. Anderson moved to accept the recommendation
65 of the Chief, seconded by Mr. Webb and on unanimous voice vote the motion was
66 carried.

1 Director of Community Development Tim Ryder presented a parital release for
2 Heritage Restorations for property located at 311 South 3rd. The original
3 loan included four (4) properties and this is a release for one of those pro-
4 perties. The property has been sold and full payment is being made. Mr. Webb
5 moved the request for the mortgage release be approved, seconded by Mr. Anderson
6 and on unanimous voice vote the motion was carried.

8 Mr. Webb presented a curb cut request from the Second National Bank to close the
9 old service driveway off South 5th and reduce the size of the drive on South 6th
10 Street. Traffic, Planning and Engineering Departments all recommend approval.
11 Mr. Webb moved for approval of the driveway request by Second National, seconded
12 by Mr. Anderson and on unanimous voice vote the motion was carried.

14 Mr. Meredith announced the Department of Transportation recommends awarding the
15 bids for street materials and gasoline & diesel fuel to the low bidders in each
16 of the following categories:

39 Mr. Anderson moved to accept the recommendation of Mr. Haynes, seconded by Mr.
40 Webb and on unanimous voice vote the motion was carried.

42 Richmond Concrete is the low bidder for concrete delivered or f.o.b. Mr. Anderson
43 moved to accept the recommendation of Mr. Haynes, seconded by Mr. Webb and on
44 unanimous voice vote the motion was carried.

46 Magaw is the low bidder for asphalt with the exception of hot bituminous concrete
47 f.o.b. which is Stone Valley. Mr. Webb moved that the primary contract for hot
48 bituminous concrete f.o.b. be awarded to Stone Valley and all other bituminous
49 street materials be awarded to Magaw as primary and Stone Valley as secondary,
50 seconded by Mr. Anderson. Mr. Anderson moved to amend the motion to make Magaw
51 secondary for hot bituminous concrete f.o.b. , seconded by Mr. Webb and on unani-
52 mous voice vote the motion was carried. Mr. Meredith called for the vote on
53 the amended motion and on unanimous voice vote the motion was carried.

55 Mr. Webb moved that the following companies be awarded the contract for gasoline
56 with all others being secondary: Regular - Warfield; no lead - Elstro; premium -
57 Warfield; #2 fuel oil - Warfield; #1 fuel oil - Warfield; #1 premium diesel fuel -
58 Warfield;#2 premium diesel fuel - Warfield; #1 regular diesel fuel - Elstro; #2
59 regular diesel fuel - Elstro, seconded by Mr. Anderson and on unanimous voice
60 vote the motion was carried.

62 Mr. Earl Chamness, Robbins-Matherly-Dils Agency, Inc. presented the following

7 Gentlemen:

9 Our insured A&D Excavating Company, Richmond, Indiana, has advised
10 our office that the two Conrail crossing signal lights are not in
11 their contract to relocate on this specific project.

13 We as the agent for the Cincinnati Insurance Company, insurer of
14 A&D Excavating Company, accept no liability in the event a loss
15 is incurred as the result of the hazard caused by the Conrail
16 crossing signal light.

18 Also, be advised that barricades, lights, or maintenance of same,
19 is not the responsibility of A&D Excavating for the two crossing
20 signal lights.

27 Mr. Chamness stated A&D's work will be completed by the 15th of July. A copy
28 of this letter went to Mr. William Niersbach and to the Department of Community
29 Development; however, Conrail did not receive a copy. Mr. Webb stated normal
30 practice is that the railroad does crossing work at the City's pleasure, such as
31 this instance, the City is responsible for closing the road or taking care of
32 the approaches to the crossing. Without reviewing the contract with Conrail
33 for that particular crossing, he assumes the City has to take care of it. Mr.
34 Meredith requested Mr. Webb get in touch with A&D and check as to the status
35 of those barricades and, if A&D has plans to remove those prior to Conrail's
36 working, then get in touch with the Street Department to make sure they are
37 properly barricaded at all times. Mr. Webb noted Conrail said they needed
38 one (1) week's notice to go to work on the crossings and they were given notice
39 three (3) weeks ago. As long as A&D is on the site, they are expected to co-
40 operate with other utilities.
