HomeMy Public PortalAbout06-19-1980 PC BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, JUNE 19, 1980 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met in 2 regular session June 19, 1980 at the hour of 9:00 a.m. in the Municipal Build- 3 ing of said City. Mr. Anderson presided with Mr. Webb present. Mr. Meredith 4 was in the hospital. The following business was had, to-wit: 5 6 Mr. Webb moved to approve the minutes of the previous meeting as prepared, 7 seconded by Mr. Anderson and on unanimous voice vote the motion was carried. 111 8 9 Rose Festival Chairman Jerry Haynes presented the Rose Festival Queen and her 10 Court. Queen Rene' Holthouse introduced her Princesses who presented the Board 11 and Clerk paperweights representing the 1980 Rose Festival. 12 13 Mr. Anderson examined proof of publication for gasoline and diesel fuel bids 14 and for Street Department materials bids and found them to be in order. Mr. 15 Anderson moved they be accepted, seconded by Mr. Webb and on unanimous voice 16 vote the motion was carried. 17 18 The following bids were received and recorded: 19 20 Warfield Oil Co. , Inc. Also provided is the original reproducible of the record 56 Plat Plan as required for right-of-way dedication of the Dillon 57 Drive and Winding Ridge Cul-de-sacs. The 50 foot wide street 58 easement as well as all utility easements are also a part of the 59 subject Plat Plan. Clifford 15 16 Mr. Webb moved that the construction surety be accepted, seconded by Mr. 17 Anderson and on unanimous voice vote the motion was carried. 18 19 Major Ron Chestnut read a letter form Chief of Police Charles Chris requesting 20 that Officer Harold Raver attend the Firearms Instructors Course at the Indiana 21 Law Enforcement Academy in Plainfield, Indiana on June 23, 1980 to July 3, 1980. 22 He noted the cost to the City will be for transportation only. Mr. Webb moved 23 for approval of the subject request, seconded by Mr. Anderson and on unanimous 24 voice vote the motion was carried. 25 26 Major Chestnut recommended acceptance of Probationary Patrolman Thomas W. 27 Blair from the Richmond Police Department due to personal reasons effective 28 June 13, 1980. Mr. Anderson moved to accept the resignation, seconded by Mr. 29 Webb and on unanimous voice vote the motion was carried. 30 31 Major Chestnut reported after reviewing the bids for a 1/2. ton pick up truck 32 the recommendation of the Police Department is to accept the bid submitted 33 by Tom Brookbank Chevrolet, Inc. for bid of $3,838 which includes a trade in. 34 Mr. Anderson moved to accept the bid of Tom Brookbank Chevrolet subject to 35 financing, seconded by Mr. Webb and on unanimous voice vote the motion was 36 carried. 37 38 Mr. Anderson announced a change in the meeting date for the Board of Public 39 Works and Safety. The Board will not meet Thursday, June 26 but will meet 40 Friday, June 27, 1980 at 9:00 a.m. The press was present and so informed. 41 42 Mr. Webb moved that the monthly report for May from the Radio Technician 43 be accepted and placed on file, seconded by Mr. Anderson and on unanimous 44 voice vote the motion was carried. 45 46 Mr. Webb presented Section 2 of Eastern Indiana Industrial Park which completes 47 the Industrial Park. This constitutes 38.52 acres and goes along with UDAG 48 construction. Mr. Anderson noted he has not seen the deed from EIIPCO to 49 EIIP. EIIPCO is holding up one of the documents needed. Mr. Anderson moved 50 that this matter be taken under advisement until satisfactory documents are 51 presented to our satisfaction, seconded by Mr. Webb and on unanimous voice 52 vote the motion was carried. It was noted the original annexation ordinance 53 (2768-1972) for this area requires that any time an additional structure is 54 built, the sanitary sewer on Hodgin Road must be checked. 55 56 Director of City Planning Bob Goodwin explained the fiscal plan for the pro- 57 posed annexation. He noted the area covers 34.58 acres southeast of town 58 bounded on the north by South "A" Street, on the east by Garwood Road and 59 So."C" Street, on the south by Backmeyer Road and on the west by Backmeyer 60 Trace subdivision. The area is 60% contiguous to the City and is in excess 61 of 60% subdivided. The area is zoned R-4 multi-family residential with 38 62 living units within the area with approximately 109 persons. The financial 63 figures show the approximate revenues from the area to the City General Fund 64 would be $6,473 per year and $1,075 per year to the Transportation Department. /y'7 Board of Works Minutes Cont'd. June 19, 1980 Page 5 1 The expenses over a three year period would run $5630 the first year, $5500 2 the second year and $5870 the third year. The income from this area does 3 exceed the expenditures. The Plan Department does recommend approval of the 4 fiscal plan. The fiscal plan would then go to Common Council in the form of 5 a Resolution. Any recommendation coming from this Board in no way should be 6 taken as whether you would vote for or against the annexation. 7 8 Mr. Anderson moved that the Board adopt the fiscal plan for the proposed 9 annexation, seconded by Mr. Webb and on unanimous voice vote the motion was 10 carried. 11 12 There being no further business the meeting was adjourned. 13 14 Edward N.
