BOARD OF PUBLIC WORKS AND SAFETY OF THE
CITY OF RICHMOND, INDIANA, MAY 29, 1980
1 The Board of Public Works and Safety of the City of Richmond, Indiana met
2 in regular session May 29, 1980 at the hour of 9:00 a.m. in the Municipal
3 Building in said City. Mr. Meredith presided with Mr. Anderson and Mr.
4 Webb present. The following business was had, to-wit:

6 Mr. Webb moved to approve the minutes of the previous meeting as prepared,
7 seconded by Mr. Anderson and on unanimous voice vote the motion was carried.

9 Mr. Ray Dickerson, 403 School Street, Centerville, and Ms. Wilma Walter,
10 1081/2 East School Street, Centerville, representing Zoo-op, presented a
11 check in the amount of $1,750. to Park Superintendent Don McBride. The
12 check will be given to City Controller Don Meredith to set up a fund for
13 winter quarters for animals in Glen Miller Park zoo.

15 A report was made on a request for a barricade on 1000 S.W. 1st Street to
16 restrict people using garden plots from entering off S.W. 1st. One main
17 concern was dirt on the street and the owner has put down gravel to prevent
18 this and has requested the users to keep the area clean. Mr. Webb stated
19 he had checked and the area is being cleaned. Mr. Webb moved that the
20 request for a barricade at 1000 S.W. 1st Street be denied, seconded by Mr.
21 Anderson and on unanimous voice vote the motion was carried.

23 Mr. Chuck McCracken, representing the YMCA, presented a copy of the 6th
24 annual quarter marathon race form to be held Saturday, June 28 at 6:30 p.m.
25 The race starts south•of the City on Salisbury Road and ends at the Court
26 House. He requested traffic assistance at South 5th & "G" and South 4th
27 & "A". Sgt. Don Ponder of the Traffic Department stated Traffic has ap-
28 proved the course and will give assistance on traffic control. Mr. Anderson
29 moved to grant the YMCA request for a marathon on June 28 as outlined,
30 seconded by Mr. Webb and on unanimous voice vote the motion was carried.

32 Deputy Director of City Planning Dan Dooley submitted a copy of a fiscal
III33 plan for a proposed annexation of 342 acres bounded by South "A" on the north,
34 Garwood and South "C" on the east, Backmeyer Road on the south and Backmeyer
35 Trace subdivision on the west. This plan sets forth the manner according
36 to State law and City annexation policy. The Plan Department expects the
37 Board to approve and adopt this fiscal plan as it will accompany the Common
38 Council Ordinance for annexation. Mr. Anderson moved the matter be taken
39 under advisement and study, seconded by Mr. Webb and on unanimous voice
40 vote the motion was carried.

42 Chief of Police Charles Chris presented a letter and recommendation of
43 acceptance that Sgt. Michael LaFuze resigned the rank of Acting Sergeant
44 and requested to return to the rank of Patrolman/Technician effective May
45 23, 1980 at 3:00 p.m. Mr. Anderson moved to accept the recommendation of
46 the Chief, seconded by Mr. Webb and on unanimous voice vote the motion was
47 carried.

49 Chief Chris presented a letter of resignation from Capt. Richard W. Smith,
50 effective at the close of duty on June 1, 1980. He .recommeded acceptance
51 of the resignation and that he be placed on the retired roll as of June 2,
52 1980. Mr. Webb moved that the subject retirement request be approved,
53 seconded by Mr. Anderson and on unanimous voice vote the motion was carried.

55 Director of Community Development Tim Ryder presented a mortgage release
56 for a loan granted to Neighborhood Preservation Services, Inc. for property
57 located at 225 No. 12th. Community Development's share of the loan was $10,000.
III 58 Through request and review of the property, the loan will be made to property
59 on South 4th owned by the same group instead. Mr. Webb moved that the
60 subject mortgage release be executed, seconded by Mr. Anderson and on unanimous
61 voice vote the motion was carried.
