Council Member Maciaszek and Council Member Nielsen were absent. City staff members present were Anette Spickard, City Manager; Bill Punkoney, City Attorney; BessieJo Wagner, City Clerk; Linda Stokes, City Treasurer; Kurt Wolf, Parks and Recreation Director;Rick Stein,Airport Manager;Traci Malvich,Human Resources Manager;Dallas Palmer, Police Lieutenant; Vlatko Jovanov,Network Administrator Also, in attendance were Anthony Pantera, MSBT Law; Amy Manning, III-A; Cliff Scheline, Senior Community Center Board of Directors Mayor Giles led the audience in the Pledge of Allegiance. APPROVE THE AGENDA Council Member Callen moved to approve the agenda as submitted. Council Member Holmes seconded the motion. In a voice vote all members voted aye, and the motion carried. CONSENT AGENDA Staff recommended approval of the following ACTION ITEMS. Items listed are considered routine by the Council and were enacted with one motion. 1. City Council Regular Minutes—March 11, 2021 2. Payroll Report for period ending March 5, 2021 3. AB 21-077 City Licenses Report to Council Per McCall City Code: Per McCall City Code Title 4 Chapter 9, the City Council has determined the City Clerk shall be delegated the authority to process and grant or deny all alcoholic beverage license applications, other than certain circumstances involving catering permits,which the city clerk shall review the application for catering permit for completeness and forward said application to the Police Chief. The Police Chief upon receipt of the application shall make a recommendation to the City Clerk to approve or deny the application.Whenever the City Clerk shall determine that an application for alcoholic beverage license transfer or renewal is complete, the City Clerk shall approve or deny such application. All decisions of the City Clerk shall be reported to the City Council at the next regularly scheduled City Council meeting after such decision. The City Clerk is also responsible for all processing of business, taxi, snow removal, pawnbroker, child daycare licenses, vendor permits, and public event applications. Please see the Clerk Report for the last two weeks. Action: Council review the License report. 6. AB 21-086 Council's Review of the Treasurer's Report as Required by IC 50-208: Treasurer's report of accounts and activity of office during the month of February 2021 regarding care, management or disposition of moneys, property, or business of the City. Action: The Council shall examine the report and determine whether additional information from the Treasurer is required. 7. AB 21-085 Request to Approve a Re-allocation of Local Option Tax Dollars for Friends of the Payette Avalanche Center: The Friends of the Payette Avalanche Center were awarded $8,500 for updates to the Granite Mountain weather station. The Friends were able to complete fixing the weather station for$8,136. They would like to apply the additional $364 toward repairs incurred in repairing a snowmobile needed for the forecasters. The Friends of the Payette Avalanche Center submitted a letter requesting the re-allocation of funds. Action: Approve the request from the Friends of the Payette Avalanche Center to re-allocate Local Option Tax fitnds of$136 toward the cost of repairs incurred on one of their snowmobiles and authorize the Mayor to sign all necessary documents. 8. AB 21-083 Request to Proclaim April 2021 as Fair Housing Month: The Idaho Department of Commerce asks each community in Idaho to publish a Fair Housing Proclamation each April to raise awareness of everyone's entitlement to Fair Housing.Title VIII of the Civil Rights Act of 1968 (Fair Housing Act), as amended, prohibits discrimination in the sale, rental, and financing of dwellings, and in other housing-related transactions, based on race, color, national origin, religion, sex, familial status (including children under the age of 18 living with parents or legal custodians, pregnant women, and people securing custody of children under the age of 18), and handicap(disability).Action: Proclaim April 2021 as Fair Housing Month in the City of McCall and authorize the Mayor to sign the proclamation. AB 21-082 Request to Proclaim April 6, 2021, as National Service Recognition Day: On National Service Recognition Day, thousands of local leaders take time to honor AmeriCorps members and Senior Corps volunteers by participating in recognition events, issuing official proclamations, and taking to social media in a nationwide show of appreciation. This initiative is led by the Corporation for National and Community Service (CNCS), the National League of Cities, the National Association of Counties, and Cities of Service and will take place on the first Tuesday of April each year. Mayors and city leaders, county officials, and tribal leaders across the country are using national service more and more to solve their community's toughest challenges. CNCS, America's leader in volunteering and service efforts,engages over 270,000 AmeriCorps members and Senior Corps volunteers in national service at more than 40,000 locations each year. Through partnerships with schools, faith-based groups, non-profits, and local agencies, national service members are embedded within the communities they serve, using their ingenuity and training to make a tangible, lasting impact. Whether responding to natural disasters, tackling the opioid epidemic, educating students for the 21 st century workforce, or supporting veterans and military families, AmeriCorps members and Senior Corps volunteers help local leaders make their communities stronger. Due to the COVID-19 Coronavirus pandemic, the committee recognition event normally held the first week of April has been cancelled. Clerk staff is working at finding another way to show gratitude to all of the City related volunteer committee members.Action:Proclaim April 6, 2021, as National Service Recognition Day and authorize the Mayor to sign the proclamation. Council Member Holmes moved to approve the Consent Agenda as submitted. Council Member Callan seconded the motion. In a roll call vote Council Member Holmes, Council Member Callan, and Mayor Giles all voted aye, and the motion carried. REPORTS AB 21-078 McCall City Prosecutor Annual Report to City Council McCall Deputy Prosecuting Attorney Anthony Pantera presented the annual report to the McCall City Council. In January 2017, the City of McCall entered into an agreement with MSBT Law, Crtd. to provide prosecutorial services. Annually, the Council requests that MSBT Law provide an annual report to the City Council. Mr. Pantera reported 2020 proved to be interesting and challenging with the 2-month pandemic shutdown of the court system and presenting virtually. He shared there was a change in Valley County judges, some decline in criminal charges due to less visitors, challenges with the mask mandate, and staffing changes in his office. He anticipates there will be a spike once the community gets back to a more normal way of life. The Council did not have any questions and thanked him for his service and report. AB 21-090 Idaho Independent Intergovernmental Authority (III-A) Insurance Group Annual Report to Council III-A Executive Director, Amy Manning, presented the annual report for the Trust which included total membership numbers, financial reports, benefit enhancements, and future goals. The Idaho Independent Intergovernmental Authority(III-A)provides medical,pharmacy, and vision benefits MCCALL CITY COUNCIL Page 3 of 10 March 25, 2021 Regular Meeting for eligible City employees. Council approved a 3-year membership with the III-A in August of 2018. III-A provides each member agency's governing board or council with a report each year detailing the prior plan year. Ms.Manning shared that Human Resource Manager Traci Malvich is a representative on the Board and has been selected to service as the Chairman of the HR Committee to the Board. She gave a brief overview of partnering agencies, plan benefits, financial information, coming changes and savings, Stop Loss costs, pharmacy rebates percentages, reserve history, medical renewal rates, administrative services with B1ueCross of Idaho and Innovative Rx, COVID-19 impacts,wellness screenings, and mental health programs. The Council shared that they felt encouraged by the report and thanked her for the presentation. Staff clarified the contract is up for renewal and a discussion will be coming before Council in the next couple of months. AB 21-087 Annual Report from the McCall Senior Community Center Cliff Scheline, Chair of the Senior Community Center Board of Directors, presented the Council with an update on the Center's activities over the past year. He reported that the pandemic closure made it a very difficult year. He provided the current mealtimes, which is an essential time for the community seniors for meals and social contact. He expressed gratitude for the assistance from Albertsons and stated that any food not used is redistributed to families in need around the community. The Center is looking forward to the parking lot replacement. The Council was glad to hear they are open again to serve the community seniors and thanked him for the report. PUBLIC COMMENT Mayor Giles called for public comment at 6:09 p.m. Hearing no comments, Mayor Giles closed the comment. PUBLIC HEARING AB 21-089 Request to Adopt an FY21 Budget Amendment Ordinance Mayor Giles opened the public hearing at 6:10 p.m. City Treasurer Linda Stokes presented the FY21 Budget Amendment Ordinance. She explained the budget amendment is for the appropriation of Fund Balances to complete Capital Improvement Projects and a small grant project that were not completed by the fiscal year end, September 30, 2020. The budget amendment for FY21 appropriates additional revenues of$1,142,471. The additional revenues are fund balance appropriations for Water Fund capital improvement projects and water MCCALL CITY COUNCIL Page 4 of 10 March 25, 2021 Regular Meeting meter / mxu repairs, and grant match for an Idaho State Historical Society Community Enhancement Grant awarded to the McCall Public Library in August 2020. The requested FY21 Budget amendment includes additional appropriations by fund and department necessary for the following list of projects: Library Fund - $1,195 net increase in appropriations • $1,195 Appropriated Fund Balance o Idaho State Historical Society Community Enhancement Grant match to purchase fire-proof file cabinets Water Fund - $1,141,276 net increase in appropriated fund balance for the following projects • Distribution—$835,141 o $35,000—Repairs Water Meters/MXU's o $704,220—Line Replacement—City Wide ■ Washington-Water Main Improvements (Construction and CE&I) ■ Alpine-Dawson Water Main Improvements (Construction and CE&I) ■ Davis Str. (Thompson to Lick Creek) Design ■ Hydraulic Model Calibration o $ 95,921—Booster Pump Station Improvements ■ Shore Lodge Booster Pump Station • Treatment—$306,135 • Legacy Intake Station The Council did not have any questions. Mayor Giles called for public comment at 6:14 p.m. There was no public comment given, verbal or written. Mayor Giles closed the public hearing at 6:15 p.m. It was explained to the Council that according to Idaho Code, four Council Members are needed to suspend the rules and pass the ordinance. Since there were only three Council Members present at the meeting, the motion would be to table the discussion to the next meeting. Council Member Callan moved to table the discussion and adoption of the FY21 Budget Amendment Ordinance to the April 8, 2021 City Council Meeting. Council Member Holmes seconded the motion. In a roll call vote Council Member Callan, Council Member Holmes, and Mayor Giles all voted aye, and the motion carried. BUSINESS AGENDA MCCALL CITY COUNCIL Page 5 of 10 March 25, 2021 Regular Meeting AB 21-084 Request Appointments to the Local Option Tax Commission City Clerk BessieJo Wagner presented the Local Option Tax Commission appointments. The Local Option Tax (LOT) Commission is comprised of two (2)members of different City advisory committees, one senior citizen representative, two (2) representatives from businesses in McCall, and two (2) at large residents of the city. Commission appointments are made for four (4) years from the date of appointment, and until their successors are appointed. The members of the LOT Commission have the responsibility to make specific recommendations for the funding of written requests for the use of the local option non-property tax revenues derived from the lodging taxes. There are currently two vacancies on the LOT Commission, one is for a business representative to finish the term vacated by Cami Callen and the other is for a City Advisory Committee representative to finish a term vacated by Michael Hayes.A notice ran a second time for two weeks in the Star-News and staff received two letters of interest. One from Yvette Will,a current business owner, and one from Todd McKenna, who is a member of the Golf Advisory Committee. Council Member Holmes moved to appoint Todd McKenna to the vacated position of City Advisory Committee Representative's term to expire June 2024 and Yvette Will to the vacated position of Business Representative's term to expire March 2024 of the Local Option Tax Commission. Council Member Callan seconded the motion. In a roll call vote Council Member Holmes, Council Member Callan, and Mayor Giles all voted aye, and the motion carried. AB 21-093 Request Approval of the Federal Aviation Administration Grant Application for design only of the East-West Taxiway(AIP 3-16-23-030-2021) Airport Manager Rick Stein presented the Federal Aviation Administration Grant Application for design only of the East-West Taxiway(AIP 3-16-23-030-2021).As part of the Taxiway Relocation Project,the"diagonal"taxiway was removed to increase the amount of leasable space in the infield area. To maintain the aircraft flow on the northeast ramp, staff has undertaken to create a project to construct a new replacement taxiway. The Federal Aviation Administration (FAA) may not have sufficient discretionary funding for construction in FY21, but upon grant acceptance, the FAA is legally required to provide the construction funds within 2 years. At the latest, staff expects the project to be funded and completed by October 15, 2022. The FAA has requested the City to apply for the entire project cost in this application. This grant application will provide $1,499,913.00 of Federal Airport Improvement Program(AIP)funding,$83,329.00 from the Airport Fund, and$83,329.00 from the State for a total of$1,666,571.00. Staff answered questions. Council Member Callan moved to approve the Federal Aviation Administration grant application of the East-West taxiway (AIP 3-16-23-030-2021) and authorize the Mayor to sign all necessary documents. MCCALL CITY COUNCIL Page 6 of 10 March 25, 2021 Regular Meeting AB 21-091 Request for Approval of Brown Park Playground Purchase agreement with Miracle Recreation (Garrett & Company) through a Sourcewell Cooperative Purchasing Program Parks&Recreation Director Kurt Wolf presented the Brown Park Playground purchase agreement with Miracle Recreation (Garrett & Company) through a Sourcewell Cooperative Purchasing Program. The Parks department received a Land and Water Conservation Fun Grant for$136,004 with matching funds from the City Local Option Tax in the amount of$61,492 and Capital CIP funds for a total of$332,496 to complete the playground replacement project at Brown Park. The project budget was developed to purchase and install the play structure and make necessary ADA access improvements to the facility and play structure.The balance of these funds after playground purchase will be applied to the construction costs associated with site access improvements. That work will be included in the fomal bidding process in April of 2021 for the Brown Park and E. Lake Street Shoreline improvement project being funded through the McCall Redevelopment Agency(MRA). The purchase agreement with Miracle Recreation (Garrett & Company) through the Sourcewell Cooperative Purchasing Program includes the purchase and installation of both the play equipment and playground surfacing material. Garrett & Company is the verified representing agency for Miracle in this region. The Sourcewell Cooperative Purchasing Program is a valid competitively solicited cooperative purchasing process used by many other municipalities in Idaho for playground and park construction procurement. Staff answered questions and the Council expressed their appreciation of the design. Council Member Holmes moved to approve the Brown Park playground purchase agreement with Miracle Recreation through the Sourcewell Cooperative Purchasing Program and approve the Mayor to sign all necessary documents. Council Member Callan seconded the motion. In a roll call vote Council Member Holmes, Council Member Callan, and Mayor Giles all voted aye, and the motion carried. AB 21-088 Request to Set the FY22 Budget Public Hearing Date and Location and FY22 Budget Work Session Meeting Schedule Discussion City Treasurer Linda Stokes presented the FY22 Budget Public Hearing and Work Session Meeting Schedule discussion. Each year, per Idaho Code §63-802A, no later than April 30, the City of McCall must set and notify the County Clerk of the date and location of the budget public hearing. Staff recommends the Council set the FY22 Budget Public Hearing for August 12, 2021 at 5:30 PM in the Legion Hall which is the Council's regularly scheduled meeting location. Each year during budget development the Council typically holds a budget work session in May, June, and July. Staff would like to discuss potential dates and then set the FY22 Council work session dates. Staff asked to set the FY22 Budget Public Hearing on August 12, 2021 at 5:30 PM in the Legion Hall and direct the Treasurer to notify the County Clerk of the date and location of the FY22 Budget Public Hearing. Council set tentative work session dates and times for FY22 budget development that will be reflected on the upcoming meetings schedule for further discussion at their April 8th meeting. AB 21-079 Request for Contract Award: 2021 Alpine-Dawson Street Water System Improvements Public Works Director Nathan Stewart presented the Contract Award for 2021 Alpine-Dawson Street Water System Improvements.During late February and early March,the Water Department, with assistance from SPF Water Engineers (project engineer), conducted formal bidding for the Alpine-Dawson Street Water System Improvements 2021 construction project. This project replaces approximately 914 linear feet of aged and undersized 4-inch water main with new, 8-inch PVC water pipe accompanied with new water services, meters, hydrants, and valves. The project is listed in the 2017 Water Master Plan's CIP. The bid opening occurred on March 11, 2021 and the City received three bids. SPF Engineering has completed a thorough review of the bids to determine the responsive low bidder and provided a bid tabulation and recommendation for the City to award the construction contract to Cougar Excavation,LLC.The draft Agreement has been reviewed by legal counsel. If awarded,the project will be completed by September 30, 2021. Staff answered questions. Council Member Callan moved contingent on the adoption of the FY21 Budget Amendment Ordinance to Award the construction contract for the Alpine-Dawson Water System Improvements — 2021 project to Cougar Excavation, LLC in the amount of $210,632.00; authorize the Mayor to sign all necessary documents; and authorize City staff to manage change orders up to 10% over the initial Contract amount. AB 21-080 Request for Contract Award—2021 MIP- Spring Mountain Boulevard CRABS Public Works Director Nathan Stewart presented the Contract Award for 2021 MIP - Spring Mountain Boulevard CRABS. During late February and March, the Streets Department, with the assistance of Horrocks Engineers, conducted formal bidding for the 2021 MIP—Spring Mountain Boulevard CRABS construction contract. The project (including all bid alternates) planned for approximately 1.5 miles of Cement Recycled Asphalt Base (CRABS)pavement rehabilitation for Samson Trail/Spring Mountain Boulevard from Deinhard Lane to Majestic View Drive. Additional project components include the cleanout and inspection of all cross-culverts to determine condition and replacement, if necessary, and a newly paved road surface with superelevated curves to improve overall safety for winter conditions. The City received one bid. Horrocks Engineers provided a letter summarizing the bid results and their recommendation for contract award to the responsive low bidder,Granite Excavation.After consultation with the City Treasurer,and because the low bid amount received exceeds programmed funding in the Streets LOT fund for this project, staff is recommending the award of the Base Bid and Bid Alternate#1 only, which would limit the northern extent of pavement rehabilitation to the intersection with Penstemon Place. Staff answered questions regarding the paving method, durability, and other paving priorities. Council Member Callan moved to award the 2021 MIP — Spring Mountain Boulevard contract to Granite Excavation in the amount of$1,059,389.87, authorize the Mayor to sign all necessary documents, and authorize staff to manage change orders up to 10% of the contract price. Council Member Holmes seconded the motion. In a roll can vote Council Member Callan, Council Member Holmes, and Mayor Giles all voted aye, and the motion carried. AB 21-092 Request to Proclaim April 10-16, 2021 as the Week of the Young ChildTM in the City of McCall by the Idaho Association for the Education of Young Children (IDAEYC) City Clerk BessieJo Wagner presented the Week of the Young ChildTM in the City of McCall by the Idaho Association for the Education of Young Children (IDAEYC)proclamation. The Mayor received a request from IDAEYC to Proclaim April 10-16,2021 as the Week of the Young ChildTM in the City of McCall. The IDAEYC is a non-profit organization with a mission to advance Idaho's early learning profession and advocate for children, families and those who work on behalf of MCCALL CITY COUNCIL Page 9 of 10 March 25, 2021 Regular Meeting young children. More can be learned about IDAEYC at https:Hidahoaeyc.org. The Council was in support of the proclamation. Council Member Holmes moved to proclaim April 10-16, 2021 as the Week of the Young ChildTM in the City of McCall and authorize the Mayor to sign the proclamation. Council Member Callan seconded the motion. In a roll call vote Council Member Holmes, Council Member Callen, and Mayor Giles all voted aye, and the motion carried. Covid-19 Update Police Lieutenant Dallas Palmer provided the Covid-19 update. He shared the latest information on the vaccine availability and that the mask enforcement has been minimal. He reminded the Council of the requirement to review the mask mandate order at the next meeting as it expires on April 11. The task force is working towards bringing staff back into the office. The State passed an order that took away cities power to enact emergency orders outside the city limits. City Manager Anette Spickard reported the decline in the number of cases. Upcoming Meetings Schedule Discussion Council discussed upcoming meetings.
