HomeMy Public PortalAbout04-03-1980 /43 BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, APRIL 3, 1980 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met in 2 regular session April 3, 1980 at the hour of 9:00 a.m. in the Municipal Building 3 in said City. Mr. Anderson presided with Mr. Webb present. Mr. Meredith was 4 absent. 5 6 Mr. Webb moved to approve the minutes of the previous meeting as prepared, 7 seconded by Mr. Anderson and on unanimous voice vote the motion was carried. 8 9 Building Commissioner presented the Bureau of Buildings report for March, 1980. 10 Mr. Anderson moved the report be approved, seconded by Mr. Webb and on unani- 11 mous voice vote the motion was carried. 12 13 Fire Chief Paul Mullin recommended the installation of fire hydrants at the 14 following locations: 15 16 a. South 45th and "A" Street 17 b. South 48th and "A" Street 18 c. South 48th Street - approximately 600 feet south of "B" Street 19 d. Old US 40 and Industrial Parkway 20 21 It was noted the cost to the City if $55.00 per year per hydrant. 22 23 Mr. Anderson moved to approve the recommendation of the Chief for the fire 24 hydrants at the locations as indicated, seconded by Mr. Webb and on unani- 25 mous voice vote the motion was carried. 26 27 Chief Mullin requested the attendance of himself and Deputy Fire Marshall 28 Smith at a seminar in Dayton, Ohio, April 11 put on by Chessie Railroad 29 system on hazardous materials. There will be no cost to the City. 30 31 Mr. Anderson moved to authorize the attendance of the two (2) firemen for 32 the seminar at Dayton, Ohio on April 11 on hazardous materials, seconded 33 by Mr. Webb and on unanimous voice vote the motion was carried. 34 35 Chief of Police Charles Chris requested that James W. Downs, 232 South 11th 36 Street be appointed as Special Police Officer for the Richmond Park Depart- 37 ment, effective April 3, 1980. Mr. Downs' police powers will be limited 38 to park property during hours assigned to him by the Park Department 39 Superintendent. 40 41 The Chief noted Mr. Downs has been a reserve and auxiliary officer and is 42 qualified to hold a special officer position due to his training. Park 43 Superintendent McBride requests Mr. Downs be hired to fill a vacant position 44 created by an officer joining the Sheriff's Department. 45 46 Mr. Webb moved the request be approved, seconded by Mr. Anderson and on 47 unanimous voice vote the motion be carried. 48 49 Mr. Bill Huntsman, representing the J. S. Sweet Co. , requested permission 50 to park a work trailer and sand trailer on lots 42 & 41 by the Twentieth 51 Century bridge. This company is doing repair work on the bridge and one 52 trailer is presently parked on the bridge causing some congestion. There 53 was a question-on the ownership of lot 42 and a representative of the Sweet 54 Co. will check at the Courthouse. It was noted the trailer should be 55 parked back from the intersection to avoid any site problem. Mr. Anderson 56 suggested an agreement should be drawn concerning the condition of the lot 57 at the time of completion of the project. Capt. Dan Wogoman of the Traffic 58 Department stated he would like to have the trailer off the bridge as soon 59 as possible and be twenty feet (20') south of the intersection. 60 61 Mr. Webb moved to give preliminary approval to park a trailer on lot 41 at 62 Richmond Avenue and North 5th Street with the trailer being twenty feet (20') 63 south of Richmond Avenue, subject to a final agreement being approved and sub- 64 ject to determination of ownership of adjoining lots, seconded by Mr. Anderson 65 and on unanimous voice vote the motion was carried. Board of Minutes cont'd. Page 2 April 3, 1980 1 Mr. Anderson noted Mayor Clifford Dickman has set the week of April 19 2 through April 26 as Clean-Up Week. The land fill will be open on April 3 19 and April 26. 4 5 It was noted Mr. George Sawyer was not present for the parade request, 6 Mr. Larry Bane was not present for the mud complaint on Richmond Avenue 7 and a date for nuisance hearings will be set next week. 8 9 There being no further business the meeting was adjourned. 10 11 Edward Anderson 12 Acting President 13 14 ATTEST: JoEllen Trimble 15 Clerk of the Board 16 17 After adjourment at 9:30 a.m. the Board met with the petitioner, George 18 Sawyer at 10:30 a.m. , who requested a parade permit for the Martin Luther 19 King Memorial Committee for the purpose of a memorial march to the Bethel 20 A.M.E. Church on Sunday, April 6, 1980 at 3:30 p.m. The route was des- 21 cribed as from the High School parking lot east on "G" Street Bridge to 22 5th, north on 5th to "B" Street and east to 6th. This route was approved 23 by Capt. Wogoman, who was present. 24 25 Mr. Anderson moved to approve the request, seconded by Mr. Webb and on 26 unanimous voice vote the motion was carried.
