HomeMy Public PortalAbout03-20-1980 /o, BOARD OF WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, MARCH 20, 1980 1 The Board of 'Public Works and Safety of the City of Richmond, Indiana, met in 2 regular session March 20, 1980 at the hour of 9:00 a.m. in the Municipal 3 Building in said City. Mr. Meredith presided with Mr. Anderson and Mr. Webb 4 present. The following business was had, to-wit: 5 6 Mr. Webb moved to approve the minutes of the previous meeting as prepared, 7 seconded by Mr. Anderson and on unanimous voice vote the motion was carried. 8 9 Attorney Andrew Cecere presented an agreement between Mr. & Mrs. George III 10 Reifenberg, as developers, and the City of Richmond &ailing for the improve- 11 ments to be made at the intersection of Flatley Road and Dana Parkway ex- 12 tended. The City has entered into negotiations with the Army Reserve for 13 the extension of Dana Parkway and sanitary sewer and water lines. North of 14 this property is sixteen (16) acres owned by Mr. & Mrs. Reifenberg who have 15 the possibility of developing a part of this land before December which is 16 the completion date between the City and the Army Reserves. The agreement 17 permits Mr. Reifenberg to go ahead and install this sanitary sewer on or be- 18 fore December and the City would reimburse this cost. Mr. Reifenberg will 19 grant a fifteen (15) foot,-easement for the purpose of roadway and instal 20 ling utilities. Mr. Reifenberg intends to construct the sanitary sewer from 21 Dana Parkway to the north of his property. He presented an agreement be- 22 tween the Reifenbergs and the City with regard to construction and instal- 23 lation of the sewer and granting of easement and granting to the sanitary 24 district of an easement running north and south from the proposed route of 25 their property which will become a part of the sanitary district. 26 27 Mr. Anderson noted the ordinance for the appropriation has not gone before 28 the State Board of Tax Commissioners. Mr. Meredith stated he will have the 29 public hearing this Friday and it will be two to three weeks before the 30 final approval is received. 31 32 Mr. Anderson moved to take this matter under advisement due to the appro- 33 priation status, seconded by Mr. Webb. III 34 35 36 Following discussion about bidding procedures, it was noted the amount does 37 not meet the amount needed for receiving bids. Therefore, Mr. Webb with- 38 drew his second and Mr. Anderson withdrew his motion. 39 40 Mr. Webb moved that the Board of Works execute the agreement with the 41 Reifenbergs at such time our funding is approved, seconded by Mr. Anderson. 42 Mr. Anderson pointed out this is the time the appropriation is received 43 and not when the Army pays the City. Mr. Anderson noted the agreement also 44 accepts the easements. Mr. Cecere retained the original executed easements. 45 46 On unanimous voice vote the motion was carried. 47 48 Chief of Police Charles Chris requested that Officers Donald Hazelwander 49 and Jon Chilcoate attend the Vehicle Crash Investigation Course at the 50 Indiana Law Enforcement Academy March 31 - April 4 at a cost to the City for 51 transportation only. 52 53 Mr. Anderson moved to accept the recommendation of the Chief, seconded by 54 Mr. Webb and on unanimous voice vote the motion was carried. 55 56 Chief Chris requested that Det. John Lantz and Sgt. Marshall Smith attend 57 a Police Planning and Research Methods Workshop conducted by the IACP March 58 24-28 in Williamsburg, Virginia at a cost to the City of $67.58 with the III59 balance paid by the Criminal Justice Planning Agency Grant #80D-01-04-014. 60 The total cost being $1,351.44. 61 62 Mr. Anderson moved to approve the recommendation of the Chief subject to 63 approval of the Controller forthe grant, seconded by Mr. Webb and on 64 unanimous voice vote the motion was carried. March 20, 1980 Page 2 1 Chief Chris announced the Richmond Police Department during the next three to 2 four weeks will be assisting the Union City Police Department in training two 3 (2) of their officers in our Investigating Department. 4 5 Capt. Dan Wogoman announced County Engineer Hank Gardner has advised work will 6 be starting April 1 on the 20th Century Bridge for a new deck and guard rails. 7 This will be done in three (3) segments and the bridge will not be shut down 8 to traffic but will be limited to one east bound and one west bound lane. 9 10 Mr. Everett Hapner presented a petition for Barrett Law Plan for properties ,. 11 located at 1116 and 1114 West Main. He stated he hasn't had a chance to talk 12 with the two (2) neighbors to the east at 1112 and 1110. After discussion on 13 Barrett Law procedure, Mr. Hapner withdrew his petition. 14 15 Mr. Mike Sherrow, representing Indiana State Teacher's Association and the 16 Indiana Association of Retarded Citizens, presented a route for Ride-A-Bike 17 for the Retarded. This is scheduled for May 3, 1980 at 1:00 p.m. and will 18 encompass fifteen (15) miles beginning at McGuire Hall, going through the 19 countryside west and returning to McGuire. The route has been used in the past 20 with no incidents. Capt. Wogoman gave his approval to the route. 21 22 Mr. Anderson moved to approve Ride-A-Bike for the Retarded on May 3rd at 1:00 23 p.m. as the route provided, seconded by Mr. Webb and on unanimous voice vote 24 the motion was carried. 25 26 Deputy Director of Communitiy Development Matt Nepote stated he is in the pro- 27 cess of preparing an application by April 30 for subsidy for the Transportation 28 Department. A, prerequisite is a public hearing which he requested be held on 29 April 17. 30 31 Mr. Meredith set Thursday, April 17 at 9:00 a.m. for the public hearing on 32 Section 18. 33 34 Mr. Nepote noted a similar application was filed for 1979 for $93,000 which 35 was expected to be forwarded from the Federal Highway to the State Planning 36 yesterday; however, he was informed it would take four (4) weeks to process 37 before the City would receive the money. 38 39 Mr. Nepote noted the personnel from Urban Transit at I. U. had a film they had 40 taken around the state, part of which includes the City of Richmond.
