BOARD OF WORKS AND SAFETY OF THE
CITY OF RICHMOND, INDIANA, MARCH 13, 1980
1 The Board of Public Works and Safety of the City of Richmond, Indiana met in
2 regular session March 13, 1980 at the hour of 9:00 a.m. in the Municipal
3 Building in said City. Mr.Meredith presided with Mr. Webb present. Mr.
4 Anderson was out of town on City business. The following business was had,
5 to-wit:

7 Mr. Webb moved to approve the minutes of the previous meeting as prepared,
8 seconded by Mr. Meredith and on unanimous voice vote the motion was carried.

10 There was no representative to present Ride-A-Bike for the Retarded, so
11 this request was not heard.

13 Mr. Loren Vance presented the following request from the Richmond Area
14 Rose Festival, Inc. -

16 Richmond Area Rose Festival, Inc. does hereby request permission
17 to hold and conduct a parade on Sunday, June 29, 1980 as follows:

19 Parade line-up area to be Glen Miller Park and Test Field, suject •
20 to approval by the Richmond Park Department Board and Richmond
21 School Board.

23 The Parade route, scheduled to start at 2:00 p.m. ,will begin at
24 22nd & Main Sts. at the Glen Miller Park entrance; travel west on
25 Main Street to North 16th and Main; North on 16th St. to North
26 16th & "A" Sts. ; west on North "A" St. to North 10th & "A" Sts. .
27 The Parade will disperse at this point with all units except bands
28 going north on 10th to North 10th & "E" Sts and will turn back
29 east on North "E" to return to the park. Bands will proceed
30 west on North "A" to their buses located at the Municipal parking
31 lot at the rear of the 600 Building.

33 Richmond Area Rose Festival also requests permission to use the
34 sidewalk areas between 11th & 13th Sts. on North "A" St. for parade
35 seating for all family members of Richmond Area Rose Festival, Inc. ,
36 and for public seating for sale by Richmond Area Rose Festival,Inc.
37 Seating will either be folding chairs or bleachers, subject to costs,
38 set-up conditions and requirements, etc.

40 Richmond Area Rose Festival will work closely with the Richmond
41 Police Department, Aid Ambulance, Richmond Fire Department, and
42 a local wrecker service to provide emergency facilities, etc.
43 Emergency decisions would be made by the Richmond Police Depart-
44 ment as the governing body.

49 It was noted the bands will disband at 10th and proceed with traffic lights
50 to the Municipal Building.

52 Traffic Capt. Dan Wogoman noted there are a few problems as far as staging
53 and these will have to be worked out.

55 In answer to Mr. Meredith's question concerning line-up places, Mr. Vance
56 noted North 22nd will be used, also. Mr. Vance stated there had been a
57 problem with floats lining up in the park as they got hit by branches on
58 trees and Chief Chrissuggested using the area'south of Main.

60 Capt. Wogoman noted South "A" street will remain open. The parade is
61 scheduled to start at 2:00 p.m. and will last approximately two (2) hours.

1 Mr. Meredith moved that the parade route as outlined be approved with the
2 starting time at 2:00 p.m. on June 29, 1980 and the terms be accepted as
3 outlined with the exr2ption that the staging, which is noted as being sub-
4 ject to the, Park Department and Richmond School Board, also be with the
5 approval of the Traffic Captain and South "A" Street is not to be closed
6 to traffic, seconded by Mr. Webb and on unanimous voice vote the motion
7 was carried.

9 Mr. Webb moved the Radio Maintenance Reports for January and February,
10 1980 be accepted and placed on file, seconded by Mr. Meredith and on
11 unanimous voice vote the motion was carried.

13 Major Ron Chestnut of the Richmond Police Department requested permission
14 for two (2) off duty officers to take a cruiser and escort the Richmond
15 High School basketball team to the regionals at New Castle Saturday,
16 March 15.

18 Mr. Webb moved the request be approved, seconded by Mr. Merdith and on
19 unanimous voice vote the motion was carried.

21 Capt. Wogoman noted an article in the Palladium-Item of March 12 had a
22 different starting point for the YWCA parade this Saturday than was ap-
23 poved by this Board. Capt. Wogoman will contact Gail-Waxman to confirm
24 this route.

26 There being no further business on motion duly made, seconded and passed
27 the meeting was adjourned.
