HomeMy Public PortalAbout01-10-1980 613 CORRECTED BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, JANUARY 10, 1980 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met in 2 regular session January 10, 1980 at the hour of 9:00 a.m. in the Municipal 3 Building in said City. Mr. Meredith presided with Mr. Anderson and Mr. Webb 4 present. The following business was had, to-wit: 5 6 Mr. Webb noted there are corrections to be made in the minutes of January 3, 7 1980. On line 32 strike "April 6 for a vacation day" and line 33 "for Easter". 8 On line 34 add "and set April 6 as a vacation day for Easter for those depart- 9 ments working on that day". On line 65 strike "straight" and "is equivalent 10 to" and line 66 strike "are part". Insert "uses a" after V-6 and "is the same" 11 after which. Page 2, line 2, add "on 6s". 12 13 Mr. Webb moved the minutes be approved and placed on file with the recommended 14 changes, seconded by Mr. Anderson and on unanimous voice vote the motion was 15 carried. 16 17 Director of Community Development Tim Ryder requested the Board approve the 18 plans and specs and set a bid date for construction of curbs, storm sewers, 19 guttering and pavement on South 16th and South "T" in the Needmore Addition. 20 Community Development has been advised by HUD to have this under contract as 21 soon as possible. A sanitary sewer has just been completed and this will be 22 a follow up of other requirements. Mr. Ryder pointed out two (2) special pro- 23 visions. When the sewer was put in, the street was destroyed because of con- 24 struction so an asphalt base was put in to hold the street intact. It is a 25 provision some of the base can be saved by the contractor. Also, the drain- 26 age from 15th to 16th needs easements granted from property owners and rail- 27 road:. The railroad has been contacted for permission for easements. 28 29 Mr. Webb moved that the plans and specifications be approved and the Board of 30 Works receive bids, seconded by Mr. Anderson and on unanimous voice vote the 31 motion was carried. Mr. Meredith set a bid date for January 24 at 10:00 a.m. 32 to receive bids. 33 Ms. Rosa Richard, Mobile Manor, appeared with residents of Newman Hill request- 34 ing salt and sand, gravel in chuckholes and a guard rail on the west side of 35 the west drive. She stated she was told the area was not in the city; however, 36 they do pay city taxes. She pointed out a problem with people dumping trash 37 in the area and parking in the gravel pit. There is no mail delivery as the 38 post office will not deliver until the roads are brought up to standard. Mr. 39 Webb stated the street was dedicated before the turn of the century and there 40 is no record where it has been vacated. Second District Councilman Marion 41 Williams accompanied the group and stated this is another area that has been 42 forgotten. He noted a big truck could not get up there but a small truck could, 43 and they should receive street maintenance as well as anyone else. Ms. Richard 44 stated the only services provided by the city are three (3) street lights and 45 trash pick up. 46 47 Mr. Anderson moved that the Board as a body inspect and investigate the situ- 48 ation as it has been described this morning and then make some recommendation 49 for any correction or cure of these problems, seconded by Mr. Webb and on 50 unanimous voice vote the motion was carried. 51 52 Mr. Webb presented a driveway petition from Mr. John Hammond, 2121 South 14th 53 Street, for a residential cut. Traffic, Plan and Engineering Departments re- 54 commend approval. Mr. Webb moved to grant the driveway petition, seconded by 55 Mr. Anderson and on unanimous voice vote the motion was carried. 56 57 Capt. Dan Wogoman requested placing a "NO LEFT TURN" sign at the intersection 58 of N. W. llth and Peacock Road, for southbound traffic due to Johns-Manville 59 exiting all their traffic onto N. W. llth. N. W. llth & Peacock is a very 60 dangerous intersection if you are trying to turn left off N. W. llth onto 61 Peacock and hopefully this will minimize the accident possibilities. 62 63 Mr. Webb moved that the request of the Traffic Department be approved, second- 64 ed by Mr. Anderson and on unanimous voice vote the motion was carried. January 10, 1980 Page 2 1 Chief Chris requested Patrolmen Thomas Cox and Danny McClure be temporarily 2 assigned to positions of Investigator effective Saturday, January 12, 1980. 3 Such assignments to continue until eligibility determined for Technical 4 Status under procedures of the Merit commission or other cause. Mr. Ander- 5 son moved to accept the recommendation of the Chief, seconded by Mr. Webb 6 and on unanimous voice vote the motion was carried. 7 8 Mr. Meredith set January 31, 1980 at 10:00 a.m. to hear a complaint under 9 the nuisance ordinance against Nelson Burton, 1900 North "E". 10 11 There being no further business the meeting was adjourned. 12 13 Donald E.
