Fire Chief Paul Mullin recommended Bobby Joe Farris and William Russell, who
have completed their one (1) year probationary period with the Richmond Fire
Department, be advanced to the rank of Fire Fighter, First Class, effective
November 3, 1979. Mr. Webb so moved, seconded by Mr. Anderson and on unani-
mous voice vote the motion was carried.

Traffic Captain Dan Wogoman recommended that the first block of South 17th
be converted from its present two-way system, to that of a one-way system,
southbound. There are a total of forty-three residences and two businesses
in this area. Thirty-one were in favor, five opposed, one no opinion, one
vacant and seven could not be contacted. This request will need Common
Council approval before becoming effective. Mrs. Cindy Anderson, 34 South
17th, appeared stating she agrees that traffic is a problem; however, she
feels the solution is to do away with the curb cut for McDonald's for this
street or "no left turn" from this exit. She noted there is especially a
problem on week-end nights and McDonald's has parked a car across this
exit at these times to prevent traffic on South 17th Street. She pointed
out that cars go faster on a one-way street. If the curb cut was closed,
she would go along with the one-way. Mr. Anderson moved to take the matter
under advisement, seconded by Mr. Webb and on unanimous voice vote the motion
was carried.

Major Gene Goodwin presented a letter from Chief Charles Chris stating he
has authorized Patrolmen Tom Cox, Mark Smith and Jon Chilcoate to attend
memorial services for Patrolman Gerald Griffin of the Indianapolis Police
Department on November 9 at 1:00 p.m. Patrol Car #252, displaying the
proper mourning insignia, will be deployed. Mr. Anderson moved to accept
the recommendation of the Chief of Police that these officers do attend
the memorial services, seconded by Mr. Webb and on unanimous voice vote
the motion was carried.

Mr. Webb moved the report for Radio Service for the month of October be
accepted and placed on file, seconded by Mr. Anderson and on unanimous
voice vote the motion was carried.
