CITY OF RICHMOND, INDIANA, OCTOBER 18, 1979
1 The Board of Public Works and Safety of the City of Richmond, Indiana, met in
2 regular session October 18, 1979 at the hour of 9:00 a.m. in the Municipal
3 Building of said City. Mr. Meredith presided with Mr. Anderson and Mr. Webb
4 present. The following business was had, to-wit:

6 Mr. Webb moved to approve the minutes of the previous meeting as prepared,
7 seconded by Mr. Anderson and on unanimous voice vote, the motion was carried.
89 Mr. Meredith stated the City of Richmond did advertise on September 15 and
10 22 that a public hearing for CORTA operating assistance would be held. "Let
11 it be a matter of record that on this 18th day of October, 1979 at 9:00 a.m. in
12 the Municipal Building, the City of Richmond held a public hearing on the
13 Section 18 Operating Assistance Project. The purpose of this hearing is to
14 afford any person, firm or agency the opportunity to comment on this application
15 in terms of its social, economic and evironmental impacts." Mr. Meredith will
16 act as hearing officer on this. Also present in regards to this matter was
17 Mr. Larry Merritt, Senior Planner, State Planning Services Agency, who stated
18 this act gives smaller cities the opportunity to apply for assistance in
19 transportation services. Small cities can now apply for up to 50% of the net
20 operating cost and 80% of administrative cost. Mr. Meredith stated this is
21 only for the boundaries included in the City of Richmond and covers a time
22 period from January 1, 1979 to December 31, 1979. Federal Grantsman Matt
23 Nepote stated he would like to submit the application as soon as possible as
24 we have an opportunity of receiving this money by the end of the year. The
25 total amount is $101,410.00 which is Federal, State and Local funding and
26 represents a percentage of the loss.

28 Ms Ann Brown, Planner of Social Services Planning Board, asked what provisions
29 had been made for busses for the disabled. Mr. Merritt stated that, pursuant
30 to the Civil Rights Act, small urban areas will provide accessable service
31 to the handicapped after July 2, 1979 with i of the peak hour fleet. However,
III32 a City can petition and not have to meet this requirement until July 1980.
33 Mr. Haynes stated he is waiting to get a copy of the Federal regulations so that
34 we can comply.

36 Mr. Meredith concluded the public hearing Section 18.

38 The Clerk read the following Resolution:

40 A RESOLUTION AUTHORIZING THE INSTITUTE FOR URBAN TRANSPORTATION (IUT) TO PERFORM
41 A TRANSIT EVALUATION PROGRAM (TEP) FOR THE RICHMOND TRANSIT AUTHORITY - CORTA OF
42 THE CITY OF RICHMOND, INDIANA, AT NO COST TO THE CITY OF RICHMOND, INDIANA,
43 OTHER THAN PARTICIPATION BY CERTAIN RICHMOND TRANSIT -AUTHORITY EMPLOYEES IN
44 COMPILING NEEDED INFORMATION OR DATA.

46 BE IT RESOLVED by the Board of Public Works and Safety of the City of Richmond,
47 Indiana, to-wit:

49 WHEREAS, the Institute for Urban Transportation of Indiana University is
50 conducting transit evaluation programs for certain public transportation systems
51 in the State of Indiana, at no cost to said public transportation systems, other
52 than the time spent by certain employees of said public transportation systems
53 in assisting the gathering of needed data and information for said evaluation
54 programs, and

56 WHEREAS, said transit evaluation programs is funded and paid for by the
57 U.S . Department of Transportation (UMTA) and by Indiana University.

59 NOW THEREFORE BE IT RESOLVED by the Board of-Public Works and Safety, that said
60 Institute for Urban Transportation (IUT), at no cost to the City of Richmond,
61 Indiana, other than participation of certain employees in assisting in the
62 gathering of needed data, is hereby given permission to perform and conduct
63 a Transit Evaluation Program for the public transportation of the City of
64 Richmond, Indiana; and that all pertinent City personnel are'hereby directed to
65 make reasonable effort to provide cooperative assistance for the conduct of
66 said Transit Evaluation Program.

1 That this Resolution shall be in full force and effect immediately upon its
2 adoption and passage.

4 Mr. Steve Dodge, Assistance Administrative Director of the Institute for
5 Urban Transportation, gave a presentation noting how the program was formed,
6 their goals, purposes, benefits and procedures. Four (4) cities have been
7 chosen for this study. The time period for the study is three (3) months,
8 which would start November 1. The program has two (2) phases which are (1)
9 evaluation and (2) funding. This is 100% outside funding with no cost to
10 the City. Ms Ina Sloan, representing Area 9 Agency on Aging and Ms Ann
11 Brown, Social Services Planning Board, requested elderly and handicapped
12 be included.

14 Mr. Anderson moved to adopt the Resolution as read by the Clerk, seconded by
15 Mr. Webb and on unanimous voice vote, the motion was carried.

17 Community Development Director Tim Ryder presented two (2) mortgage releases.
18 The first is for rehabilitation of a structure located on the southeast corner
19 of South 4th and "C" Streets. Community Development is now the first mortgage
20 holder and will become the second mortgage holder for the mortgage in the amount
21 of $21,000. The second release is a partial release of a mortgage for
22 Heritage Restoration, which is a blanket mortgage for four (4) structures. One
23 is being sold and, therefore, a partial release needs to be made. The amount
24 is $10,000 for the structure located in the 400 block of South 4th Street.

26 Mr. Anderson moved to authorize the releases, seconded by Mr. Webb and on
27 unanimous voice vote, the motion was carried.

29 Fire Chief Paul Mullin recommended the installation of a fire hydrant at 2200
30 U.S.. 27 South. This will be placed at the entrance to the Belden Office
31 Building and will also serve the nursing home and the Elks. Mr. Anderson
32 moved to accept the recommendation of the Chief, seconded by Mr. Webb and
33 on unanimous voice vote, the motion was carried.

35 Chief Mullin recommended permission be given to the Richmond Senior High
36 School to use two (2) fire trucks for the Homecoming Parade this evening
37 and to be on hand for security at the bonfire- being held at Glen Miller Park.
38 Mr. Anderson moved to accept the recommendation of the Chief which includes
39 security of the bonfire, seconded by Mr. Webb and on unanimous voice vote, the
40 motion was carried.

42 Mr. Webb presented a recommendation by the Street Light Committee through
43 Robert Rees, Commercial Manager of RP&L to install 8 175-watt post top street
44 lights on Cedar Cliff Road, Timberview Drive and Thornwood Court in Backmeyer
45 Trace Subdivision. This will increase the City billing $45.21 per month.
46 Mr. Webb moved for approval of the subject request, seconded by Mr. Anderson
47 and on unanimous voice vote, the motion was carried.

49 Mr. Webb presented two (2) curb cut requests. The first is from Richmond
50 Community Schools for two (2) curb cuts at Finley School located on South
51 5th and South "B" Streets. The School Corporation is making a Media Center
52 at this location. The request has approval of Plan, Traffic and Engineering
53 Departments. Mr. Webb moved for approval of the subject driveway petition,
54 seconded by Mr. Anderson and on unanimous voice vote, the motion was carried.
55 Mr. Webb presented a request from Mr. Jerry Baxter for a driveway on Lot #6
56 on Meadowbrook Road for a new house. Mr. Webb moved for_ approval of the
57 subject driveway petition, seconded by Mr. Anderson and on unanimous voice
58 vote, the motion was carried.

60 Mr. Webb presented a contract for the Conrail crossing at North 13th. The
61 work is off-system and 90% Federally funded with 10% local funding by Community
62 Development. The total cost is approximately $105,000. Mr. Webb noted 12th
63 Street has already been approved for grade crossing and signals and 15th Street
64 has been approved for grade crossing only. Mr. Webb moved for approval of
65 the subject contract, seconded by Mr. Anderson and on unanimous voice vote, the
66 motion was carried.

68 The Department of Weights and Measures report for September was presented.
69 Mr. Webb moved the report be accepted and placed on file, seconded by Mr.
70 Anderson and on unanimous voice vote, the motion was carried.

1 Mr. Meredith announced the specs for the construction of Sim Hodgin Parkway
2 enbankment repairs will be available by next Monday. Mr. Meredith set November
3 1 at. 10:00 a.m. to receive bids for this project.

5 Mr. Meredith announced that the Board has received a letter from the Palladium-
6 Item thanking the Board for their excellent cooperation and assistance in the
7 1st Palladium-Item paper race held October 13th.

10 meeting was adjourned.
