CITY OF RICHMOND, INDIANA, OCTOBER 11, 1979
1 The Board of Public Works and Safety of the. City of Richmond, Indiana, met in
2 regular session October 11, 1979 at the hour of 9:00 a.m. in-the Municipal
3 Building of said City. Mr. Meredith presided with Mr. Anderson and Mr. Webb
4 present. The following business was had, to-wit:

6 Mr. Webb moved to approve the minutes of the previous meeting as prepared,
7 seconded by Mr. Anderson and on unanimous voice vote, the motion was carried.

9 Mr. John Butler, 6599 State Road 227 North, requested permission to move a
10 garage from 440 W. Main to 314 North 14th Street. Mr. Grant Potter will be
11 the mover. Captain Wogoman gave approval of the Traffic Division of the
12 Police Department. The route will be N.W. 5th Street to Richmond Avenue,
13 east to North "E" to 14th. Mr. Anderson moved to authorize the moving of a
14 garage from 440 West Main to 314 North 14th Street on the route as described
15 on a date approved by the Traffic Division subject to a performance bond,
16 seconded by Mr. Webb and on unanimous voice vote, the motion was carried.

18 Capt. Dan Wogoman, Traffic Safety Division, recommended parking in the 1000
19 and 1100 blocks of North "A" Street, north side, be limited to two (2) hour
20 parking. This restriction will be from 9:00 a.m. to 5:00 p.m. except Sunday
21 and Holidays. Mr. Anderson moved to accept the recommendation of the Traffic
22 Safety Division, seconded by Mr. Webb and on unanimous voice vote, the motion
23 was carried.

25 Mr. Webb presented a driveway petition for Mr. Robert McGee at a residence
26 located at 1233 South 14th. This request has approval of Traffic, Plan and
27 Engineering Departments. Mr. Webb moved for approval of the subject petition,
28 seconded by Mr. Anderson and on unanimous voice vote, the motion was carried.

30 Mr. Webb presented a curb cut and driveway petition from Mr. Louis Jaffee for
31 3250 East Main Street. This site will be for construction of a Dominos Pizza
32 and Rax Roast Beef. The petition has approval of Traffic, Plan and Engineering
33 Departments and is subject to State Highway approval. Mr. Webb moved for
34 approval of the subject petition, seconded by Mr. Anderson and on unanimous
35 voice vote, the motion was carried.

37 The Wayne County Commissioners in November of 1978 had presented for Board
38 acceptance the section of South 4th Street, between Main Street and South "A"
39 Street. There was a problem with drainage at the intersection of South 5th and
40 "A" at this time and the Board was not ready to accept the street. This has
41 been corrected. Mr. Webb moved to accept South 4th Street between Main and
42 South "A", seconded by Mr. Anderson and on unanimous voice vote, the motion was
43 carried.

45 Major Ron Chest read a recommendation from Chief of Police Charles Chris stating
46 Sgt. Ron Williams has been certified by the Richmond Police Department Merit
47 Commission for promotion to the Acting rank of Lieutenant effective October
48 11, 1979. Mr. Anderson moved to accept' the recommendation of the Chief of
49 Police, `seconded by Mr. Webb and on unanimous voice vote, the motion was carried.

51 Major Chestnut read a recommendation from Chief Chris that Major Dudley Goodwin,
52 Captain James Hieger and Captain Steve Sanford attend the Administration and
53 Management of Small Police Departments Workshop in Nashville, Tennessee, October
54 22 thru October 26, 1979. The funding for this training is provided under a
55 Grant and the City's share is $88.96. Mr. Webb moved that the subject request
56 be granted, seconded by Mr. Anderson and on unanimous voice vote, the motion
III 57 was carried.
