BOARD OF PUBLIC WORKS AND SAFETY OF THE
CITY OF RICHMOND, INDIANA, OCTOBER 4,. 1979
1 The Board of Public Works and Safety of the City of Richmond, Indiana, met in
2 regular session October 4, 1979 at the hour of 9:0.0 a.m. in the Municipal
3 Building of said City. Mr. Meredith presided with Mr. Anderson and Mr. Webb
4 present. The following business was had, , to-wit:

6 Mr. Webb moved to approve the minutes of the previous meeting as prepared_
7 and place them on file, seconded by Mr. Anderson and on unanimous voice vote,
8 the motion was carried.

10 Mr. Larry Park requested permission for the RHS homecoming Parade to be held
11 October 18, 1979 at 6:00 p.m. with a line-up at 5:30 p.m. The route will be
12 North "A'' Street from 16th to 10th with line-ups on North 16th, 15th and 14th
13 Streets. There will be approximately 25 to 30 units. The parade will last
14 approximately 45 to 60 minutes. They are applying for State approval. This
15 has been discussed with the Traffic Department and a police escort. has been
16 secured. Captain Wogoman gave Traffic Department approval. Mr. Anderson moved
17 to approve the RHS Homecoming Parade on the date of October 18, 1979 from the
18 hours of 5:30 p.m. to 7:00 or 7: 30 p.m. on the route as designated, seconded by
19 Mr. Webb and on unanimous voice vote, the motion was carried.

21 Messrs. Robert Hampton and Robert Rhoads and Ms Patricia Ravinet, representing
22 the Wayne County Museum Board, requested limited parking on North "A" Street
23 between llth and 12th Streets. At the present time, there is all day parking
24 except for a yellow area in front of the Museum. The request is for two (2)
25 hour parking. Ms Ravinet noted there are many volunteers who are elderly. Mr.
26 Rhoads stated there are approximately 8200 visitors per year, with school
27 students being 50 to 60% of this number. The Museum is developing a village
28 square on their east gounds, which they are now using for parking, but it is
29 not consistent with the environment. In answer to Mr. Anderson's question
30 about long-range plans for parking, Mr. Rhoads noted they are checking properties
31 in the vicinity, but the prices have been excessive. Captail Wogoman noted in
III 32 this area limiting parking does not solve the problem, as people will continue
33 parking, taking a chance on receiving a parking ticket. Mr. Meredith noted
34 this request differs from the Museum's previous request as they are not
35 requesting limited parking on the north-south streets also. Mr. Anderson moved
36 to take this matter under advisement for a study, seconded by Mr. Webb and on
37 unanimous voice vote, the motion was carried.

39 Mr. Chuck McCracken, YMCA, appeared on behalf of the Palladium-Item for a
40 Fun Run to commemorate Newspaper Week of October 13. Mr. McCracken has the
41 County Commissioners and the Sheriff's Department approval. The run will be
42 held on October 13, 1979 between 9:00 a.m. and noon, starting at Earlham
43 down "G" Street to Abington Pike, turn to outside City limits. The Sheriff's
44 Department is providing traffic surveillance at the Test Road intersection and
45 the turn around point on Abington Pike. The run will be coming down Liberty
46 Avenue to "G", across the bridge and back to the College. They are requesting
47 no traffic control in the City as turns on streets are left-hand turns and they
48 will be on the sidewalks or the edge of the roads. They are expecting 100-
49 150 runners for a total distance of 10 kilometers or 6.2 miles. Mr. McCracken
50 stated they will use their volunteers for the intersections. There is no need
51 for the Traffic Department to provide any officers. Chief Chris recommended
52 having an officer to assist with the start of the race. Mr. Anderson moved to
53 approve the Fun Race on October 13, 1979 at the hour of 9:00 a.m. in recognition
54 of Newspaper Week on the route as outlined subject to one (1) officer at the
55 start of the race, seconded by Mr. Webb and on-unanimous voice vote, the motion
56 was carried.

58 Mr. Webb presented a request from RP&L Commercial Manager, Robert Rees, to
59 relocate 2 present 400-watt mercury vapor street lights located on existing
60 service drive between South 5th and 6th Streets, south to the proposed location
61 of the new service drive. This will involve no additional cost to the City.
62 Mr. Webb moved approval of the subject request to relocate the lights from
63 the old drive to the new drive between 5th and 6th Streets and between Main and
64 South "A", seconded by Mr. Anderson and on unanimous voice vote, the motion
65 was carried.

1 Fire Chief Paul Mullin recommended the appointment of Michael Foust to the
2 Richmond Fire Department as a Probationary Firefighter effective today. Mr.
3 Anderson moved to accept the recommendation of the Fire Chief for the
4 appointment of Michael Foust to the Fire Department as a Probationary
5 Firefighter, seconded by Mr. Webb and on unanimous voice vote, the motion
6 was carried.

8 Chief Mullin recommended the installation of a fire hydrant at 1411 N.W. llth
9 Street. This hydrant will be installed in front of the new Belden
10 trucking terminal at the end of the line going down N.W. llth and would be
11 available for Convenience Foods. The cost will be $53.00 per year with
12 no installation charge. Mr. Webb moved for approval of a fire hydrant at
13 1411 N.W. llth Street, seconded by Mr. Anderson and on unanimous voice vote,
14 the motion was carried.

16 Mr. Anderson moved the report from the Building Commission for September,
17 1979 be accepted, seconded by Mr. Webb and on unanimous voice vote, the
18 motion was carried.

20 Mr. Webb moved the report of the Radio Service Technician be accepted and
21 placed on file, seconded by Mr. Anderson and on unanimous voice vote, the
22 motion was carried.

24 Captain Wogoman noted construction work will begin on N.W. 5th Street from
25 N.W. "E" to the overpass the middle of the next week. The major part of the
26 project will start in March of next year.
