HomeMy Public PortalAbout09-27-1979 `{3 BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, SEPTEMBER 27, 1979 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met in 2 regular session September 27, 1979 at the hour of 9:00 a.m. in the Municipal 3 Building of said City. Mr. Meredith presided with Mr. Anderson and Mr. Webb 4 present. The following business was had, to wit: 5 6 Mr. Webb moved to approve the minutes of the previous meeting as prepared, 7 seconded by Mr. Anderson and on unanimous voice vote, the motion was carried. 8 9 Mayor Clifford Dickman appeared before the Board noting that a week ago today 10 at the annual meeting of the Indiana Association of Cities & Towns, Richmond 11 was chosen to receive one of the nineā€¢ (9) Community Achievement Awards. It 12 was an honor and he thanked the Board of Works and community for their part 13 in receiving this award. 14 15 Chief of Police Charles Chris recommended that Officer Jerold Hillard be 16 advanced from the rank of Probationary Patrolman to that of Patrolman 17 Technician on the Richmond Police Department effective September 27, 1979. 18 19 Mr. Anderson moved to accept the recommendation of the Chief of Police that 20 Officer Jerold Hillard be promoted from Probationary Patrolman to Patrolman 21 Technician, seconded by Mr. Webb and on unanimous voice vote the motion was 22 carried. 23 24 Director of Community Development Tim Ryder stated two (2) weeks ago the Board 25 received bids for the N. W. 5th Project and the low bidder was A&D Excavating 26 at $197,200. Community Development has received HUD concurrence and Mr. 27 Ryder has sent the necessary documents. He recommended awarding the contract to 28 A&D. The contract time will be for 360 days from next Tuesday. The documents 29 allow for some work to go on this winter at the contractor's descretion. Mr. 30 Webb moved that the N. W. 5th Street Project be awarded to A&D Excavating 31 Company, seconded by Mr. Anderson and on unanimous voice vote the motion was 32 carried. 33 34 Mr. Del Kloeker of Sieco, Inc. , the Engineering firm for traffic signalization, 35 presented a contract providing for the engineering services to analize traffic 36 signals in the City and utilizing federal funds for their contract. This is 37 100% federally funded. It provides for a study of twenty (20) intersections 38 with warrant analysis. The agreement is set up on a cost plus fixed fee basis 39 with the maximum not to exceed $80,848. Mr. Kloeker expects a 1981 contract. 40 Mr. Anderson moved to accept the Sieco contract for traffic signals, seconded 41 by Mr. Webb and on unanimous voice vote the motion was carried. 42 43 Mr. Webb presented a contract between the City and State for traffic signals. 44 Mr. Webb moved for approval of the City-State agreement in regards to the traffic 45 signal modernization program, seconded by Mr. Anderson and on unanimous voice 46 vote the motion was carried. 47 48 Mr. Webb presented a driveway petition on South 9th Street from Mr. Dan Stamper. 49 Mr. Stamper's previous petition was denied by the Board due to the location of 50 the drive being too close to State Road 227. He has re-applied moving the drive 51 back from the intersection. The petition now has approval of Traffic, Plan 52 and Engineering Departments. Mr. Webb moved for approval of the subject driveway 53 petition, seconded by Mr. Anderson and on unanimous voice vote the motion was 54 carried. 55 56 Chief of Police Charles Chris stated we have had under study for some period of 57 time a program of recodification of the Richmond Municipal Code. Several years 58 ago the Ordinances were codified, but they have not been up-dated or amended. 59 The penal code added infractions. In order to correct the Municipal Code, he 60 requested signing a contract with Anderson Publishing Company to publish a new 61 Municipal Code. Planning will not be included but all other Departments will. 62 This contract calls for the publication of fifty (50) manuals at a cost of $6770. 63 The Ordinances will be run through a computer to check any violation of State. 64 Statutes. Mr. Anderson moved that the contract be executed with Anderson Pub- 65 lishing Company, in which he has no interest, seconded by Mr. Webb and on unanimous 66 voice vote the motion was carried. Board of Public Works and Safety September 27, 1979 Page 2 1 Chief Chris stated it has been the custom of the City of Richmond to 2 designate the celebration of Halloween. He recommends that October 31 3 from 6:00 to 8:00 p.m. be so designated. Mr. Anderson moved to accept 4 the recommendation of the Chief of Police to have Halloween on October 5 31 from the hours of 6:00 to 8:00 p.m., seconded by Mr. Webb and on 6 unanimous voice vote the motion was carried. 7 8 Commercial Manager of RP&L Robert Rees presented a request for street 9 light installation in an alley located between Clear View Drive and N.W. 10 "B" Street. A resident had been paying for a dusk to dawn light there and 11 has chosen to have it removed. Mr. Rees stated the traffic' in this area 12 justifies the light. He does not have a written request from the Street 13 Light Committee, but has telephone approval. ' Mr. Anderson moved to approve 14 the placement of a street light at this location, subject to the Board 15 receiving a formal request from the Street Light Committee, seconded by 16 Mr. Webb and on unanimous voice vote the motion was. carried. The cost 17 to the City ,for this light will be $6.07 per.month. 18 19 There being no further business on motion duly made, seconded and passed 20 the meeting was adjourned. - 21 22 Donald E.
