HomeMy Public PortalAbout09-06-1979 37 BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, SEPTEMBER 6, 1979 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met in 2 regular session September 6, 1979 at the hour of 9:00 a.m. in the Municipal 3 Building of said City. Mr. Anderson presided with Mr. Webb present. Mr. 4 Meredith was out of town- on City business. The following business was had, 5 to-wit: 6 7 Mr. Anderson examined proof of publication for tree removal for the City of 8 Richmond and moved it be accepted and filed, seconded by Mr. Webb and on 9 unanimous voice vote, the motion was carried. 10 11 The following bids were received and recorded: Mid West Tree Company $120.00 12 per tree; Miracle Tree Service $55.00 per tree. 13 14 Mr. Webb moved the bids be taken under advisement, seconded by Mr. Anderson 15 and on unanimous voice vote, the motion was carried. 16 17 Mr. Anderson moved the minutes of August 30 be approved as received, seconded 18 by Mr. Webb and on unanimous voice vote, the motion was carried. 19 20 Ms Janet Kiger appeared to request parking signs for handicapped in front of 21 706 South 9th Street for Mr. John Bricker, who is disabled. Ms Kiger stated 22 the curb is painted yellow to the corner and she is requesting a space behind 23 the yellow curb. Mr. Anderson stated the guidelines for this type parking is 24 holding a handicapped license plate, which can be purchased from the State 25 of Indiana. Traffic Sgt. Don Ponder requested Ms Kiger make an appointment to 26 talk with him and he will explain the procedure. 27 28 Mr. Anderson stated he is sorry to report that there is no proof of 29 publication to receive bids on. the Community Development N.W. 5th Street 30 Project, therefore, it is not according to law. Community Development says 31 it will be advertised tomorrow so these bids will be opened next Thursday. 32 No bids have. yet been opened and bidders were advised they could take their 33 bids with them. Cain Lakes Gravel and A & D Construction bids were returned. 34 The Clerk will notify Mote Construction, who had no representative present, 35 of the situation. 36 37 Mr. Anderson stated bids were publicly/ opened last week for a fire truck 38 and taken under advisement, however, there was a bid that had been received 39 which was inadvertently placed in another department. This bid was received 40 before the advertised bid time. Mr. Anderson moved to, open this bid, seconded 41 by Mr. Webb and on unanimous voice vote, the motion was carried. The following 42 bid was received and recorded: Shamrock Emergency Vehicles $65,803.35 with 43 credit if chassis prepaid -$1,000 and miscellaneous loose equipment +$11,877.68. 44 Mr- Webb moved this bid be taken under advisement with the rest, seconded by 45 Mr.-Anderson and on unanimous voice vote, the motion was carried. 46 47 Mr. Anderson announced that' a portion of the bid from Cronk Fire & Safety 48 Equipment was not publicly read at the last meeting and it should be noted that 49 there was a separate page of listed equipment which is +$12,814 to their bid. 50 Mr. Webb moved this be `accepted seconded -by-Mr :Anderson.-and-on unanimous=voice 51 vote-, the motion was _carried. 52 53 Chief of Police Charles Chris recommended acceptance of the resignation of 54 Probationary Patrolman Roc Barrett from the Richmond Police Department effective 55 August 30, 1979. Mr. Webb so moved, seconded by Mr. Anderson and on unanimous 56 voice vote, the motion was carried. III 57 58 Chief Chris reported the traffic lights at the intersection of North 5th and 59 Main Streets have now been bagged for a period of thirty (30) days to observe 60 changing the traffic flow to make 5th Street through traffic and Main Street 61 eastbound stop. Since this period of time has elapsed, some action should 62 be taken. Based on observation and the Traffic Division haven g only a normal 63 amount of complaints,''l±he Chief recommends the signals be removed from the 64 intersection with north-south through and eastbound stop. There have been no 65 accidents at the intersection since the installation of the system. hoard of Works Minutes Cont. September 6, 1979 Page 2 1 Mr. Webb moved that the recommendation to remove the signals at North 5th 2 and Main Streets be approved and the intersection have a stop sign for 3 eastbound traffic only, seconded by Mr. Anderson and on unanimous voice vote, 4 the motion was carried. 5 6 Mr. Webb moved the report from the Bureau of Buildings for August, 1979 be 7 accepted and placed on file, seconded by Mr. Anderson and on unanimous voice 8 vote, the motion was carried. 9 10 There being no further business onmotion duly made, seconded and passed, the 11 meeting was adjourned. 12 13 Edward Anderson 14 Acting President 15 16 ATTEST: JoEllen Trimble. 17 City Clerk
