HomeMy Public PortalAbout08-30-1979 BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, AUGUST 30, 1979 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met 2 in regular session August 30, 1979 at the hour of 9:00 a.m. in the Municipal 3 Building of said City. Mr. Meredith presided with Mr. Anderson and Mr. Webb 4 present. The following business was had, to-wit: 5 6 Mr. Webb moved to approve the minutes of the previous meeting as prepared, III7 seconded by Mr. Anderson and on unanimous voice vote, the motion was carried. 8 9 City Attorney Ed Anderson examined the Pal-Item from Wednesay, August 22 and 10 found the publication for one motorized 1,000 gallon pumping engine (fire 11 truck) to be in order. Mr. Webb moved to approve the publication, seconded 12 by Mr. Anderson and on unanimous voice vote, the motion was carried. 13 14 The following fire truck bids were received and recorded: Richmond Mack 15 $76,405 which does not include some of the equipment; W.S. Darley & Co. 16 $62,794 with options of (1) credit if unit picked up at Melrose Park7$400 17 (2) top console control +$1,900 (3) chassis pre-payment -$1,200 (4) equipment 18 + $13,201; Cronk Fire & Safety Equipment $72,449 with credit if chassis prepaid 19 -$1,340; Centurion Fire & Safety Equipment, equipment only $12,947.03; 20 L & W Sales $ Service $74,722 credit if chassis prepaid -$4,500; FMC $68,446 21 with optional equipment +$12,831 and credit if prepaid -$1,600. Mr. Meredith 22 disclosed that he does own a few shares of FMC stock. 23 24 Mr. Webb moved. the bids be taken under advisement, seconded by Mr. Anderson 25 and on unanimous voice vote, the motion was carried. 26 27 Mr. Dimitri Chagares requested permission to park a personal car in a dead- 28 end alley in back of Olympian Candy, 625 Main Street. Mr. Chagares stated 29 there is a fence on one side of the area and Elder Beerman. His father is in 30 poor health and not able to walk in certain weather conditions to get to the 31 store. Police Sgt. Don Ponder stated this is still a dedicated alley and posted III32 "No Parking". He further stated other businesses in the area have complained 33 about parking in the alley and the Sanitation Department could not get through 34 to pick up trash. The Board felt they would be setting a precedent by allowing 35 this request. Mr. Anderson moved that the request be denied, seconded by 36 Mr. Webb and on unanimous voice vote, the motion was carried. 37 38 Mr. Ron Williams presented a public disclosure letter to the Board stating he 39 is a Police Officer with the Richmond Police. Department and has an interest in 40 a uniform supply business under the name of Sentry Uniform Supply located at 41 927 South 9th Street. This disclosure was made' under I.C. 35-44-1-3. . Mr. 42 Meredith stated this permits the City to do business with Sentry Uniform Supply 43 under the new State Statute. Mr. Anderson moved the letter be accepted of 44 record, seconded by Mr. Webb .and on unanimous voice vote, the motion was carried. 45 46 Mr. Webb read a letter from Belden requesting permission to extend a grassy 47 radius five feet beyond Belden property onto City property to preserve a Pin 48 Oak tree located across from Ratliff Street. There would be a six inch yellow 49 curb installed around the entire circumference of the tree. Mr. Webb moved the 50 request be granted, seconded by Mr. Anderson. Department of Transportation 51 Director Jerry Haynes requested a deflector be placed at the edge of the curb 52 in the area adjacent to the street at the time the curb is installed. On unanimous 53 voice vote, the motion was carried. 54 55 Mr. Webb presented a recommendation by the Street Light Committee to install 56 24 175-watt post top street lights and remove 6 250-watt street lights' on South III57 21st Street between "E" and "L". This increase will amount to $100.14 per month. 58 Mr. Webb moved the request be granted, seconded by Mr. Anderson and on unanimous 59 voice vote, the motion was carried. Board of Works Minutes Cont. August 30, 1979 Page 2 1 Mr. Webb stated be brought a list of streets to be accepted to update the 2 State mileage for maintenance. Some streets have been renamed and some have 3 been extended. This represents a total of eleven (11) which amounts to almost 4 one (1) mile of streets. He recommended the Board accept the difference in 5 mileage to get the fair share of gasoline taxes for the City. Mr. Webb moved 6 that the listed streets from last week -be accepted by the 'City for maintenance, 7 seconded by Mr. Anderson and on unanimous voice vote, the motion was carried. 8 9 Department of Transportation Director Jerry Haynes requested a route change on 10 the North 8th Street route. The recommended change is left from North 20th 11 to Hawkins and North 19th, turning right on North 19th and traveling to North 12 19th and "J", left on North "J" to North 16th and "J", turn left on North 13 16th to North "H", turn right on North "H" to North 15th, turn left on 15th 14 and resume former route. He further requested permission to install an 15 advance warning BUS STOP sign on the curve of North 20th Street. Sgt. Ponder 16 stated there is no problem with the sign. Mr. Webb moved that the request be 17 granted, seconded by Mr. Anderson and on unanimous voice vote, the motion was 18 carried. 19 20 Mr. Haynes stated that on investigation into the bids for bus shelters there is 21 no problem with delivery time for the manufacturer and they will stay with the 22 quoted delivery price of freight by using their own truck or a private hauler 23 under contract. 24 25 There being no further business on motion duly made, seconded and passed, the 26 meeting was adjourned. 27 28 Donald E.
