BOARD OF PUBLIC WORKS AND'SAFETY OF. THE
CITY OF RICHMOND; INDIANA, AUGUST 16, 1979
1 The Board of Public Works and Safety of the City of Richmond, Indiana, met
2 in regular session, August 16, 1979 at the hour of 9:00 a.m. in the Municipal
3 Building of said City. Mr. Anderson presided with Mr. Webb present. Mr.
4 Meredith was out of town. The following business was had, to wit:

6 Mr. Anderson moved to approve the minutes of the previous meeting as prepared,
11/ 7 seconded by Mr. Webb. Motion carried.

9 Mr. Anderson examined proof of publication for bus shelters and moved it be
10 accepted and placed on file, seconded by Mr. Webb. Motion carried.

12 The following bids were received and recorded for bus shelters: Michigan
13 Industrial Pkg. , Inc. Scyma Division, Grand Rapids, Michigan foz thirty -_ _-
14 (30) shelters at $2,597 each for a total of$87,810. F.O'.B"and Jennings Park
15 and School Equipment, Macatawa, Michigan in the amount of $2,725 each for
16 a total. of $87,810 delivered.

18 Mr. Webb moved to take these bids under advisement, seconded by Mr.
19 Anderson. Motion carried.

21 Mr. Bill Reifsteck, representing Mr. Don Goodwell.who is Chairman of
22 "Pioneer Days" at the Wayne County Museum, was present and requested '
23 "No Parking" be-.approved for the four (4) streets bordering the grounds of
24 the museum on September 9, 1979 from 1 to 5 p.m. for horse drawn conveyances.

26 Mr. Anderson moved to grant the request for "No Parking" on this date, subject
27 to approval from the Traffic Division of the Richmond Police Department,
28 seconded by Mr. Webb. Motion carried.

30 A stop sign request for N.W. 3rd and Pearl Street was, tabled as no one was
31 present to discuss the request. Mr. Anderson moved that the matter be
32 continued, seconded by Mr. Webb. Motion carried.

34 Mr. Bill Grotendick, 3223 Forest Drive was present and presented a sketch
35 and slides of a drainage problem in the Glen Hills area. Mr. Grotendick
36 requests that an 18" tile be extended, crushed rock dumped in to absorb the
37 force of the water, :and the -sanitary-sewer. capped and protected. The reason
38 `for--this being safety of the children, erosion problems and protection of
39 trees and shrubs, and to keep raw sewage from going into the springs at Glen
40 Miller Park. Mr. Webb concluded that a drop manhole installed beyond the
• 41 pipe to absorb the flow of energy, with an outlet at the bottom would resolve
42 the problem. Mr. Anderson asked if there was a timetable for completion of
43 this project. Mr. Webb stated that EPA funds are sometimes available for
44 sanitary sewers. Mr. Anderson moved that this matter be taken under advisement,
45 seconded by Mr. Webb. Motion carried. There was further discussion of the
46 possibility of some rock being dumped into this drainage area for temporary
47 relief of the problem.

49 Mr. Anderson set a bid date of September 6, 1979 at 9:00 a.m. for tree and
50 stump removal for the City of Richmond.

52 Mr. Anderson requested an extension of the Bus Bench Ad Contract with Bench
53 Ads of Indiana, Inc. to March 1980 for about ninety (90) benches. Mr.. Jerry
54 -Haynes, Director of Transportation was present and stated that these benches
55 had been kept in good repair and the advertisement on them was not
56 objectionable to anyone and he -was always consulted on their location. Mr.
III 57 Anderson moved to accept the extension of the bus bench ads contract,
58 seconded by Mr. Webb. Motion carried.

60 The following bids were received and recorded for 3 units, dump truck with
61 dump bed, snow plow and material spreader for the Department of Transportation:
62 Tom Brookbank Chevrolet $20, 774.85 each; Bob Ross Buick $21,777.00 each;
63 Fred First Ford, Inc. $21,967.00 each and Tri-State Ford Truck Sales $22,885.00
64 each.

1 Mr. Ed Collis, Truck Manager at Tom Brookbank Chevrolet was present and
2 indicated that a discount would be passed along for the 3 units. :-

4 Mr: Anderson moved to accept the recommendation of Mr. Haynes, Director of
5 Transportation, by accepting .the bid of Tom Rrookbank Chevrolet of $20,774.85,
6 seconded by Mr. Webb. Motion carried.

8 Mr. Webb presented several requests for street light changes. The first
9 being on South 1st Street between Main and "A" to install 3 250-watt
10 mercury vapor street lights and remove 6 400-watt mercury vapor street
11 lights. The reason being that the City street stops just south of "A"
12 Street and the owner of the old Starr Piano property has a cable across the
13 street preventing people from entering their property. This will amount to
14 a savings of $25.05 per month to the City. The second request being on
15 South 33rd Street from Dorothy Place to Backmeyer Road to install 3 175-watt
16 post top street lights. This would be an added cost of $17.07 per month to
17 the City.

19 Mr. Webb moved that the request be approved, seconded by Mr. Anderson. Motion
20 carried.

22 - Mr. Jerry Haynes presented a letter from Mayor Clifford J. Dickman regarding
23 utility cuts. The present policy has been in effect since July 11, 1979 at
24 approximately $200.00 per cut. This procedure applies to all parties making
25 a cut whether a public utility, private utility or private individual. Mr.
26 Anderson recognized that the plan had been under study for some time and there
27 was also an ordinance on the books regarding this plan.

29 Major Ronald Chestnut, Richmond Police Department, was present in the absence
30 of Chief Charles Chris and read a letter of resignation from Captain Scott Loper
31 effective August 15, 1979. A letter was read from Chief Chris recommending
32 acceptance of the resignation for the reason stated in Captain Loper's
33 letter. Mr. Anderson moved for acceptance of this resignation, seconded by
34 Mr. Webb. Motion carried.

36 -Mr. Anderson:_presented-the following declaration from the Mayor:

38 "By executive order I hereby declare than an emergency exists at
39 the site of the cave-in on Sim Hodgin Parkway."

41 "I am recommending that the Board of Public Works and Safety proceed
. 42 with speed and efficiency to have the necessary repairs made to the
43 roadway so that this much needed thoroughfare can be reopened to
44 traffic at the earliest possible date."

47 meeting was adjourned.
