CITY OF RICHMOND, INDIANA, AUGUST 9, 1979
1 The Board of Public Works and Safety of the City of Richmond, Indiana, met
2 in regular session August 9, 1979 at the hour of 9:00 a.m. in the Municipal
3 Building of said City. Mr. Meredith presided with Mr. Anderson present.
4 Mr. Webb was on vacation. The following business was had, to-wit:

6 Mr. Anderson moved to approve the minutes of the previous meeting as
7 prepared, seconded by Mr. Meredith and on unanimous voice vote, the motion
8 was carried.

10 Mr. Anderson examined proof of publication for a 2-22-ton dump truck with
11 dump bed, snow plow/hitch and material spreader and moved it be accepted
12 and filed, seconded by Mr. Meredith and on unanimous voice vote, the motion
13 was carried.

15 The following truck bids were received and recorded:. Richmond Mack, who
16 declined to bid; Tom Brookbank Chevrolet $12,074.85 with equipment from Robinson
17 Co.-._$10,214.00 or Gentry Equipment $8,700.00; Fred First Ford $21,967.00;
18 Tri State Ford Truck Sales, Inc. $22,885.00 with an alternate for mechanical
19 angle snow plow in lieu of hydralic deduct $330.00; Bob Ross Buick, Inc.
20 $21,777.00.

22 Mr. Anderson moved the bids be taken under advisement, seconded by Mr.
23 Meredith and on unanimous voice vote, the motion was carried.

25 Director of Transportation Jerry Haynes thanked the bidders present for
26 their interest in bidding.

28 Mr. Gregory Ball, 1343 Liberty Avenue, appeared and presented two (2)
29 letters from residents on Liberty Avenue requesting "..children playing" signs
30 around "L" Street and Test Road. He noted this is a 30 MPH speed zone, but
31 motorists do not adhere to this zone as the road appears wide open. .Mr.
32 Meredith pointed out that the "children at play" is no longer a standard
III33 sign authorized by the Uniform Traffic Control. Mr. Anderson noted there
34 are not very many speed limit signs in the area. Capt. Loper noted this area
35 is a part of Traffic's priorities and is worked more than people realize.
36 He noted further that additional speed limit signs can be placed in the
37 area. Mr. Anderson moved that the Traffic Division study this matter, and
38 if they find it is justifiable, that they install additional speed signs in
49 this area in the appropriate spot at their discretion, seconded by Mr.
40 Meredith and on unanimous voice vote, the motion was carried.

42 Fire Chief Paul Mullin reported on three (3) fire truck bids received the
43 19th of July. One bid was too high and other two were not according to
44 specifications. He, therefore, recommends the bids be rejected. The specs
45 have been revised and he recommends readvertising to receive bids at a later
46 date. Mr. Anderson moved to accept the recommendation of the Chief, which
47 means that we are rejecting the bid, and asked Mr. Meredith to reset the bid
48 date, seconded by Mr. Meredith and on unanimous voice vote, the motion was
49 carried. Mr. Meredith set a date of August 30, 1979 at 9:00 a.m.

51 Chief of Police Charles Chris requested that Det. Jack Myers attend the
52 Developing Police Computer Capabilities Workshop conducted by the IACP August
53 20 through 23 in Philadelphia, Pennsylvania. . Mr.. Anderson moved to grant the
54 Chief's request that Det. Myers attend this school, seconded by Mr. Meredith
55 and on unanimous voice vote, the motion was carried.

57 Traffic Capt. Scott Loper stated he has received no input or feedback for or
ill58 against his request to make the 400 block of S .W. 1st Street one-way south.
59 Mr. Anderson moved to recommend to Common Council that the 400 'block of S .W.
60 1st between "D" and "E" be made one-way south, seconded by Mr. Meredith and
61 on unanimous voice vote, the motion was carried.

1 Capt. Loper reported that late yesterday morning it was necessary to close a
2 portion of Sim Hodgin Parkway between the north traffic circle on Whitewater
3 Blvd. and Bridge Avenue due to a landslide on a section of that street.
4 He requested approval to close that section of road until repairs are made.
5 Assistant City Engineer Dan Planning stated two (2) trees,were lost in a
6 recent storm allowing the bank to slide in, making it hazardous to let any
7 traffic on it as any vibration can cause undermining of the pavement which
8 is now settling. Mr. Haynes stated it will need to be closed for a minimum
9 of thirty (30) days. Mr. Anderson moved to accept the recommendation of the
10 Traffic Department to close Sim Hodgin Parkway for the necessary repairs
11 for the safety of the citizens of Richmond, seconded by Mr. Meredith and on
12 unanimous voice vote, the motion was carried.

14 There being no further business on motion duly made, seconded and passed, the
15 meeting was adjourned.
