HomeMy Public PortalAbout08-02-1979 aS • BOARD OF PUBLIC WORKS AND SAFETY-OF THE CITY OF RICHMOND,'"INDIANA, .AUGUST 2, 1979 " 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met 2 in regular session August 2, 1979 at the hour of 9:00 a.m. in the Municipal 3 Building of said _City. Mr. Meredith presided with Mr. Webb present. Mr. 4 Anderson was on vacation. The following business was had, to wit: 5 III6 Mr. Webb moved .to approve the minutes of the previous meeting as prepared, 7 seconded by Mr. Meredith and on unanimous voice vote, the motion was carried. 8 9 Director of Transportation Jerry Haynes presented an addition of a service 10 route for CORTA to service East Main Street. and Holsapple addition. This will 11 be one (1) additional bus, ,beginning..Monday,. August 6, and will run six (6) 12 days each week, Monday through Saturday from 11:00 a.m..: to 4:45 p.m. Mr. 13 Webb moved that the new bus route be approved,seconded by Mr. Meredith and 14 on unanimous voice vote, the motion was carried. 15 16 A group of citizens in .the area of. the 2400. block of N.W. "A" and Main Street 17 appeared before .the Board to request help with water and sewage problems in 18 their basements. They noted at the. time of building of these homes, there 19 was no provisions for storm sewers. Appearing and explaining their 20 individual problems were: Mr. and Mrs. Thomas DeHaven, 2420 N.W. "A"; Mr. 21 and Mr. Ralph Kaeuper, 2400 N:W: "A"; Mrs. Jane Carnes, 2401'N.W. "B"; Mrs. 22 Josephine Porfidio, 2415 N.W. "B"; Mr. and Mrs. John Preble, 2425 N.W. "B"; and 23 Mrs. Gerald Strader, 2410 N.W. "A". Also, appearing with a problem was Mrs. 24 Kevin Harrell, 34 N.W. 17th. She stated she had been told that the Joseph 25 Hill storm sewer was connected .to the -sanitary sewer which serves her area. 26 Mr. Ed Goodknight, Superintendent. of the Sanitary District and Mr. Gordon 27 Moore, Maintenance Planner for the Sanitary District were present and stated 28 they will check the area to try to determine the problem and reach a solution. 29 30 Mayor Dickman stated trash is being dumped_-along City Streets and outlying 31 roads, particularly on Elks. Road and. on the way to the land fill. He has 32 requested all City Departments to turn in anyone they see-doing this or any 33 identification on the debris so these individuals-May- be properly dealt with. 34 35 Traffic Capt. Scott Loper recommended that the 400 block of Southwest 1st 36 Street be converted from its present twoway system 'to that of one-way 37 southbound. Mr. Meredith moved to take this. request under advisement until 38 next week, seconded by Mr. Webb and on unanimous voice vote, the motion was 39 carried. 40 41 Capt. Loper recommended .that the traffic signals at the intersection of 5th 42 and East Main Streets be turned off and bagged for a period of thirty days. 43 During this period a stop sign would be installed for' eastbound traffic 44 on East Main, thus allowing free uninterrupted. flow of north and south 45 traffic through the .intersection. During the thirty day period; the 46 intersection will be monitored and all feedback from the motoring and 47 pedestrian traffic will be recorded and presented to the Board for evaluation. 48 If, at the end of thirty days, it.is determined that traffic can move safely 49 and expeditiously through the intersection, Capt. Loper will recommend the 50 traffic signal be ordered removed. Mr. Webb moved to approve the request of 51 Capt. Loper to bag the signals and place a stop sign at 5th and East Main Streets 52 for eastbound traffic for a thirty (30) day trial period, effective when 53 RP&L and the Street Department can get stop and stop ahead signs installed, 54 seconded by Mr. Meredith and on unanimous voice vote, the motion was carried. 55 III56 Mr. Webb moved to accept and file the July 1979 report from 'the Bureau of 57 Buildings, seconded by Mr. Meredith and on unanimous voice vote, the motion 58 was carried. 59 60 There being no further business on motion duly made, seconded and passed; the 61 meeting was adjourned. 62 63 Donald E.
