BOARD OF PUBLIC WORKS AND SAFETY OF THE
CITY OF RICHMOND, INDIANA, JUNE 28, 1979
1 The Board of Public Works and Safety of the City of Richmond, Indiana, met
2 in regular session June 28, 1979 at the hour of 9:00 a.m. in the Municipal
3 Building of said City. Mr. Meredith presided with Mr. Anderson. and Mr. Webb
4 present. The following business was had, to-wit:

6 Mr. Webb moved to approve the minutes of the previous meeting as prepared,
7
8 seconded by Mr. Anderson and on unanimous voice vote, the motion was carried.
9 Assistant Fire Chief Claude Loudy appeared requesting Board approval for
10 installation of a 12,000 gallon LP gas system at Imperial Die Casting. This
11 request is under a 1967 Ordinance that adopted the Fire Prevention Code and
12 has met all requirements of the State Fire Marshall. This will be monitored
13 by the Fire Department and is a back-up system for natural gas.

15 Mr. Anderson moved to authorize the installation of a 12,000 gallon LP gas
16 tank for Imperial Die Casting, seconded by Mr. Webb and on unanimous voice
17 vote, the motion was carried.

19 Mr. Meredith set July 19, 1979 at 10:00 a.m. to receive bids on a fire truck.

21 Director of Community Development Tim Ryder requested a bid date of July 12,
22 1979 at 10:00 a.m. be set to receive bids for sanitary sewer work on South
23 16th Street. He submitted contract documents and plans for this project,
24 which includes a lift station. Mr. Meredith set 10:00 a.m. July 12, 1979 to
25 receive bids on the sewer.

27 Mr. Ryder submitted an agreement for Board approval with the. Redevelopment
28 Commission which says the Board agrees to vacation of the existing service
29 drive and vacation of a N-S alley between 5th and 6th and between Main and
30 South "A" which still exists on the property of Second National Bank and agrees
III31 to accept the new service drive. The funds will come from Redevelopment.
32 The Plan Commission agrees to accept the vacation and dedication if the Board
33 of Works does. The anticipated construction completion time is the end of
34 November.

36 Mr. Anderson moved to execute the agreement, seconded by Mr. Webb and on
37 unanimous voice vote, the motion was carried.

39 Major Ron Chesnut, Richmond Police Department, presented a recommendation from
40 Chief Charles Chris for attendance of Capt. Joseph,Nmitz at the 118th Session
41 of the F.B.I. National Academy, July 1 through September 14, 1979. Local
42 Agent in charge of the Richmond Office, Joe McDonald, gave background of the
43 Academy and stated Capt. Nimitz will be the sixth Richmond representative to
44 attend the Academy.

46 Mr. Webb moved that the request to send Capt. Nimitz to the F.B.I. Academy be
47 approved, seconded by Mr. Anderson and on unanimous voice vote, the motion was
48 carried.

50 Major Chesnut presented the following persons, who have been certified by the
51 Richmond Police Department Merit Commission for position of -Probationary
52 Police Officer and the recommendation of Chief Chris to hire these persons as
53 dates indicate: July 1, 1979: Larry L. Walton and Thomas W. Blair; July 15,
54 1979: Harl E. Boyce and Larry C. Harter; July 29, 1979: Philman H. Bickel
55 and Roc A. Barrett; August 12, 1979: Rebecca Caudill and Melody G. Truitt.

57 Mr. Anderson moved to accept the recommendation of Chief Chris that these
58 persons be hired as Probationary Police Officers as of the dates indicated,
59 seconded by Mr. Webb and on unanimous voice vote, the motion was carried.

1 Director of the Department of Transportation Jerry Haynes presented the
2 following recommendations for bids received on street material and gasoline:

4 Hot bituminous concrete layed be awarded to both bidders with Magaw
5 Construction primary and Stone Valley secondary.

7 Hot asphalt emulsion layed to Magaw Construction.

9 Hot bituminous concrete T.O.B . to both bidders with Stone Valley primary and
10 Magaw secondary.

12 Emulsified asphalt F.O.B. to Magaw.

14 Cold mix F.O.B. to both bidders with Stone Valley primary- and Magaw secondary.

16 Mr. Webb moved that the recommendation of Mr. Haynes be approved, seconded by
17 Mr. Anderson and on unanimous voice vote, the motion was carried.

41 Mr. Anderson moved to accept the recommendation of the Director of Transportation,
42 seconded by Mr. Webb and on unanimous voice vote, the motion was carried.

49 Mr. Webb moved that the recommendation of Mr. Haynes be approved, seconded by
, 50 Mr. Anderson and on unanimous voice vote, the motion was carried.

52 Gasoline:

54 Mr. Haynes recommended regular, no lead and super or premium grade gasoline be
55 awarded to both bidders with Farm Bureau being primary supplier and New Paris
56 Oil d/b/a/ Shera Coal & Oil being secondary. Mr. Haynes stated he is
57 anticipating a problem as the summer progresses and may have to take as to
58 , availability. All bidders have escalation clauses and by using bath. bidders
59 there may be enough supply.

61 Mr. Haynes recommended all three (3) bidders be used with #1 having Farm
62 Bureau the primary, Shera secondary and Elstro the third. #2 Farm Bureau
.63 the primary, Elstro the secondary and Shera third.

65 Mr. Anderson moved that the recommendation of Mr. Haynes be approved on
66 gasoline and fuel oil, seconded by Mr. Anderson and on unanimous voice vote,
67 the motion was carried.

1 Mr. Anderson stated he has received a request from the Attorney representing
2 Mr. Harold Mullins that his nuisance hearing be continued until July 12.
3 Mr. Meredith set July 12 for the hearing appearing as the last item on the
4 agenda.

6 Mr. Anderson requested a date be set for a nuisance complaint hearing against
7 John Dotson. Mr. Meredith set July 19, 1979 at 10:30 a.m. for this hearing.
