A RESOLUTION PLANNING FOR AN ASSISTED LIVING CENTER FOR
EXPENDITURES OF UP TO $18,000
WHEREAS, the City of Moab has for the last four years supported the plannmg and
development for an assisted livmg center as well as other related MAPS projects The
City has supported the effort by the expenditure of personnel time (over 300 hours) and
financial ($36,000) resources, and,
WHEREAS, the City of Moab has joined with Grand County in an mterlocal agreement
to assess the need for and to plan for the development of facilities for a continuum of care
for semors, and,
WHEREAS, to accomplish oversight and to provide public input, a committee, the Moab
Area partnership For Semors (MAPS) Committee, was established, representing a wide
range of community and technical views, and,
WHEREAS, the Grand County Hospital Distnct has purchased 28-plus acres, bounded
by 500 West do Williams Way, for the purpose of constructing a community/senior
center, a hospital with attendant doctors' offices and skilled care facility, an assisted
living facility and independent senior housing, and,
WHEREAS, the Grand County Buildmg Authority will begin construction of the
community/senior center in September 2004, and,
WHEREAS, the Moab Valley Health Care is actively seeking funds to construct the
proposed hospital, doctor's offices and skilled nursing cue facility, and,
WHEREAS, the City of Moab has set aside momes for the purpose of planning and
development of assisted livmg center, and
WHEREAS, the City of Moab has invested $30,000 toward the purchase of property for
the assisted livmg facility by an exchange of purchased services for land, and,
WHEREAS, the proposed expenditure of City funds of up to $18,000 dollars are to be
used for plannmg an assisted living facility and mdependent housmg, i e more
specifically to conduct a market survey, create pro forma documentation, research as to
finance, etc, estimate of operational and maintenance costs as well as future staffmg
needs and qualifications, and to plan for the administrative support for the assisted livmg
facility and attendant senior services m cooperation the Grand County Hospital District,
Grand County and the Moab Area Partnership for Semors (MAPS)
NOW THEREFORE, BE IT RESOLVED that the City of Moab approve the expenditure
of up to $18,000 dollars for the purpose of planning an assisted livmg facility and
mdependent senior housing, i e more specifically to conduct a market survey, create

performa documentation, research for funding, estimate of operational and maintenance
costs and future staffing needs and qualifications, and to plan for the administrative
support for the assisted living facility and attendant senior services in cooperation the
Grand County Hospital District, Grand County and the Moab Area Partnership for
Seniors (MAPS)
This Resolution shall take effect immediately upon passage
