BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, APRIL 26, 1979 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met 2 in regular session April 26, 1979 at the hour of 9: 00 a.m. in the Municipal 3 Building of said City. Mr. Meredith presided with Mr. Anderson and Mr. Webb 4 present. The following business was had, to wit: 5 6 Mr. Webb moved to approve the minutes of the previous meeting as prepared, 7 seconded by Mr. Anderson and on unanimous voice vote, the motion was carried. 8 9 Department of Transportation Director Jerry Haynes presented a recommendation 10 ' for increase of bus fares. The Mayor's Transportation Advisory Committee and 11 Transportation Committee of Common Council made the following recommendations for 12 fare increases: 13 1. Cash fare and token fare be increased to $.50 14 2. Tokens be sold only for "Ride-an-Shop" program of the Downtown Merchants. 15 (token cost $.50 each) 16 3. Free transfers to be eliminated at the time rate increase is implemented. 17 (recommendation for cost of transfer is $.25) 18 19 The Department of Transportation makes the following recommendations: 20 1. Cash fare and token fare be increased to $.50 21 2. Sale of tokens sold only to "Ride-an-Shop" program of the Downtown 22 Merchants. (token cost $.50 each) 23 3. Eliminate free transfers effective date of fare increase. Recommend 24 a $.10 each charge per transfer. 25 4. Sale of discount tokens to be stopped as soon as passed by the Board 26 of Works. 27 28 Mr. Anderson moved, having heard the recommendation of the Mayor's Transportation 29 Advisory Committee, Transportation Committee of Common Council and the Department 30 of Transportation, that the bus fare cash fare be increased to $.50 and that the 31 sale of tokens be sold only through "Ride-an-Shop" program at a cost of $.50 32 and that all existing tokens be recognized as the fare now effective April 30, 33 1979 and that all tokens sold immediately hereafter the passage hereof be at the 34 increased price, seconded by Mr. Webb and on unanimous voice -ote, the motion 35 was carried. 36 37 Chief of Police Charles Chris requested participation in the three (3) 38 following schools: 39 1. Capt. Cecil Loper and Officer Tom Bass attend a Vehicular Homicide, 40 DWI Conference sponsored by the National District Attorneys Association 41 and the Traffic Institute Northwestern University scheduled May 6 - 42 , May 10, 1979 at Chicago, Illinois. 43 2. Capt. Terrell LaFuze attend a one day Controlled Drug Seminar 44 sponsored by Hook Drugs, Inc. on May 17, 1979 at Indianapolis. 45 3. Lt. Edward Bratton and Chief Charles Chris attend a Criminal Justice 46 Symposium at Merrillville, Indaina sponsored by Lake County Coroner's 47 Office in cooperation with Indiana University May 13 through May 17, 1979. 48 49 Mr. Webb moved that the three requests as presented by Chief Chris be approved 50 as outlined in his memos, seconded by Mr. Anderson and on unanimous voice ,vote, 51 the motion was carried. 52 53 City Engineer George Webb presented a curb cut request from Belden on U.S. 27 54 South. This request also requires State Highway approval. This has approval 55 of Traffic, Plan and Engineering Departments. Mr. Webb moved approval of the 56 curb cut request for the new Belden office complex, seconded by Mr. Anderson 57 and on. unanimous voice vote, the motion was carried. 58 59 A request was presented from the StreetLight Committee. of Common Council 60 requesting eight (8): 250-watt street lights in the following locations: (1) South 61 "Q" east of South 9th; (3) South 20th and 21st Street south of "L"; (1) 62 Hibberd Drive south of "0"; (2) South llth north of "0"; (1) North 13th between 63 "E" and the railroad. : c,L Board of Works Cont. April 26, 1979 Page 2 1 Mr. Anderson moved to take this request under advisement, seconded by Mr. 2 Webb and on unanimous voice vote, the motion was carried. 3 4 Mr. Anderson examined proof of publication for the sale of twin coach bus 5 parts and found it to be in order. Mr. Webb moved the proof of publication 6 be accepted and placed on file, seconded by Mr. Anderson and on unanimous 7 voice vote, the motion was carried. 8 9 Mr. Meredith stated the procedure;-:. to be followed is that the ad calls for 10 sealed bids and anyone submitting. a sealed bid would have the right to 11 raise their bid. 12 13 The following bids were received and recorded: All National True Holiness 14 Tabernacle, Pastor Keith Dixon, $150.00. There was not a representative present 15 for this bid; Mr. Jim Ladd, Custom Products on behalf of William Mishoe, 16 Associate Pastor of Folly: Beach Baptist Church $300.00. Mr. Ladd was present. 17 • 18 Mr. Webb stated $300.00 is rather low for the parts involved. Mr. Anderson 19 moved all bids be rejected, seconded by Mr. Webb. The motion carried with 20 Mr. Meredith voting no. 21 22 Mr. Webb recommended readvertising and contacting all bus buyers of the Board's 23 action, giving all parties a second chance to rebid by lot. Mr. Anderson 24 recommended a public auction selling item by item. 25 26 Mr. Anderson moved to sell the bus parts per item at a public auction at a 27 date as set by the President. of the Board, seconded by Mr. Webb and on unanimous 28 voice vote, the motion was carried. It was noted pre bidding will be allowed 29 and Mr. Meredith set June 2 at 10:00 a.m. at the Department of Transportation 30 as the date of the sale. 31 32 There being no further business-.oir:-motion duly made, seconded and passed, 33 the meeting was adjourned. 34 35 Donald E.
