CITY OF RICHMOND, INDIANA, APRIL 19, 1979
1 The Board of Public Works and Safety of the. City of Richmond, Indiana, met
2 in regular session April 12, 1979 at the hour of 9:00 a.m. in the Municipal
3 Building of said City. Mr. Meredith presided with Mr. Anderson and Mr. Webb
4 present. The following business was had, to-wit:.

6 Mr. Webb moved to approve the minutes of the previous meeting as prepared,
7 seconded by Mr. Anderson and on unanimous voice vote, the motion was carried.

9 Chamber of Commerce Secretary Jack Shaffer and Dr. Max Bailey, Chamber
10 Chairman of Clean Up Week, along with Mayor Clifford Dickman appeared before
11 the Board with the following agenda for City-wide Clean Up Week:

13 Gorge Clean Up - April 28 with a rain date of May 5
14 (1) City will provide two trucks for Gorge Clean Up
15 (2) Gorge Clean Up Headquarters - Fire Fighters Training Ground
16 (3) City staff and employees invited to join in on day's activity.
17 (4) Many Community Civic & Service groups have been invited.
18 •(5) Time - 8:30 a.m. to 4:00 p.m.

20 City-wide Clean Up Week
21 (1) Landfill is extending hours from 8:00 a.m. to 4:00 p.m. Monday
22 through Friday and Saturday, May 5 from 10:00 a.m. to 4:00 p.m.
23 (2) Park & Street Departments are providing trucks to cruise the
24 city for large pickups (items other than normal trash) Monday
25 & Tuesday. Just sit items at street for pickup.
26 (3) Neighborhoods are encouraged to clean up alleyways and streets
27 of winter debris, gravel, trash, etc.
28 (4)' Let's prepare our community for a great Rose Festival

30 Mayor Dickman thanked the Chamber for doing this project. He requested persons
31 taking loads to the landfill to have their trucks covered.

III 33 Mr. Anderson stated that, whereas, the Richmond Area Chamber of Commerce and
34 the City of Richmond recognize Clean Up Week as the week of April 28 through
35 May 5 involving clean up of the Gorge and the City of Richmond in general;
36 now, therefore, I move that the Board of Works cooperate with the City
37 Departments and allow any and all use of any of its equipment for this purpose,
38 seconded by Mr. Webb and on unanimous voice vote, the-motion was carried.

40 Mr. Tom Austerman, representing a Rose Festival Committee, appeared before the
41 Board. He stated there will be an Arts and Crafts Festival on the Promenade
42 during the festival from noon June 20 through 6:00 p.m. on June 23. The
43 Promenade will be limited to Arts and Crafts and he requests permission to
44 use either the coves or parking along the yellow curb lines at the intersections
45 for food booths. There will be fifty-two (52) booths including ten (10)
46 food booths. Mr. Meredith stated there has been a problem in the past with
47 electrical cords across the public sidewalks. He would like to see these cords
48 placed overhead. He further stated there will be no parking provided for the
49 vehicles of exhibitors and this will be enforced by the Traffic Department.
50 Chief of Police Charles Chris requested a width limit be established. Capt.
51 Scott Loper stated 88" is the legal width of a vehicle. He further stated 9'
52 is allowed for parking and a car only takes up 7'. Mr. Anderson stated the
53 Board designated areas and the Committee should check with Traffic as to the
54 exact location. Mr. Austerman stated set up time would begin at'9:00 a.m.
55 on Wednesday, April 20 and he will consult Capt. Loper as to where the vehicles
56 should be placed. Capt. Loper suggested taking parking off of the area -half way
57 between the service drive and the Promenade.

59 Mr. Anderson moved that the Board approve the allocation of these specific
60 locations for parking area to the public be designated for the use of the
61 Promenade 'Activities Committee food booths on the southeast side of 6th Street
62 south of the Promenade, northeast and northwest sides of 7th Street north of
63 the Promenade; southeast and southwest of 8th Street south of the Promenade;

1 northeast and northwest of 9th Street north of the Promenade and northwest
2 side of 10th Street north of the Promenade. being % length of the block
3 between the corner and the service drive or the loading zone and two (2)
4 parking spaces as determined by the Traffic Department; and that the units
5 to be placed in such areas be subject to approval of the Traffic Department
6 as to location and width and other concerns, such. as electric cords, etc. ,
7 not be permitted to stretch on public sidewalks; ,=and that the dates be
8 designated as June 20 through June 23 and that within the opinion of the
9 Traffic Department whether such units may remain over night, seconded by Mr.
10 Webb and on unanimous voice vote, the motion was carried.

12 Messrs. Robert & Thomas Wright appeared to request permission to move a
13 garage from 1136 North "J" to 121 N.W. "E" Street. The garage is 18' x
14 16' x 12' high. The route will be worked out with the Traffic Department.

16 Mr. Webb moved for approval of the garage moving by Thomas Wright from 1136
17 North "J" to 121 N.W. "E" Street subject to a permit being issued by the
18 Bureau of Buildings for moving such structure, proper zoning clearance on
19 proposed location, a permit from the Bureau of Buildings for construction
20 on the property, proper arrangements by all utilities one (1) week in advance
21 of the moving and all necessary arrangements being made with the Traffic
22 Department one (1) week in advance of the moving; also, the permit from the
23 Bureau of Buildings does provide"-for a suitable bond, seconded by Mr. Anderson
24 and on unanimous voice vote, the motion was carried. Mr. Anderson stated the
25 application has to go to the Park Board as the route should be checked as far
26 as tree limbs.

28 Mr. Webb stated Lingle Real Estate has requested to build a curb from their
29 drive along U.S. 40 West to Salisbury Road which is approximately 130° long
30 to keep people from driving across the berm and damaging their grass. The
31 Traffic Department and Engineering Department have given approval. The curb
32 does meet City standards. The Street Department will have to do a minimal
33 amount of street work between the present surface and new curb. Mr. Haynes has
34 been contacted and will be able to do the necessary paving work to blend in
35 the gutter line with the existing road surface. This is the west curb line
36 on Salisbury Road.

38 Mr. Anderson moved to approve the proposed curb on Salisbury Road by the
39 Lingle property as presented, seconded by Mr. Webb and on unanimous voice
40 vote, the motion was carried.

42 Mr. Meredith stated he has received three. (3) nuisance complaints and set
43 May 10 at 10:00 a.m. to hear those complaints.

45 There being no further business on motion duly made, seconded and passed, the
46 meeting was adjourned.
