BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, APRIL 5, 1979 1 The Board of Public Works and Safety of the City of Richmond, Indiana met in 2 regular session April 5, 1979 at the hour of 9:00 a.m. in the Municipal • 3 Building of said City. Mr. Meredith presided with Mr. Webb present. Mr. 4 Anderson was absent. The following -business was had, to wit: 5 6 Mr. Webb moved to approve the minutes of the previous meeting as. prepared, • 7 seconded .by Mr. Meredith and on unanimous voice vote, the motion was carried. 8 9 Mr. Roy Wagner, Parade Marshal , presented a request and route for the Tarum 10 Shrine parade to be held Saturday, August 11. The route is the same as was used 11 the last two (2) years with line up on North 20th and 21st Streets; west on Main 12 Street to 16th; north to North "A"; west on "A" to 10th; north on 10th to North 13 "E"and return to the park area. There will be approximately eighty (80) units. 14 Mr. Wagner also stated the Shrine Circus will be held this year August 14 at 15 the County Fair Grounds. Capt. Loper approved the route. Mr. Webb moved for 16 . approval of the Tarum Shrine Parade for August llth in accordance with the route 17 submitted with the request, seconded by Mr. Meredith and on unanimous voice vote, 18 the motion was carried. 19 20 Mr. Lewis Klus, 31 South 17th Street, Trustee for REACT, appeared for the Heart 21 Fund Bucket Brigade. The areas for this project are 8th and the Promenade, 22 9th and the Promenade, N.W. 5th and Main, East 18th and Main, and East 22nd and 23 . Main. When traffic is stopped for the stop light, they will solicit the occupants. 24. This will be held May 13 from 9:00 a.m. to 5:00 p.m. Mr. Meredith stated City 25 Attorney Ed Anderson has checked and this form of solicitation is not in 26 violation of the State Statutes. Capt. Loper stated he is not opposed to the 27 project but would like stipulations. All persons soliciting must be adults, 28 must wear jackets and REACT shall enter into a hold harmless agreement with 29 the City. Mr. Webb moved that the Heart Fund solicitation be approved for the 30 13th of May between the hours of 9:00 a.m. and 5:00 p.m. at 8th and 9th and the 31 Promenade, N.W. 5th and Main, 18th and Main, and 22nd and Main and all solicitors 32 be plainly identified with safety jackets, all solicitors be off the street when III33 the light changes to green and that the sponsoring organization enter into a 34 hold harmless agreement with the City and the agreement be approved by the City 35 Attorney; also, no children will participate in the solicitation, seconded by 36 Mr. Meredith and on unanimous voice vote, the motion was carried. 37 38 On recommendation of Chief of Police Charles Chris, Mr. Webb moved that Officer 39 Richard Stork be advanced from the rank of Probationary Patrolman to that of 40 Patrolman Technician on the 'Richmond Police Department effective April 3, 1979, 41 seconded by Mr. Meredith and on unanimous voice vote, the motion was carried. 42 43 Director of Community Development Tim Ryder presented a Mortgage Release. He 44 stated that a requitement' by State Statute is that anytime the City has a 45 mortgage on a property and the .property is sold the Board of Works has to approve 46 the release of the mortgage. This is a release on a number of properties 47 Community Development has been loaning monies in "Old Richmond" district. It 48 is, for $40,000.00 on five (5) properties which have been rehabed. The borrower 49 required $5,000.00 more. This instrument was prepared by Second National Bank. 50 Mr. Webb moved that the release.:of-_the mortgage in the amount of $40,000.00 and 51 recorded Mortgage Record 485, page 359 of the Records of the Recorder of Wayne 52 County be approved, seconded by Mr-. Meredith and on unanimous voice vote, the 53 motion was carried. 54 55 Mr. Webb stated the City has contacted four (4) companies concerning a water 56 softener for the City Building. 'The costs are as follows: Lindsey $5,150. • 57 , including installation; Water King $3,995. including installation; Link-O-Matic III58 $2,559. plus installation not to exceed $1000 which would make a maximum amount 59 of $3,559.; Culligan $3,020. plus installation with a minimum installation of 60 $200. Mr. Webb noted the Culligan unit is a smaller unit. Based on the various 61 . proposals, Mr. Webb moved that Link-0 Matic be awarded the installation in the • 62 amount of $2,559: plus-installation which is not to exceed $1000. and the contract 63 would be subject to available funding, seconded by Mr. Meredith and on unanimous 64 voice vote, the motion was carried. Mr. Webb moved that the report of the Building 3 Commissioner be placed on file, seconded by Mr. Meredith and on unanimous 4 voice vote, the motion was carried. 5 6 There being no further business on motion duly made, seconded and passed, 7 the meeting was adjourned. 8 9 Donald E.
