BOARD OF PUBLIC WORKS AND SAFETY OF THE
CITY OF RICHMOND, INDIANA, FEBRUARY 1, 1979
1 The Board of Public Works and Safety of the City•of Richmond, Indiana, met in
2 regular session February 1, 1979 at the hour of 9:00 a.m. in the Municipal
3 Building of said City. Mr. Meredith presided with Mr. Anderson and Mr. Webb
4 present. The..following business was had, to- wit:

6 Mr. Webb moved to approve the minutes of the previous meeting as prepared,
7 seconded by Mr. Anderson and on unanimous: voice vote, the motion was carried.

9 Mr. Meredith set March 1, 1979 at 10:00 a.m. as the date to receive bids on
10 ten (10) obsolete busses. The busses have been appraised and Mr. Matt Nepote
11 will handle the advertising. Under the terms of the grant, the City will get
12 one third of the amount and UMTA will get two thirds.

14 Mr. Meredith set Thursday, February 22, 1979 at 10:00 a.m. for a comdemnation
15 hearing for property located at 316 South 4th Street and owned by Charles
16 McClelland.

18 Director of Community Development Tim Ryder presented a contract with Butler,
19 Fairman and Seufert for engineering study and design of the intersection of
20 Bridge Avenue and Sim Hodgin Parkway. Mr. Anderson stated he has examined the
21 contract and recommends it also be approved by the Mayor.

23 Mr. Anderson moved to accept the contract for employement of engineering services
24 of Butler, Fairman and Seufert per contract, seconded by Mr. Webb and on
25 unanimous voice vote, the motion was carried.

27 Police Chief Charles Chris recommended acceptance. of Officer Thurlow Harter's
28 resignation from the Richmond Police. Department and that he be placed on the
29 retired roll as of February 1, 1979. Officer Harter has served 22 years,
30 nine months and fifteen days on the Department.

32 Mr. Webb moved that the resignation and retirement of Officer Harter be
III33 approved, seconded by Mr. Anderson and on unanimous voice vote, the motion was
34 carried.

36 Mr. Anderson moved the January report of the Bureau of Buildings be accepted
37 and filed, seconded by Mr. Webb and on unanimous voice vote, the motion was
38 carried.

40 Mr. Anderson stated he is in the process. of writing an Ordinance. as of the
41 Board of Works action of December 14, 1978, setting the section approved for
42 forty (40) mile speed limits. on Williamsburg Pike.

44 Mr. Meredith noted the City has received a reply to their letter to the
45 Indiana State Highway Commission concerning the signing and snow removal on
46 state highway routes in Richmond designated as snow emergency routes. They
47 noted the signing and authority to prohibit parking during a snow emergency
48 presently fall within the emergency powers of the local Police Department;
49 with no action necessary from the State. In regard to the State's participation
50 in snow removal, no change can be made in their present priorities on the
51 basis of the City's action and they will participate in snow removal at the
52 same levels as in the past.

54 There being no further business on motion duly made, seconded and passed, the
55 meeting was adjourned.
