BOARD OF PUBLIC WORKS AND SAFETY. OF THE •
CITY OF RICHMOND, INDIANA, NOVEMBER 22, 1978
1 The Board of Public Works and Safety of the. City of Richmond, Indiana, met in
2 regular session November 22, 1978 at the hour of 9:00 a:m, in: the Municipal
3 Building of said City. Mr. Meredith presided wi.th:Mr. Anderson and Mr. Webb
4 present. The following business was had, to-wit:

6 Mr. Webb moved to approve. the minutes of the previous meeting as prepared,
7 seconded by Mr. Anderson and on unanimous voice. vote, theIIrotion was carried.

9 Mr. Anderson; presented an Offer to buy Real Estate presented to the City from
10 Darrell and Wanda Ronan for property located at 1820 West Main or Lot #2 and
11 25' off Lot #3 of the McFarland Addition for nine thousand dollars ($9,000.00)
12 subject to the seller's furnishing a survey with: all four (4) corners marked.
13 This property has been listed since 1974. Mr. Anderson moved the City accept
14 this offer:, seconded by Mr. Webb and on unanimous voice vote, the motion was
15 carried.

17 Mr. Walter Boger, 812 N.W. 5th Street, appeared before the Board to request
18 information of the Special Task Force and Stake Outs. of the Crime Watch. Mr.
19 Meredith stated this is privileged information and not available to private
20 citizens. Mr. Anderson moved that Mr. Boger's request be denied as this is
21 privileged information, seconded by Mr. Webb and on unanimous voice vote, the
22 motion was carried.

24 The request under advisement from Mr. Frank:Juerlingfor a three foot (3')
25 ramp on Sailor Street to service. an overhead door for the Pal-Item warehouse was
26 discussed. This ramp will extend three feet into 'the street from the edge of the
27 building. Mr. Anderson moved that the ramp be approved strictly in accordance
28 with the drawings and plans as submitted and such ramp, when completed be
29 inspected by the City Engineer for said drawings and plans, seconded by Mr.
30 Webb and on unanimous voice vote, the motion was carried.

III32 Chief of Police Charles Chris recommended the following officers be assigned
33 to the rank indicated for a ninety day probation period as required as they
34 have been certified as having met the promotional requirements of the Richmond
35 Police Merit Commission. On successful completion of the probationary period
36 the named officers will be recommended for permanent rank.

38 Daniel Wogoman- Captain Steve Sanford - Sergeant
39 .Terrell Lafuze- Captain Edward Bratton - Sergeant
40 Cecil Loper - Captain Howard Crist - Sergeant
41 Richard Smith - Lieutenant Howard Bailey - Sergeant
42 James Hieger - Lieutenant Ron Williams - Sergeant
43 Joseph Nimitz - Lieutenant
44 John Farmer - Lieutenant

46 Additionally, it is recommended by the Chief of Police the following officers
47 are assigned the acting position of Detective.

52 The acting position assignment is required due to the Merit Commission
53 having deferred action on Technical status under the Police Merit System
54 Ordinance. Such acting position shall be in effect until the Merit Commission
55 implements rules and regulations for attaining Technical status as permanent
56 assignments or for other cause.

58 Mr. Anderson moved to accept the promotional and rank recommendations of the
59 Chief of Police as submitted, seconded by Mr. Webb and on unanimous voice vote,
60 the motion was carried.

1 Chief of Police Chris stated on November 21, 1978 the Richmond Police
2 Department Merit Commission certified Stephen Sanford as having met the
3 promotional requirements for the rank of Lieutenant. Re, therefore, recommends
4 that Stephen Sanford be promoted from. the probationary rank of Sergeant to
5 the probationary rank of Lieutenant, effective November 22, 1978 for a 90
6 day probationary period and on'=successful completion of that probationary
7 period he would be recommended for the permanent. rank of Lieutenant. Mr.
8 Webb moved that the request of the Chief to promote Sergeant Sanford from
9 . temporary rank of Sargeant to temporary rank of Lieutenant be. approved, seconded
10 by Mr. Anderson and on unanimous; voice vote, the motion.was carried.

12 Chief of POlice Chris recommended that Officer Otto Schell be advanced from
13 the rank of Probationary Patrolman to that of.Patrolman Technician on the
14 Richmond Police Department effective November 21, 1978 as he has successfully
_ 15 completed one (1) year probation as required. Mr. Webb moved-that the request
16 .of,;the Chief -to appoint Officer Schell to Patrolman Technician be. approved,
17 seconded by Mr. Anderson and on unanimous voice vote, the motion was carried.

19 Mr. Meredith set December 14, 1978 at 10:00 a.m. to hear the nuisance
20 complaint for 1210 Crosshall Street.

22 There being no further business on motion duly made, seconded and passed, the
23 meeting was adjourned.
