HomeMy Public PortalAbout11-09-1978 BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, NOVEMBER 9, 1978 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met 2 in regular session November 9, 1978 at the hour of 9:00 a.m. in the Municipal 3 Building in said City. Mr. Meredith presided with Mr. Anderson and Mr. Webb 4 present. The following business was had, to-wit: 5 6 Mr. Webb moved to approve the minutes of the previous meeting as prepared, 7 seconded by Mr. Anderson and on unanimous, voice vote, the motion was carried. 8 III9 Fire Chief Paul Mullin read the following Proclamation by Mayor Clifford J. 10 Dickman regarding the "Great American Smoke.out": 11 12 PROCLAMATION 13 Executive Order 14 TO ALL TO WHOM THESE PRESENTS MAY COME, GREETING: 15 16 WHEREAS, dancer is a common foe of all mankind and will strike 17 700,000 Americans this year, and 18 19 WHEREAS, cigarette smoking causes at least 80% of all lung cancer, and 20 21 WHEREAS, nearly 90,000 American men and women die annually from 22 lung cancer, and 23 24 WHEREAS, another 98,000 persons will be stricken this year with 25 lung cancer, and 26 27 WHEREAS, many cancers .can be prevented, such as lung cancer, mainly 28 caused by cigarette smoking, and 29 30 WHEREAS, the American Cancer Society, in addition to support of . 31 vital research, alerts the public to cancer's warning signals, 32 and conducts other programs of public and professional 33 education, and 34 35 WHEREAS, the American Cancer Society urges all smokers to give up 36 smoking on a nationally proclaimed day, Thursday, November 37 16, 1978; 38 39 NOW, THEREFORE, I, Clifford J. Dickman, Mayor of the City of Richmond, do 40 hereby proclaim Thursday, November 16, 1978 as the 41 42 GREAT AMERICAN SMOKEOUT 43 44 and urge every citizen to heed the lifesaving messages of the 45 American Cancer Society as their best personal protection against 46 cancer and to support the work of the Society by giving up 47 smoking for one day. 48 49 IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the. 50 City of Richmond, State of Indiana, to be affixed this 9th day of November, 51 nineteen hundred and seventy-eight. 52 53 /s/ Clifford J. Dickman 54 Mayor • 55 56 Mr. Meredith announced the Board of Works wanted to go on record _fo.r :support 57 of the "Great American Smokeout", November 16, 1978 and to urge all citizens to III58 participate in this activity. 59 60 Mr. Webb presented a curb cut request from Mr. William Galbreath, 1442 Northwest 61 5th Street for a commercial cut for a new business. Mr. Webb moved to approve 62 the request,,..seconded by Mr. Anderson and on :,unanimous voice vote, the motion 63 was carried. i / Board of Works Cont. November 9, 1978 Page 2 1 Captain Scott Loper, Traffic Division, requested that Northwest 5th Street be 2 changed to one-way, northbound only, at a point 450 feet south of the Sheridan 3 Street intersection. Mr. Tom Jenkins, owner of the Vortex Station, spoke in 4 opposition of the change. Mr. Webb moved to take the matter under advisement 5 for a traffic count after the traffic signal is installed, seconded by Mr. 6 Anderson and on unanimous voice vote, the motion was carried. 7 8 Mr. Byron Schull, owner of Mac's Pharmacy, appeared to request parking in front 9 of his business on East Main Street. Capt Loper will check with the State 10 Highway Department. The cost of the project also will be studied and a study 11 ' made of the alley between 16th and 17th on East Main Street. Mr. Anderson 12 moved to take the matter under advisement, seconded by Mr. Webb and on 13 unanimous voice vote, the motion was carried. 14 15 Mr. Jerry Haynes, Director of the Department of Transportation, requests a 16 change in the bus route in the Liberty Avenue area with the bus traveling 17 south on 5th Street to "P" Street, east to 6th Street, south to "Q" Street, 18 west to 5th Street, and north on Liberty Avenue. Mr. Anderson moved to approve 19 the change of the bus route, seconded by Mr. Webb and on unanimous voice vote, 20 the motion was carried. 21' 22 Mr. Haynes presented the bid tabulation for the traction driven tow behind 23 material spreaders. He noted that the bid of Seastrom Inc. , of Indianapolis 24 did not meet specifications in that there was no warranty and the hopper was 25 not glavinized. Mr. Anderson moved to accept the bid of Ries Equipment 26 Company of Indianapolis, seconded by Mr. Webb and on unanimous voice vote, the 27 motion was carried. 28 29 There being no further business on motion duly,made, seconded and passed, the 30 meeting was adjourned. 31 32 Donald E.
