BOARD OF PUBLIC WORKS AND SAFETY OF THE
CITY OF RICHMOND, INDIANA, SEPTEMBER 28, 1978
1 The Board of Public Works and Safety of the City of Richmond, Indiana, met
2 in regular session September 28, 1978 at the hour of 9:00 a.m. , in the Municipal
3 Building in said City. Mr. Meredith presided with Mr. Anderson present. Mr.
4 Webb was absent due to illness. The following business was had, to-wit:

6 Mr. Anderson moved to approve the minutes of the previous meeting as
7 prepared, seconded by Mr. Meredith. Motion was carried.

9 Mr. Meredith stated that due to technical differences, he is extending the
10 bids on the Fare Boxes for 2 weeks. The new bid date is now set for October
11 12, 1978 at 9:00 a.m. The Clerk is instructed to keep the bids that have
12 already been received and to notify any company having bid of the extension
13 and they may either let their bid stand or rebid.

15 Mr. Jerry Haynes, Director of Transportation, presented the bid tabulation
16 for radio equipment for transit vehicles. He recommended the acceptance of
17 the bid of Carmen Electronics for $9,360.00. This bid includes 15 units, with
18 decoder, 2 base encoder, and 1 remote base unit. Mr. Anderson moved to accept
19 the recommendation of Mr. Haynes, seconded by Mr. Meredith. The motion was
20 carried.

22 Mr. Jerry Haynes, Director of Transportation, presented the bid tabulation
23 for two (2) heavy duty 4-wheel drive pickup trucks. He recommended the
24 acceptance of the bid of Raper Sales, Inc. for $16,090.00. Mr. Anderson
25 moved to accept the bid and award the bid to Raper Sales. Mr. Meredith
26 seconded and the motion was carried.

28 Ms Gail Hartong spoke regarding the "Fun Run" to be made by Patty Wilson on
29 behalf of the Epilepsy Foundation of America and D.C., on Friday, September
30 29, 1978 at 6:00 p.m.' She requested the Board of Works accept the proposed
31 "Fun Run" route. The "Fun Run" is where community people will sign up, donate
32 $5.00, receive a T-shirt and run in honor of Patty in a 2 mile run. At the
33 end of the run, they will receive a plaque. At 6:45 p.m. Friday evening, there
34 will be a ceremony at the Richmond Square Mall where there will be a
35 representative from the Mayor's office to give Patty a proclamation. Mr.
36 Anderson moved to approve the Patty Wilson "Fun Run" as presented, seconded
37 by Mr. Meredith. The motion was carried.

39 Capt. Scott Loper, Traffic Division, spoke regarding the No Parking signs. to
40 be posted on Woodside Drive which had been taken under advisement. No
41 objections have been received to the posting of these signs. It is suggested
42 that Hayes Arboretum purchase the signs and the Richmond Police Department
43 will erect them. Mr. Anderson moved to approve the request of Hayes
44 Arboretum for No Parking signs as outlined and the purchasing of the
45 necessary signs and other such equipment for the erection of such signs
46 Mr. Meredith seconded and the motion was carried.

48 Mr. Juerling spoke requesting the vacation of four (4) parking spaces in
49 front of Bullerdick's Furniture Store on the west side of South 9th Street,
50 due to their putting a new front on their store. Mr. Anderson moved to
51 grant the request of temporary No Parking signs being erected for four (4)
52 spaces on South 9th Street in front of the Bullerdick store for a period of
53 the duration of the reconstruction and improvement of the store front. Mr.
54 Meredith seconded and the motion was carried.

56 Capt. Scott Loper, Traffic Division, spoke regarding the removal of traffic
57 devices at 10th and Main Streets, which had been taken under advisement. No
58 objections have been received. Capt. Loper stated stop signs have been
59 erected which seem to be relieving the congestion. He also recommended his
60 division study all three corners for the "sight line", and remove one or more
61 parking spaces if necessary. After hearing Capt. Loper's report, and due
62 to the fact that the situation has been under advisement for a period of 30
63 days, Mr. Anderson moved that the use of stop signs instead of traffic devices.
64 be permanently removed by Richmond Power & Light. "Sight lines" at this
65 intersection will be observed by the Traffic Division and adjusted accordingly.
66 Also stop bars will be placed at this intersection. Mr. Meredith seconded and
67 the motion was carried.

1 Mr. Meredith set October 19, 1978 at 10:30 a.m. for the hearing date for a
2 nuisance complaint.

4 There being no further business on motion duly made, seconded and passed, the
5 meeting was adjourned.
