BOARD OF PUBLIC WORKS. AND SAFETY OF THE
CITY OF RI.CHMOND, INDIANA, AUGUST 31, 1978
1 The Board of Public Works and Safety of the City of Richmond, Indiana, met in
2 regular session August 31, 1978 at the hour of 9:00 a.m. in the Municipal
3 Building in said City. Mr. Meredith presided with Mr. Anderson and Mr. Webb
4 present. The following business was had, to-wit:

6 Mr. Anderson moved to approve the minutes of the previous meeting as presented,
7 seconded by Mr. Webb and on unanimous voice vote, the motion was carried.

III9 Mr. Anderson moved to approve the minutes of the special meeting held August
10 8, 1978, seconded by Mr. Webb and on unanimous voice vote, the motion was
11 carried.

13 Mrs. Nellie Hunt, 432 Gardner Street, presented a petition from residents of
14 Harris and Gardner Streets requesting trucks be restricted from using Harris
15 Street as an access to Belden as this is a very narrow street and is a residential
16 street. She suggested trucks could be routed to use N.W. "N" and Sheridan
17 Streets. She also noted Belden employees are parking on these, as well as
18 other, side streets. TrafficcCapt Scott Loper recommended this matter be taken
19 under advisement as he is trying to set up a meeting with Belden officials.
20 Mr. Anderson moved to take this matter under advisement, seconded by Mr. Webb
21 and on unanimous voice vote, the motion was carried.

23 Mr. Larry L. Farmer, 4281 Weiss Road, Strike Co-ordinator for JohnsManville,
24 and Ms Nancy Burgess, 1162 South Main, Lynn, requested permission to park a
25 trailer for picket people to take cover from the weather and Picket Captains to
26 keep things arranged. Ms Burgess stated there is room on the north side of
' 27 the street in a grassy area west of the gatehouse to put the trailer which
28 would be eight feet (8') by twenty-five feet ((25') . They would also need an
29 electrical hook-up. After consulting,the Municipal Code as to the parking of
30 non-mobile vehicles, Mr. Webb moved "that-:=permission to park`a_.'trailer_ _
31 on Richmond Avenue be denied, seconded by Mr. Anderson and on unanimous voice
32 vote, the motion was carried. The motion was for, as was presented, a mobile
33 home.

35 Capt. Scott Loper reported his office has received no calls concerning a request
36 he presented last week to remove the traffic signal on East Main & 10th and make
37 this intersection a three-way stop. He requested the traffic signal be bagged
38 and stop signs installed for at least a month before the signal is completely
39 taken out. Mr. Anderson moved that, as Capt. Loper presented, the light be
40 bagged or covered for a thirty (30) day trial period and that stop signs be
41 placed at this intersection, seconded by Mr. Webb and on unanimous voice vote,
42 the motion was carried. The Clerk will send a letter of authorization to RP&L.

44 Mr. Webb presented a curb cut request from Mr. Walt Becknell for a cut off
45 Salisbury Road North for a proposed business at the corner of Salisbury Road
46 and National Road West. This request has the approval of Planning and
47 Engineering Departments. Capt. Loper stated he has not made a recommendation
48 for approval at this time, as he would like time to study the traffic situation
49 in this area. Mr. Anderson moved this matter be taken under advisement until
50 such time Traffic can come with a recommendation to the Board, seconded by
51 Mr. Meredith. The motion passed with Mr. Webb abstaining.

53 Mr. Webb presented a curb cut request from Mr. Leroy Johnson, 1109 N.W. 5th,
54 which will replace an existing curb cut giving access to a parking lot for
55 a small used car lot. Mr. Webb moved for approval of the curb cut, seconded
56 by Mr. Anderson and on unanimous voice vote, the motion was carried. This
57 cut will be for "in" access only.

59 There being no further business on motion duly made, seconded and passed, the
60 meeting was adjourned.
