HomeMy Public PortalAbout08-24-1978 / 7 / • BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, AUGUST 24, 1978 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met in 2 regular session August 24, 1978 at the hour of 9:00 a.m. in the Municipal 3 Building in said City. Mr. Meredith presided. with Mr. Anderson and Mr. Webb 4 present. The following business was had, to-wit: 5 6 Mr. Anderson moved to approve the minutes of the previous meeting as presented, 7 seconded by Mr. Webb and on unanimous voice,vote, the motion was carried. 8 III9 On the matter of the contract between the City and Ferd Kurdy, owner of the 10 property located at the northeast corner of East Main and 10th, permitting the 11 City to prohibit parking on the. lot, Mr. Goodwin, Director of City Planning, 12 noted the lot is being used by people working in the area as a parking lot and 13 this is not the desire of the owner of the lot. He noted that other people in 14 business are required to pave off-street parking lots; however, this is not 15 actually a parking lot, and people are going across City curbs and sidewalks to 16 gain access to the area. He attended an Air Pollution Control meeting yesterday 17 where a representative of the EPA noted they found unpaved parking lots and 18 roads represent sixty percent (60%) of materials found in the air. 19 20 Mr. Anderson moved that in order to protect the City property of sidewalks and 21 curbs and to prevent damage thereto, thatthe City execute the-contract 22 22 permitting the City to put up suitable barriers to prohibit parking on this 23 lot, seconded by Mr. Webb. Chief Charles Chris questioned the kind of 24 enforcement that could be used since it is private property. Mr. Meredith 25 requested the Plan Department to observe the lot after it has been properly 26 secured and attach a note to the cars of the violators. On unanimous voice vote, 27- the motion was carried. 28 29 Mr. Webb moved to approve a curb cut request from Holy Family Church, 8th 30 and West Main Streets for an entrance only off of West Main, seconded by Mr. 31 Anderson and on unanimous voice vote, the motion was carried. Mr. Webb noted 32 this request has the approval of Engineering, Traffic and Plan Departments. 33 34 Mr. Meredith set September 14 at 10:30 a.m. for three (3) hearings under the 35 Nuisance Ordinance. 36 37 Capt. Scott Loper stated he has been informed by Ray Mendenhall of the State 38 Highway that the area originally designed as a bus stop at 1st and West Main 39 will be closed to prevent traffic in that area. This has been a problem area. 40 Mr. Meredith recommended this be done in a manner which would be highly visible. 41 42 Capt Loper, as requested by this Board a few weeks ago, has taken a traffic 43 count on Williamsburg Pike to determine the need for a light at the entrance to 44 Perfect Circle. The findings are. that this intersection does not meet minimum 45 warrants and he recommended that an automatic traffic signal not be installed at 46 this intersection. 47 48 Mr. Anderson moved to accept the recommendation of Capt. Loper, seconded by Mr. 49 Webb and on unanimous voice vote, the motion was carried. The Clerk will notify 50 Perfect Circle, noting the City's intention to monitor this intersection and 51 the flow of traffic there as the area continues to develop. 52 53 Capt. Loper noted his department has taken a traffic count at East Main and 10th 54 and, based on this count, would recommend that the traffic signal be removed and 55 replaced with three (3)way stop signs. Mr. Meredith ordered this matter taken 56 under advisement. 57 III58 Mr. Jimmie Johnson, 736 South 6th, representing the Kirk-Little Post #1108 of the 59 Veterans of Foreign Wars, requested permission to have a Loyalty Day parade on 60 Saturday, May 5, 1979. Their plans would be to march to the Freedom Fountain 61 located at the City Building. Capt. Loper requested the parade be disbanned at 62 10th Street so that U.S . 27 would not be blocked to traffic. f77 Board of Works Cont. August 24, 1978 Page 2 1 Mr. Anderson moved to grant permission for the VFW- Post to have a Loyalty Day 2 parade on May 5, 1979 on a route approved by the Department of Traffic Safety 3 and further moved that said participants can congregate and use the Freedom 4 Fountain, seconded by Mr. Webb and on unanimous voice vote, the motion was 5 carried. 6 7 At the request of Department of Transportation Director Jerry Haynes, Mr. 8 Meredith set the following bid dates: 9 10 1) September 28, 1978 at 9:00 a.m. for eleven (11) fare boxes for 11 the new transit system. 12 13 2) September 14, 1978 at 9:00 a.m. for sixteen (16) FM VHF mobile 14 radio equipment and supply items. 15 16 3) September 14, 1978 at 9:00 a.m. for two (2) 3/4. ton 4-wheel drive 17 pickup trucks with snow plows. 18 19 There being no further business on motion duly made, seconded and passed, the 20 meeting was adjourned. 21 22 Donald E.
