BOARD OF PUBLIC WORKS AND SAFETY OF THE
CITY OF RICHMOND, INDIANA, JULY 27, 1978
1 The Board of Public Works and Safety of the City of Richmond, Indiana, met in
2 regular session July 27, 1978 at the hour of, 9:00 a.m. in the Municipal
3 Building in said City. Mr. Meredith presided with Mr. Anderson and Mr.
4 Webb present. The following business was had, to-wit:

6 Mr. Webb moved to approve the minutes of the previous meeting as prepared,
7 seconded by Mr. Anderson and on unanimous voice vote, the motion was carried.

9 Ms Helen Sizemore, 2209 Autumn Way, representing the Health Fair, requested
III 10 use of the 700 to 900 block of the Promenade for use of exhibitors on September
11 15 and 16 with a set-up date of September 14. She further requested no parking
12 at 7th, 8th, and 9th on both sides of the Promenade to the alleys. Capt.
13 Loper and Chief Chris requested nothing be parked in the insets of the Promenade.
14 Mr. Meredith stated permission for use of the Promenade should be given by
' 15 the Park Board. Capt Loper stated he will work with the Committee to furnish
16 needed parking for vans if they- will furnish denensions and numbers. Mr.
17 Anderson moved that the Health Fair scheduled for the dates of September
18 14, 15, and 16 be allowed to use the streets within the vicinity of 7th, 8th and
19 9th' fofo : location of mobile homes and other units subject to approval and.
20 descretion of Traffic of location and parking of said vehicles, seconded by
21 Mr. Webb and on unanimous voice vote,, the motion was carried.

23 Mr. Tod Lehman, Reid Memorial Hospital, requested approval of a route for a
24 mini-marathon in connection with the Health Fair. This will be a 6 1/4 mile
25 race.starting at 10th and Promenade, north on 10th to "E", "E" to the Park
26 through the Park to Elks Road, circle Glen Hills back to the park, down the
27 sidewalk to National Road and end up at the concession stand at the Park on
28 September 16 at 10:00 a.m. Capt Loper requested that, since they are closing
29 four intersections, they utilize reserve officers to close traffic at these
30 intersections and that they have their own people stationed at other places.
31 Mr. Anderson moved that the Health Fair Marathon be permitted for the day of
32 September 16 at 10:00 a.m. by using the route as described subject to
33 utilization of reserve officers at all signaled intersections and that at all
34 other intersections they will utilize their own personnel for the safety of
35 the public, seconded by Mr. Webb and on unanimous voice vote, the motion was
36 carried. Capt. Loper stated North 10th between the Promenade and North "E" will
37 be closed to traffic at the time this is being run.

39 Mr. Ed Nicholson appeared and stated he received approval of the Plan
40 Commission, subject to the Board of Works approval, for Hidden Valley 6.
41 Mr. Webb moved for final approval of Hidden Valley subdivision 6th addition,
42 seconded by Mr. Anderson and on unanimous voice vote, the motion was carried.

44 Mr. Dan Dooley presented a request from Mr. DeLucio for vacation of a 10'
45 east-west alley located off North 10th Street between "I" and "H". This has
46 Traffic, Police and Fire approval. Mr. Dooley stated the Plan Commission
47 approved this request subject to working out a utility pole in the right-of-
48 way in the alley. This pole is servicing only a building which Mr. DeLucio plans
49 to tear down. It was noted no easement is needed. Mr. Webb moved for vacation
50 of said alley, seconded by Mr. Anderson and on unanimous voice vote, the motion
51 was carried.

53 Ms Georgiana Beemer, 115 North 15th and Ms Lucille Harter, 114 North 16th,
54 representing'their neighborhood,presented a petition asking for lighting
55 in the alley between 15th and 16th on "A" and "B". They registered the
56 following complaints: (1) lights in alley are. needed (2) trash is strewn all
III57 over the alley (3) a house in the neighborhood has no windows and is mice
58 infested causing a health hazard (4) parking is taken by a Doctors office and
59 foreign car repair shop. Capt Loper will check to see if the yellow curb
60 line is extended far enough back from the alley drives to have safe entry
61 and exit. Mr. Anderson moved that these matters be taken under advisement to
62 talk with departments involved, seconded by Mr. Webb and on unanimous voice
63 vote, the motion was carried.

1 Fire Chief Paul Mullin reported the bids for fire hose, which had been received
2 and taken under advisement at the previous meeting, all meet specifications and
3 requirements, He recommends Midwest Fire & Safety Equipment be awarded the
4 contract as low bidder of $16,381.01. Mr. Anderson. moved to award the bid to Midwest
5 Fire, seconded by Mr. Webb and on unanimous voice vote, the motion was carried.

7 Mr. Webb moved for approval of a request from the Street Light Committee to
8 install 3 175-watt post top street lights and remove 3 250watt lights on wood
9 poles on South 4th Street between "L" and "M" Streets at a savings to the City of
10 $1.14 per month, seconded by Mr. Anderson and on unanimous voice vote, the
11 motion was carried.

13 Mr. Anderson moved to grant the request for a leave of absence to Officers
14 Gerald Matheny and Michael Chambers to attend their part-time volunteer
15 military service obligations, seconded by Mr. Webb and on unanimous voice vote,
16 the motion was carried. Officer Matheny will be attending. U.S . Army session at
17 Fort Benning, Georgia, July 31 through August 18 and Officer Chambers will attend
18 the Indiana National Guard session at Camp Grayling, Michigan July 29 through
19 August 13.

21 Mr. Meredith announced the Board will have three (3) hearings under the Nuisance
22 Ordinance scheduled for 10:00, 10:30 and 11:00.

24 The meeting was recessed until 10:00 a.m.

26 The Board reconvened at 10:00 a.m. to hear a nuisance complaint against Mr.
27 Marion Beatty, 910 North "I". As is Board :,`procedure, City Attorney Ed Anderson
28 . conducted the hearing. Mr. Beatty was not in attendance, but Mr. John Bronston,
29 complaintant, was. The complaint was for a bus, truck and two (2) cars in
30 inoperable condition. Mr. Bronston stated he was there this morning and one of
31 . the vehicles has been moved. Mr. Webb stated he talked with Mr. Beatty yesterday
32 morning and Mr. Beatty stated he is in ill health and the bus is going to be
33 removed by his nephew by the first of the. month. . Mr. Webb moved that Mr. Beatty
34 be given thirty (30) days to remove the subject nuisance and, if not removed,
35 that the Board take steps to see the vehicles are removed in compliance with
36 the ordinance, seconded by Mr. Meredith. The motion passed with Mr. Anderson
37 abstaining as prosecutor on behalf of the City.

39 The Board reconvened at 10:30 a.m. to hear a nuisance complaint against Mr.
40 Arnold France, 224 South 13th Street. Mr. Bronston, complaintant, stated
41 he wishes to withdraw the complaint as the nuisance has been removed. Mr.
42 Meredith so moved, seconded:by Mr. Webb. The motion carried .with Mr. Anderson
43 abstaining.

45 The Board reconvened .at 11:00 a.m. to hear a nuisance complaint against Ms
46 Velma Quinn and W.T. Williams, 1426 Boyer Street, who were both in attendance,
47 as was Mr. Bronston, complaintant.. The Clerk read the complaint of two (2)
48 inoperable vehicles. Acknowledgement was made of receipt of notice and
49 understanding of the complaint. Mrs. Quinn is the owner of the property and Mr.
50 Williams is the owner of the vehicles. Mr. Williams stated one (1) car has
51 been hauled away and the other is now properly tagged and inspected. Mr.
52 Bronston concurred as of his check this morning. Mr. Bronston withdrew the
53 complaint as the violation has been corrected. Mr. Meredith moved the complaint
54 be withdrawn, seconded by Mr. Webb. The motion passed with Mr. Anderson abstaining.

56 There being no further business on motion duly made,_ seconded and passed, the
57 meeting was adjourned.
