CITY OF RICHMOND, INDIANA, JULY 6, 1978
1 The Board of Public Works and Safety of the City of Richmond, Indiana, met in
2 regular session July 6, 1978 at tha hour of 9:00 a.m. in the Municipal Building
• 3 in said City. Mr. Meredith presided with Mr. Anderson and Mr. Webb present.
4 The following business was had, to-wit:.

6 Mr. Webb moved to approve the minutes of the previous meeting as prepared,
7 seconded by Mr. Anderson and on unanimous voice vote, the motion was carried.

III 9 City Attorney Ed Anderson examined proof of publication for bids for Street
10 Department materials for the City of Richmond, Indaina and moved it be accepted
11 and filed, seconded by Mr. Webb and on unanimous voice vote, the motion was
12 carried.

52 Mr. Webb moved the bids be taken under advisement, seconded by Mr. Anderson
53 and on unanimous voice vote, the motion was carried.

55 Mr. Paul Lingle presented plats for Backmeyer Trace Section 1 extension of Cedar
56 Cliff Road to South "A". This area is located on Backmeyer Road west of Garwood
57 Road, Plan Director Robert Goodwin stated the Plan Commission conducted a
58 public hearing on June 27 for replat and plating of Section 1 north to South "A"
59 Street. .The plat is basically the same, however, the road has been changed.
60 The Plan Commission recommended approval contingent upon bonding being approved
61 by the Board of Works and approval of utility easements. Mr. Goodwin recommends
62 the Board grant final approval. A letter was presented by Mr. Lingle from the
63 Second National Bank to serve as performance bond. Mr. Webb moved for approval
64 of the re-plat of Backmeyer Trace Section 1 subject to working out a couple
65 of minor details for the Engineer, seconded by Mr. Anderson and on unanimous
66 voice vote, the motion was carried. Mr. Webb moved approval of Cedar Cliff Road
67 extension, seconded by Mr. Anderson and on unanimous voice vote, the motion was
68 carried.

1 A request was on the agenda by Mr. Jerry Sandlin to paint house numbers on
2 curbs. Since Mr. Sandlin was not present, the request was not acted upon.
3 Mr. Meredith noted that no. one. has permission for this year to paint house
4 numbers on curbs.

6 Fire Chief Paul Mullin read the following:

8 The following recommendation is presented to the Hoard of Public
9 Works and Safety for action:

11 1. For the best interest of the. Richmond Fire Department,
12 I am recommending that Probationary Firefighter James. L.
13 Alexander be dismissed from the Department.
14
15 During his probationary period, his conduct has been -
16 detrimental to the good reputation of the Richmond
17 Fire Department.

19 Paul M. Mullin, Chief.

21 City Attorney Ed Anderson recommended .a copy of the charges be given to Mr.
22 Alexander or to his Attorney, Mr. Robert Burton. Mr. Anderson determined the
23 firefighter is entitled to a public hearing and suggested Mr. Meredith set
24 a time for this hearing. Mr. Meredith set Thursday, July 13 at 2:00 p.m. for
25 this hearing. Mr. Burton, Attorney for Mr. Alexander, requested specification
26 of the act or acts also accompany the charges.

28 Director of Community Development Tim Ryder recommended the Board award the
29 contract for reconstruction of the intersection of North 5th and "D" and
30 sidewalks on North 18th to John Rigsby for $22,967.82 as low bidder. The
31 charge is well under the Engineer's estimate. This will be contingent on
32 HUD approval. Mr. Webb moved that the contract be given toRigsby subject to
33 HUD approval, seconded by Mr. Anderson and on unanimous voice vote, the motion
34 was carried.

36 Mr. Webb moved for approval of Contract Modification Agreement #1 regarding
37 the contract with Magaw to reconstruct ¶illiamsbutg Pike from N.W. 5th to N.W.
38 "T" in the amount of $15,797.24, seconded by Mr. Anderson and on unanimous
39 voice vote, the motion was carried. Mr. Webb noted this project is
40 federally funded.

42 Mr. Anderson moved to accept the recommendation of Chief Charles Chris to
43 revoke the Special Police Powers of Darrell Teague, effective June 16, 1978,
44 seconded by Mr. Webb and on unanimous voice. vote, the motion was carried.

46 Mr. Anderson moved to accept the recoiumiendati.on of Chief Charles Chris to revoke
47 the Special Police Powers of Reserve Offi.cers.John_Mexin and John E. Miller, effective
48 immediately. as both h_ave submitted ".resignations, .seconded-by-Mr. Webb _.and_-on "

51 The junk vehicle disposal agent contract was postponed until next week.

53 Mr. Anderson moved the Bureau of Buildings report for June 1978 be accepted,
54 seconded.by Mr. Webb and on unanimous voice vote, the motion was carried.

56 Mr. Meredith read a letter thanking the Board for closing S .W. 4th from
57 "C" to "D" for a block party.

59 There being no further business on motion duly made, seconded and passed, the
60 meeting was adjourned.
