HomeMy Public PortalAbout05-11-1978 1 .31 BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, MAY 11, 1978 1 The Board of Public Works and Safety of the City of Richmond, Indiana met in 2 regular session on May 11, 1978 at the hour of 9:00 a.m. in the Municipal Building 3 in said City. Mr. Anderson presided with Mr. Webb present. The following 4 business was had, to-wit: 5 6 Mr. Anderson moved to approve the minutes of the previous meeting as 7 prepared, seconded by Mr. Webb and on unanimous voice vote, the motion was 8 carried. III 9 10 A letter was read from Mr. Meredith, addressed to the Board, for an extension 11 on bid openings for 13 buses. This has been extended for a two week period to 12 June 15, 1978. 13 14 Mr. Roberts requested two parties to come before the Board of Works on May 25, 15 1978 regarding condemnation of their properties. Faye Morris, 11 South 5th Street, 16 who owns property located at 24-26 North 17th Street is to be condemned and McClelland 17 Casket Company, 211 Northwest 7th Street, who owns property located at 316 South 18 4th Street is to be condemned. Mr. Anderson moved for a hearing on May 25th, 19 seconded by Mr. Webb and on unanimous voice vote, the motion was carried. 20 21 Mr. Scott Porter requested a curb cut at 112 North 7th Street adjacent to B.F. 22 .Goodrich. Plans have been reviewed by Engineering, Traffic Division, and Planning 23 Department. The drive will be a 24' drive in approximately the center of a lot 24 where a house is being torn down. Two large trees will be saved. The street 25 is not too heavily traveled, and all three departments request approval of this 26 request. Mr. Klinge presented pictures and drawings of where the building will 27 be torn down and the area used for a parking lot and to store autos by B.F. 28 Goodrich. Mr. Webb moved for approval of this request, seconded by Mr. Anderson 29 and on unanimous voice vote, the motion was carried. 30 1 31 Richmond Power and Light requested approval for street lights as follows: 32 25 - 175-watt mercury vapor-post top street lights and 1 - 250-watt mercury vapor 33 on a wood pole. Also requested was removal of 2 - 250-watt mercury vapors 34 between North 17th and 19th Streets between "G" and "J" Streets. The net cost 35 increase is $136.18 per month. This completes anticipated installation in the 36 north Richmond area. Mr. Webb moved for approval of the request, seconded 37 by Mr. Anderson and on unanimous voice vote, the motion was carried. The Clerk 38 is to notify Richmond Power ,& Light of the approval. 39 40 A letter was presented from Captain Scott Loper of the Traffic Division, requesting 41 a parking restriction located on the west side of the street in the first block 42 of South 8th Street in front of the YMCA be changed from two hour parking to 43 that of a Loading Zone Only. This change will eliminate 6 parking spaces . Capt. 44 Loper feels it is for the best interest of the community and is a safety factor 45 for children going to preschool at the YMCA. Mr. Anderson moved for approval to 46 accept the recommendation, seconded by Mr. Webb, and on unanimous voice vote, the 47 motion was carried. 48 49 Chief. Charles Chris requested Patrolman Thomas 0. Bass, Department of Traffic 50 Safety, be sent to the Traffic Institute, Northwestern University, Evanston, 51 Illinois, to attend a Technical Accident Investigation Course, being held May 52 15th through June 2nd, 1978. This course is approved to receive federal funds 53 and will be of no cost to the City. Mr. Webb moved for approval of the request, 54 seconded by Mr. Anderson and on unanimous voice vote, the motion was carried. 55 56 Chief Charles Chris requested Darrell J. Teague of 525 South 6th Street, be 57 appointed as Special Police Officer for Security at Greenwood Apartments, effective 58 this date. Mr. Al Taylor agreed with Chief Chris on the recommendation. Mr. 59 Webb moved for approval of the appointment, seconded by Mr. Anderson and on 60 unanimous voice vote, the motion was carried. Board of Works Cont. May 11, 1978 Page 2 1 Chief Charles Chris expressed disapproval of a letter sent by an individual to 2 The Editor of The Palladium—Item, regarding parking spaces and an incident with 3 a Richmond Police Officer, stating that they should not have been treated in such 4 a manner. The matter was handled in compliance with an Ordinance of the City and 5 the Officer acted properly and within the guidelines of the Department. The 6 Officer has been upheld on his actions by witnesses and the letter was presented 7 to the Board by the person making the complaint. 8 9 City Engineer George Webb presented a letter from the State Highway Commission 10 regarding restriction for traffic on U.S . 27 at the 9th Street Bridge. On 11 May 12 traffic will be restricted for approximately 120 days. This is due to 12 a deck being reconstructed and approach work on the 9th Street structure. It 13 is felt by the Police Traffic Division that parking should be removed on the 14 200 block of North 9th Street on the east side.
